In response, greater attention to and funding for climate change adaptationincluding the efforts of National Adaptation Programmes of Action (NAPAs), the Least Developed Country Fund, the Special Climate Change Fund, the Adaptation Fund, and the E.U. Global Climate Change Allianceprovide an opportunity for institutional, organizational, and human-capacity strengthening. This study was conducted to explore the challenges and opportunities for building human, organizational, and institutional capacity for more effective climate change adaptation in developing countries. It is part of a larger research project titled Enhancing Womens Assets to Manage Risk under Climate Change: Potential for Group-Based Approaches, which is being conducted to help organizations better understand ways in which development projects can assist rural households in adapting to and managing the effects of climate change. This report provides some reflections and insights on the level of awareness, practices, and organizational and institutional issues being faced by countries as they adapt to climate change, based on interviews with 87 practitioners working in government agencies, local organizations, international organizations, and think thanks reporting involvement in climate change adaptation. Data were collected in Bangladesh, Ethiopia, Kenya, and Mali using both an e-survey platform and face-to-face interviews. Responses reveal active work within these organizations on climate change adaptation and emphasize their important role in the countries efforts to address and adapt to climate change. Responses also reveal strong awareness among these organizations of different aspects of climate change adaptation along the different stages in a climate change adaptation project cycle, which may be a reflection of the active discussions and awareness campaigns during NAPA development in these countries. However, despite the awareness and presence of national strategies and action plans, there seem to be no explicit and clearly defined policy and strategy within these organizations outlining their role in and contribution to the national and collective efforts and, more importantly, no explicit and measurable targets and monitoring and evaluation (M&E) system to track progress and outcomes over time. Reported capacity gaps can be grouped into two categories: training needs and institutional challenges. In many organizations, there is limited awareness of and emphasis on the need for participation of target groups and beneficiaries during design and planning of climate change adaptation projects. In addition, many respondents reported a need for greater attention to issues related to profitability, financial sustainability, and market access from climate change project design to M&E. Finally, respondents emphasized that climate change projects should pay greater attention to gender, social, political, and cultural issues in their design and implementation. Reflections of respondents also highlighted the need for organizational capacity strengthening for those local organizations working in and providing services to rural communities, and for promoting a culture of impact and M&E within these organizations, in addition to the reported training needs in climate change management and in gender and social analysis. While this report provides some insights, further empirical analyses are needed to discover more details on strategies that could help trigger mind-set and organizational culture change and to capture the complexity of organizational and institutional issues hindering climate change adaptation efforts that aim at reducing vulnerability and contributing to development outcomes.

Book excerpt: This review describes a range of physical and socio-economic scientific methods and field activities that will be implemented in a proposed research project to develop a better understanding of the extent and patterns of flooding and the potential of flood-recession agriculture. These activities will allow the hydrological characteristics of the river to be matched to crop-livestock systems of flood recession agriculture that are well suited to the study communities and their organizational and institutional frameworks in order to support sustainable growth of such systems. This detailed study will provide recommendations on the technical, economic, institutional and policy measures needed to achieve sustainable intensification of flood recession agriculture in northern Ghana, while complementing efforts undertaken to promote other types of water management systems. Options for out-scaling of flood recession agriculture beyond the study area to other suitable areas will also be explored. The expectation is that the proposed project will improve food security by enhancing knowledge on effective flood recession practices, enhance rural incomes through expanded dry-season farming with new opportunities for rural employment, and improve adaptation to climate change by building more resilient farming communities. To achieve these expected outcomes, proactive policies that clearly identify flood recession agriculture as an alternative farming practice and provide institutional mandates to irrigation support services to promote it through training, demonstration, and outreach programs will be equally valuable.

