Book excerpt: Esse trabalho científico consiste em analisar em que medida o Programa Nacional de Produção e Uso do Biodiesel (PNPB) influenciam na inserção da agricultura familiar no espaço geográfico em estudo: Polo Agreste Pesqueira de biodiesel. As políticas públicas aplicadas no desenvolvimento da agricultura familiar, até o momento só obtiveram resultados que levaram ao crescimento da agricultura patronal, provocando o êxodo da população rural para as cidades. Em contrapartida o Governo Federal iniciou recentemente a produção de biodiesel, com foco em atender inicialmente o mercado de transporte pesado de cargas. O Programa nacional de Produção e Uso do Biodiesel está apoiado em ações com foco na inclusão do pequeno agricultor ao processo produtivo do biodiesel, e assim dispor de novas possibilidades na geração de emprego e renda ao agricultor. O modelo de inclusão social do Programa Nacional de Produção e Uso do Biodiesel se apresenta com a tentativa de parceria dentre indústria e agricultores, especialmente no Polo Agreste Pesqueira de Biodiesel. Por isso, existe um esforço estrutural enorme, a fim de desenvolver a qualificação dos agentes e a correção dos problemas inerentes a inclusão da agricultura familiar na cadeia produtiva do biodiesel na região. Fato que se apresenta favorável e possibilita novo panorama ao setor produtivo de oleaginosas no semiárido Brasileiro, por meio do fortalecimento da cadeia produtiva do biodiesel. A região Nordeste desponta como espaço apropriado para a produção de oleaginosas devido as suas condições edafoclimáticas em especial para a ricinocultura, existindo historicamente intimidade da sua população com a cultura da mamona, eleita pelo Programa. As pesquisas desenvolvidas pela EMBRAPA algodão contribuem com aumento da produtividade e melhorias no sistema produtivo da mamona, tornando-o compatível com a agricultura familiar, que por sua vez visa se desenvolver e promover o crescimento do setor rural brasileiro. Isso posto, esse estudo visou compreender a realidade e os problemas no entorno dos agricultores familiares inseridos no Polo Agreste Pesqueira de biodiesel, assim como também a efetividade das políticas públicas, na manutenção da produção e geração da renda dos produtores rurais familiares, com padrões de qualidade técnica, financeira e ambiental. Elegeu-se como metodologia a pesquisa qualitativa, com utilização de roteiros de entrevistas semiestruturadas, aplicados aos atores atuantes no processo de desenvolvimento local do Polo Agreste Pesqueira de Biodiesel. Foram entrevistados 34 agricultores familiares e 8 agentes representantes de instituições relacionadas as ações de políticas públicas, a seleção de sujeitos nesta pesquisa foi realizado ponderado por critério de conveniência. No mais, foi utilizada a descrição da agricultura familiar, sob o ponto de vista de Silva, et. al. (2008). Com o apoio e uso da análise de conteúdo, onde se encontrou que as ações realizadas até o momento pelo PNPB foram insuficientes para gerar a inclusão social e o desenvolvimento local. Devido aos pontos que necessitam melhorar, que são: falta de assistência técnica presente, falta de terra disponível aos agricultores que almejam trabalhar na produção, falta de diversificação de culturas oleaginosas, falta de comunicação dentre os atores, o transporte e a logística da mamona necessitam melhorar e persistem falhas. Em síntese o Programa Nacional de Produção e Uso do Biodiesel vem obtendo sucesso e frustração em algumas áreas, dito isso, persiste a necessidade da inclusão da agricultura familiar, por meio de políticas públicas direcionadas a manutenção do homem no campo e sua renda.

Because of oil palms comparatively high productivity, it places less demand on land than soy and could thereby contribute to reducing pressure on the Amazonian forest. Although oil palm has long been a leading driver of deforestation and social conflict in major producer countries in Southeast Asia, the Brazilian government has put in place a number of mechanisms to ensure oil palm is cultivated sustainably and the sector is inclusive of the rural poor. Through research conducted in Brazils leading palm oil producing state of Pará, this paper analyzes the evolution and dynamics of the Brazilian palm oil value chain and the economic, environmental and social challenges faced by the sector. In so doing, it shows that under the right institutional and regulatory conditions, the palm oil sector can expand sustainably and inclusively within forested ecosystems. This though translates into considerably higher production costs for producers, thus undermining the international competitiveness of the Brazilian palm oil sector.

The Political Ecology of Agrofuels advances a conceptualisation of agrofuels that helps to fill existing research gaps. It covers global food regimes and agrarian politics as well as political arenas such as energy, climate, transport and trade. It reflects on the biophysical materiality of agrofuels, new forms of nature appropriation, struggles, discursive framings, the building of hegemony, shifting geopolitical constellations, socio-spatial configurations of power, the construction of territory, the agency of social movements and the different ways in which agrofuels are politicized at different scales. This book asks how patterns of mobility, emissions regulation, food and energy production and consumption, and social relations (e.g. labour, class and gender relations) are shaped and re-shaped by the materiality and representations of agrofuels in both the Global South and North. The book provides tools for thinking about the diversity of the conflicts, struggles and spatial, socio-ecological and politico-economic reconfigurations and perpetuations engendered by current production and consumption patterns in the agrofuel sector.
