Book excerpt: Smaller nations have a special place in the international system, with a striking capacity to defy the expectations of most observers and many prominent theories of international relations. This volume of classic essays highlights the ability of small states to counter power with superior commitment, to rely on tightly knit domestic institutions with a shared "ideology of social partnership," and to set agendas as "norm entrepreneurs." The volume is organized around themes such as how and why small states defy expectations of realist approaches to the study of power; the agenda-setting capacity of smaller powers in international society and in regional governance structures such as the European Union; and how small states and representatives from these societies play the role of norm entrepreneurs in world politics -- from the promotion of sustainable solutions to innovative humanitarian programs and policies..

Available in PDF, EPUB and Kindle. Book excerpt: By the early 1980s the average American had a lower standard of living than the average Norwegian or Dane. Standards of living in the Netherlands, Belgium, Sweden, Switzerland, and Austria also rivaled those in the United States. How have seven small democracies achieved economic success and what can they teach America? In Small States in World Markets, Peter Katzenstein examines the successes of these economically vulnerable nations of Western Europe, showing that they have managed to stay economically competitive while at the same time preserving their political institutions. Too dependent on world trade to impose protection, and lacking the resources to transform their domestic industries, they have found a third solution. Their rapid and flexible response to market opportunity stems from what Katzenstein calls "democratic corporatism," a mixture of ideological consensus, centralized politics, and complex bargains among politicians, merest groups, and bureaucrats. Democratic corporatism is the solution these nations have developed in response to the economic crises of the 1930s and 1940s, the liberal international economy established after World War II, and the volatile markets of more recent years. Katzenstein maintains that democratic corporatism is an effective way of coping with a rapidly changing world—a more effective way than the United States and several other large industrial countries have yet managed to discover.

Available in PDF, EPUB and Kindle. Book excerpt: This book studies a significant event in US relations with Latin America, shedding light on the role of dependent states and their foreign policy agency in the process by which local concerns become intertwined with the dominant state’s foreign policy. Plan Colombia was a large-scale foreign aid programme through which the US intervened in the internal affairs of Colombia, by invitation. It proved to be one of the major successes of US foreign policy, and has been credited with stemming a potentially catastrophic security failure of the Colombian state. This book discusses the strategies and practices deployed by the Colombian government to influence US foreign policy decision making at the bureaucratic, legislative and executive levels, and is a distinctive contribution to our understanding of the dynamics of small power agency. Giving a clearer insight into the decision making processes in both the US and Colombia, this book founds its argument on solid empirical analysis assembled from interviews of the major players in the events including: Andres Pastrana, President of Colombia; Thomas Pickering, US State Department; Arturo Valenzuela, Senior Director for Inter-American Affairs at the NSA; General Barry McCaffrey, the US ‘Drug Czar’; and Dennis Hastert, Speaker of the US House of Representatives. Approaching the events in question from a bottom-up theoretical perspective that puts the emphasis on the facts of the case, this book will be of great interest to academics, students and policy makers in the field of foreign policy analysis, US foreign policy studies, and Latin American studies.

Available in PDF, EPUB and Kindle. Book excerpt: The war in Vietnam achieved almost none of the goals the American decision-makers formulated, and it cost more than 56,000 American lives. Yet, until recently, Americans have preferred to ignore the causes and consequences of this disaster by treating the war as an aberration in United States foreign policy, an unfortunate but unique mistake. What are the "lessons" of Vietnam? Many previous discussions have focused on narrow or misleading questions, rehashing military decisions, for example, or offering blow-by-blow accounts of Washington infighting, or castigating foreign-policy decision-makers. Michael Sullivan undertakes instead a broad and systematic treatment of the American experience in Vietnam, using a variety of theoretical perspectives to study several aspects of that experience, including the decision-making process and decision-makers' perceptions of the war; public opinion and "mood" before, during, and after the war; and the Vietnam War in relation to the Cold War and to power structures and patterns of violence in the international system. The major goal of The Vietnam War: A Study in the Making of American Policy is to show that the American experience, not only in Vietnam but elsewhere in the world, must be understood as an integral part of the processes of both American foreign policy and international politics. Sullivan demonstrates the importance of using a variety of empirical and quantitative evidence to study foreign policy and of relating a specific historical situation like the Vietnam War to broader theories of international relations.

Available in PDF, EPUB and Kindle. Book excerpt: Latin America remains a turbulent region, characterized by conflict and increased militarization, despite the existence of regional juridical mechanisms for controlling disputes. In this book, scholars from both Latin and North America collaborate in presenting ten original approaches to containing and resolving conflict in the region. Stressing the need to closely link contemporary approaches to conflict management with the Latin American legalistic tradition, they examine a broad scope of mechanisms ranging from confidence-building measures to arms control agreements. This book is the first systematic attempt to survey arms control and to generate approaches for controlling conflicts in Latin America. Ten original approaches to containing and resolving conflict in Latin America are developed in the successive chapters of this volume.
