The presentvolume consists of the papers, revised and annotated for publication, and the discussion sessions of the third Symposium, held on 8-9 May 1969. With the fourth Symposium, “Soldiersand Statesmen; the Policy-Making Process in Modern History,” to be held at the Academy on 22-23 Oct 1970, the series becomes biennial.The Symposia are intended to serve a number of purposes. First, they provide a forum for scholars in military history, a field that has grown rapidly since World War II and one in which the Academy obviously has a special interest. Second, bybringing distinguished scholars to the Academy, the Symposia provide a link between the scholar and the military professional. At a time of serious internal stresses in American society, all such links are generally valuable. More prosaically, however,the Academy's history faculty is kept abreast of developments in their academic discipline, while cadets are encouraged to a continuing interest in the background of their chosen profession. Third, by the participation of historians who do not consider themselves primarily “military” historians, but who are competent in areas that impinge on military affairs, the field of military history itself is enriched.

Book excerpt: This symposium, the fourth in the series sponsored jointly by the Department of History and the Association of Graduates of the Air Force Academy, was of particular interest to those of us charged with responsibility for professional education in the military services. Especially at the National War College, most of whose graduates move on to high staff and command responsibilities, the value of so enlightened a discussion of the relationships between soldiers and statesmen cannot be overemphasized. Statecraft through the ages has called upon the soldier and the statesman to play vital roles in attaining the preeminent goal of national security. There has been a tendency, particularly in recent years, to separate and often dichotomize the two professions. In part this can be attributed to scholarly commentators who, for legitimate analytical purposes, often separate the two elements. This intellectual division is further compounded by the increasing degree of functional specialization required of the modern soldier and diplomat. Today's national security policy-maker, as compared to his predecessors of only a generation ago, requires much greater technical knowledge and expertise. It is little wonder then that a type of myopic egocentrism develops as the soldier or diplomat wrestles with the complex problems of the "here and now." Inundated with data, beset by the conflicting advice of subordinates and demands of superiors, and inexorably constrained by compressed decision time, he has little opportunity to reflect on the wider implications of his decisions. Yet it is not an exaggeration to insist that in our age and in the foreseeable future the soldier and the diplomat must work together more closely than ever before. Nuclear weapons and Vietnam have demonstrated both the strength and the limitations that can be placed on the use of military force; the Cold War and containment have provided a similar demonstration for diplomacy. The development of a new modus vivendi poses challenges of the highest order as new power configurations emerge to displace the old and as increased demands for solution of domestic problems attain higher priority in the competition for limited national resources. The challenge, however, is not limited to the practitioners of statecraft. It is here that the scholar must lend his talents, not only to provide the elongated perspective of history, which helps free us from generational egocentrism, but also to collect, distill, and collate the wisdom of the giants upon whose shoulders new pygmies will build. The scholars, both guest and resident, at the Fourth Military History Symposium of the United States Air Force Academy have more than met their challenge. For this reason, therefore, I commend to statesman and soldier, as well as to other interested scholars, this, the record of their proceedings.

Book excerpt: The co-sponsor of this symposium series, the Department of History at the U.S. Air Force Academy, has had a special commitment since its inception in 1954 to the teaching of the history of air power. For many years, however, the very limited amount of scholarly work in this field has hampered the effective teaching of the subject at the Academy and elsewhere and stymied proposals to present a symposium on the topic. Then, as the 75th Anniversary of the Wright Brothers' flight approached, scholarly efforts began to increase. Enough American and foreign scholars, both civilian and military; and some of the surviving shapers of the history of air power could now be brought together at least, as a minimum, to assess what has been done and to stimulate new work. In the event, the contributors to this volume have gone well beyond the minimum by providing herein a collection of essays, commentaries, and reminiscences that should enhance both the teaching and the public understanding of the record and potential of air power. Furthermore, future researchers and writers will appreciate the conscientious work of scholarly commentators who responded especially well to the invitation to identify the work yet to be done. The symposium committee structured this event so as to deal with the topic within as broad a framework as a two-day meeting would permit. Thus, the sweep of the papers extends chronologically from a study of British views on air power even before 1903 through a major pioneer's perceptions of the future role of air power in the defense of the United States and its allies. Geographically, the participants on the program addressed the air power record on three continents, specifically dealing with the experiences of six nations. To make the most of the available time, the planners began the symposium with an evening lecture and experimented with simultaneous sessions during the next two days. While there was the inevitable disappointment among our more than 250 attendees from outside the Academy, as well as among the members of the Academy community, at not being able to hear each of the speakers, the editors believe that these published proceedings will justify the experiment. In addition, they sought to round out these proceedings by inviting comments from individuals not on the program about topics a volume such as this should at least mention.
