Book excerpt: The quality of the relationship between probationer and probation officer may be instrumental in determining a favorable or unfavorable probation outcome. This dissertation uses the Dual-Role Relationship Inventory Revised (DRI-R), which measures the nature of the probationer/probation officer relationship, in a cross-sectional survey to predict traditional probation outcome measures (i.e. violating the terms of probation without being caught, technical violation, and/or new arrest). The DRI-R has previously been validated through confirmatory factor analysis (CFA), but only on a population of probationers with a diagnosed mental illness. Other research has examined parolees' relationship with their parole officer (PO), demonstrating the DRI-R's effect on further arrests as evidence for the measure's validity. However, there is a need to validate the DRI-R using a general probation sample. This dissertation will examine the 3-factor, 30-item DRI-R using a sample of probationers from three Texas counties. Prior research has examined general risk factors for probation failure (e.g. legal, socio-demographic, and other extra-legal variables) and this dissertation incorporates these factors as control variables, exploring how they affect the influence of the DRI-R on probationer outcomes. Furthermore, this study examines the individual DRI-R subscales-Trust, Caring/Fairness, and Toughness-to further estimate the predictive utility of the measure. Related to quality of the relationship, this study also evaluates the effects of race and gender concordance on probationer-PO relationships. This study will help probation departments understand how these relationships affect probationer compliance. Finally, this research contributes to current literature on race and gender concordance between probationers and their POs.

Book excerpt: The quality of probation officer-client therapeutic alliance (TA) can result in improvements in supervision success including reduced rearrest and non-compliance. However, less is known about how clients’ perceptions of procedural justice during interactions with their probation officer (PO) influence the quality of the PO-client TA and impact supervision outcomes. While extant research supports the importance of procedural justice for shaping citizen’s legitimacy beliefs and compliance to the law within policing, we know little about how and whether these concepts influence the PO-client TA in community supervision and whether they impact compliance. Using self-reported survey data collected from a sample of adult individuals on county-level probation (N = 172), this study examined the influence of client perceptions of procedural justice, legitimacy, and legal cynicism in predicting the PO-client TA. Multivariate regression analyses examined the collective effect of these interpersonal relationship factors on clients’ odds of receiving a technical violation and receiving a positive drug test. Results indicated that clients’ perceptions of procedural justice were positively associated with the PO-client TA. Clients who viewed their PO treated them fairly and with respect were more likely to report a higher quality relationship. However, perceptions of procedural justice, legitimacy, and the TA were unrelated to compliance outcome. Risk level was the strongest predictor for receiving a technical violating and positive drug test. These findings suggest that while procedural justice was associated with a stronger TA, procedural justice alone may be insufficient to elicit supervision compliance. This study suggests the need to expand future research to consider procedural justice in the context of other supervision outcomes, including client satisfaction. Though the current study found procedural justice did not impact technical violations and positive drug tests, it may improve clients’ satisfaction of the supervision process, which could result in greater client success and improved outcomes.

Book excerpt: A common disposition for youthful offenders, juvenile probation has the potential to improve well-being and reduce recidivism for a large number of youth. The juvenile probation officer-youth relationship can inspire positive changes to offending youth and reduce the likelihood of reoffending, but remains poorly understood. This study (1) described the characteristics of JPO-youth relationship quality, (2) examined how youth background and probation characteristics influence JPO-youth relationships, JPO supervision practices, and probation compliance, (3) explored the link between youth relationships with JPO, supervision practices, and probation compliance, and (4) examined the role of parent-youth relations and parents' perceptions of and engagement with probation. A chief contribution of this study was going beyond probation officers' reports of their experiences in supervision and decision-making by obtaining youth reports of their experiences on probation supplemented by reports from their parents. One hundred two youth adjudicated and supervised on juvenile probation and seventy eight parents of participating youth were interviewed for this study. Our findings indicate that youth characterized their relationships with their JPOs as trusting, caring/fair, and tough. Relationship qualities among youth and their probation officers relate to supervision practices and probation compliance. Positive JPO-youth relationships characterized as caring and fair are linked to client-oriented practices such as use of problem-solving, praises, and reminders. On the other hand, JPO-youth relationships characterized as tough are linked to both client-oriented and control-oriented supervision practices (i.e., reliance on confrontational tactics including threats of detention and increased monitoring and surveillance) and increased diverse technical violations. Our findings also highlight the important role of parents in the probation process. Positive parent-youth relationships characterized as supportive and less undermining are linked to fewer diverse delinquent offenses when youth had poor relationships with their JPOs. For technical violations, positive JPO-youth relationships matter more when youth had poor relationships with their parents. Finally, positive parent-JPO relationships characterized as fair, supportive, and respectful appear to be helpful in facilitating favorable JPO-youth relationships and encouraging parental engagement with probation. This study has potential implications in informing programs and services that would facilitate collaborative partnership between JPOs and parents in order to foster better outcomes for offending youth.

Book excerpt: In 1986, with the help of the Bureau of Justice Assistance, U.S. Department of Justice, three California counties (Los Angeles, Ventura, and Contra Costa) designed an experiment to implement intensive supervision probation (ISP) programs as an alternative form of supervision for high-risk probationers. This report focuses on the outcomes of the three ISP programs. The California ISPs had higher failure rates than ISP programs in other states. The findings indicate that this higher failure rate occurred because the offenders in the California demonstration samples were more serious and at higher risk of recidivism. Moreover, the California ISP participants had arrest rates virtually identical to those for offenders on routine probation or parole. The results suggest that ISP programs, as implemented in this study, are not effective for high-risk offenders--if effectiveness is judged solely by recidivism rates. In addition, greater emphasis on drug treatment is particularly important for ISP.

Book excerpt: Roughly 8,400 of the 24,000 people under the purview of the Rhode Island Department of Corrections are on active probation. These 8,400 people must regularly attend meetings with their probation officer, court appointments, drug treatment programs, mental health counseling, and various crime-specific stipulations (such as anger management groups). There is minimal evidence to suggest that mandating these stipulations reduce a probationer's likelihood to be rearrested. There is a wealth of evidence to suggest that having a job does decrease the likelihood that a probationer will be rearrested. The effect probation stipulations have on a probationer's employment outcomes is unknown. Also unknown is the influence that probation stipulations have on a probationer's perceptions of their own employability (self-perceptions of ability to find and maintain a job). This study, utilizing a cross-sectional design and collecting data from Rhode Island probationers via survey (n= 170), explores existing correlations between probation stipulations, employment outcomes, and perceptions of employability. Results suggest that probation stipulations are negatively correlated with some employment outcomes and perceptions of employability and that probationers who feel supported by their probation officer have better outcomes and perceptions than those probationers who do not feel supported by their probation officer. Relationships, though significant, are not substantive, as effect sizes are minimal to moderate. Further research with a larger sample size and conducted longitudinally may better explain correlations uncovered in this research.