It is mainly manifested through modifications of average temperature, rainfall intensity and patterns, winds and solar radiation. These modifications significantly affect basic resources, such as land and water resources. Populations at disproportionately higher risk of adverse consequences with global warming of 1.5°C and beyond include disadvantaged and vulnerable populations, some indigenous peoples, and local communities dependent on agricultural or coastal livelihoods (IPCC, 2018). Therefore, adaptation measures are recommended in order to cope with climate change. Indigenous peoples have developed practices for climate change adaptation, based on their long-term experience with adverse climatic effects. There was thus a need to identify such practices as they could be effectively mainstreamed in community-based adaptation programmes. This report makes an inventory of indigenous and community adaptation practices across the world. The inventory was mainly done through literature review, field work and meetings with selected organisations. The case studies documented are categorized in five technologies and practices themes, including: (1) Weather forecasting and early warning systems; (2) Grazing and Livestock management; (3) Soil and Water Management (including cross slope barriers); (4) Water harvesting (and storage practices); (5) Forest Management (as a coping strategy to water scarcity), and; (6) Integrated wetlands and fisheries management. These were then related to the corresponding main agro-ecological zones (AEZ), namely arid, semi-arid, sub-humid, humid, highlands and coastal and wetlands. The AEZ approach was considered as an entry-point to adopting or adapting an existing indigenous strategy to similar areas. Challenges that threaten the effectiveness of indigenous and community adaption strategies were identified. These challenges include climate change itself (which is affecting the indicators and resources used by communities), human and livestock population growth (which is increasing pressure on natural resources beyond their resilience thresholds), current institutional and political settings (which limit migrants’ movements and delimits pieces of usable land per household), cultural considerations of communities (such as taboos and spiritual beliefs), and the lack of knowledge transfer to younger communities. Indigenous knowledge provides a crucial foundation for community-based adaptation strategies that sustain the resilience of social-ecological systems at the interconnected local, regional and global scales. In spite of challenges and knowledge gaps, these strategies have the potential of being strengthened through the adoption and adaptation of introduced technology from other communities or modern science. Attention to these strategies is already being paid by several donor-funded organisations, although in an uncoordinated manner.

It provides the first comprehensive analysis of Greater Horn of Africa (GHA)'s food insecurity and hydroclimate using the state-of-the-art Gravity Recovery and Climate Experiment (GRACE) and its Follow-on (GRACE-FO)'s, centennial precipitation, hydrological models' and reanalysis' products. It is here opined that GHA is endowed with freshwater (surface and groundwater) being home to the world's second largest freshwater body (Lake Victoria) and the greatest continental water towers (Ethiopian Highlands) that if properly tapped in a sustainable way, will support its irrigated agriculture as well as pastoralism. First, however, the obsolete Nile treaties that hamper the use of Lake Victoria (White Nile) and Ethiopian Highland (Blue Nile) have to be unlocked. Moreover, GHA is bedevilled by poor governance and the ``donor-assistance" syndrome; and in 2020-2021 faced the so-called ``triple threats'' of desert locust infestation, climate variability/change impacts and COVID-19 pandemic. Besides, climate extremes influence its meagre waters leading to perennial food insecurity. Coupled with frequent regional and local conflicts, high population growth rate, low crop yield, invasion of migratory pests, contagious human and livestock diseases (such as HIV/AIDs, COVID-19 & Rift Valley fever) and poverty, life for more than 310 million of its inhabitants simply becomes unbearable. Alarming also is the fact that drought-like humanitarian crises are increasing in GHA despite recent progress in its monitoring and prediction efforts. Notwithstanding these efforts, there remain challenges stemming from uncertainty in its prediction, and the inflexibility and limited buffering capacity of the recurrent impacted systems. To achieve greater food security, therefore, in addition to boosting GHA's agricultural output, UN Office for the Coordination of Humanitarian Affairs suggest that its "inhabitants must create more diverse and stable means of livelihood to insulate themselves and their households from external shocks". This is a task that they acknowledge will not be easy as the path ahead is "strewn with obstacles namely; natural hazards and armed conflicts". Understanding GHA's food insecurity and its hydroclimate as presented in this book is a good starting point towards managing the impacts of the natural hazards on the one hand while understanding the impacts associated with extreme climate on GHA's available water and assessing the potential of its surface and groundwater to support its irrigated agriculture and pastoralism would be the first step towards "coping with drought" on the other hand. The book represents a significant effort by Prof Awange in trying to offer a comprehensive overview of the hydroclimate in the Greater Horn of Africa (GHA). Prof Eric F.
