Book excerpt: The book proposes a set of original contributions in research areas shared by planning theory, architectural research, design and ethical inquiry. The contributors gathered in 2010 at the Ethics of the Built Environment seminar organized by the editors at Delft University of Technology. Both prominent and emerging scholars presented their researches in the areas of aesthetics, technological risks, planning theory and architecture. The scope of the seminar was highlighting shared lines of ethical inquiry among the themes discussed, in order to identify perspectives of innovative interdisciplinary research. After the seminar all seminar participants have elaborated their proposed contributions. Some of the most prominent international authors in the field were subsequently invited to join in with this inquiry. Claudia Basta teaches "Network Infrastructures and Mobility" at Wageningen University. Between 2009 and 2011 she worked as Coordinator of the 3TU Centre of Excellence for Ethics and Technology of Delft University, where she completed her post-doc research on the shared areas of investigation between risk theories, planning theories and ethical inquiry. Her main research interests concern the matter of assessing and governing technological risks in relation to sustainable land use planning. She wrote a number of journal articles and contributions to collective books on these themes. Stefano Moroni teaches “Land use ethics and the law” at Milan Politecnico. His main research interests concern planning theory and ethics. He is the author of a number of books and journal articles. Recent publications (as co-author): Contractual Communities in the Self-Organizing City (Springer 2012).

The editor argues that the widespread adoption of design review processes in the years preceding the conference necessitated thoroughgoing professional criticism and a number of areas of debate are identified and addressed in the subsequent papers. Foreign observers will need little convincing of the merits of Dutch planning. They will want to know whether routine explanations (small country, industrious, disciplined people hardened by the perennial fight against the sea) hold any water, and they will want to know where to look for the bag of tricks of Dutch planners. Dutch readers need to be convinced first that planning in the Netherlands is indeed effective before contemplating how this has come about. Our message for both is that, to the extent that Dutch planners do live in what others are inclined to see as a planners' paradise, it is a paradise carefully constructed and maintained by the planners themselves. This smacks of Bernard Shaw describing a profession as a conspiracy against laity. However, all knowledge and all technologies are 'socially constructed', meaning that they are the products of people or groups pursuing often conflicting aims and coming to arrangements about what is to pass as 'true' and 'good'. So this takes away the odium of Dutch planners having their own agenda. Positioning ourselves We are in the business of interpreting Dutch planning, and at the same time committed to improving it. This makes us part of the situation which we describe. This situation is characterized by the existence of two divergent traditions, urban design and the social-science discipline called 'planologie'.

Some 30 people from 8 different countries attended and 20 papers were presented. The majority of them now form the basis for this book. This occasion was the third on the topic, the two preceding having taken place in Umea in June 1992 and in Bari in 1994. Following these three meetings, we can now say that this small, industrious, international family really enjoy meeting up from time to time at each others places, in the presence of older members and new children, each one presenting his/her own recent experiences. It particularly enjoys exchanging views and arguing about the current state and the future of evaluation in spatial planning (all families have their vices ... ). It is also pleasing to see these experiences and discussions resulting in a book for those who could not attend and for the broader clan in the field. Not long time ago, but ages in the accelerated academic time scale, evaluation in planning established its own role and distinct features as an instrument for helping the decision-making process. Now this role and these features are exposed to major challenges. First, the evolution of planning theory has lead to the conception of new planning paradigms, based on theories of complexity and communicative rationality.
