Book excerpt: The Problem of Asia, the celebrated American naval historian and strategist, Alfred Thayer Mahan, analyzes the geopolitical structure of world politics at the dawn of the twentieth century. Mahan wrote his book at a time when the United States was emerging as a world power, having recently acquired overseas territories as a result of its victory in the Spanish-American War. It was a call to America and its leaders to break with the intellectual tradition of Washington's Farewell Address and to recognize that U.S. security was tied to the balance of power in Asia as well as Europe. For Mahan, the immediate "problem of Asia" was the threat of Russian expansion into Central Europe, Central Asia, East Asia,,and the Middle-East/Persian Gulf region. Mahan advocated an alliance consisting of Britain,. Japan, Germany, and the United States to counter the Russian threat. Excerpt: ... which may fairly be said to represent a policy realized in our past action, and to affirm it for the present and future. Our people have not now to evolve a policy, but to decide whether that of the past justifies itself to their conscience, to their sense of right and wrong, and embodies their purpose of the present. This still existent policy may, I apprehend, fairly be stated to be the determination to have equal commercial privileges, and withal to respect to the utmost the integrity of Chinese territory, and the individuality of the Chinese character in shaping its own government and polity. We meddle not with their national affairs until they become internationally unendurable. But in the very enunciation of this policy we are confronted by the fact that it is diverse from that of some other states, as shown by their acts in special instances, and plausibly to be inferred from their general course and obvious tendency. Such divergence is not always necessarily a cause for alarm, but it is for watchfulness; and it must be taken into account, as an element influential upon our own policy, not perhaps in general conception or as towards China, but in the matter of deciding upon the preparation we need, and the freehandedness to be maintained in external relations of lesser importance. Needless external preoccupations might greatly embarrass us, in case divergence from our policy should develop into opposition to our interests, or to those of civilization in general. Book excerpt: This is a pioneering study about the relationship between fresh water, peace, and security in Asia from the Middle East to Siberia but with a special focus on South and Southeast Asia. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.
