Much of this is inspired by the World Trade Organization or regional trade agreements, especially the European Union, but an increasing number of papers focus on the impacts of services sector liberalization. This paper surveys the literature, focusing on contributions that investigate the determinants of international trade and investment in services, the potential gains from greater trade (and liberalization), and efforts to cooperate to achieve such liberalization through trade agreements. It concludes that there is increasing evidence that services liberalization is an important source of potential welfare gains, but relatively little research has been done that can inform the design of international cooperation-both trade agreements and development assistance-so as to more effectively promote development objectives.

Consequently, an increasing research effort has focused on the characteristics and role of producer services activities at the regional and urban economies. This paper examines the nature and extent of external linkages of a sample of independent producer service firms in the two regional centers of Denver and Salt Lake City. Preliminary results are presented from a larger survey of local and regional factors important to the location of producer service activity using survey data collected from producer service activities in metropolitan and non-metropolitan places in Colorado and Utah. Findings are presented in three main areas of interest: the importance and geographic sources of subcontracting of business services by producer service establishments, particularly those establishments where scientific and technical occupations are an important location factor; the geographic and sectoral distribution of service sales; and the relative importance of various environmental amenities to the location of producer service activities.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
