Book excerpt: Agribusiness development has been constrained by distorted economic policies and institutional controls in the emerging market economies and in most of the developing countries. In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. In many of the developing countries, economic policies discriminated against agriculture and agribusiness. The results have been obvious. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.

We also acknowledge with thanks the support of several organizations to a reality. Much of the that transfonned this book from an idea research reported here was a major part of an educational project funded by the University Affiliations Program of the U.S. Information Agency. The project linked the University of California, Berkeley, Wye College of London University, and the Research Institute of Agricultural Economics, Sofia, in a cooperative effort to improve the quality of policy analysis. The research provided hands-on experience necessary for effective teaching in this area.

Investment in research and development has increased in response to recognition that scientific productivity is tightly connected to economic dynamism. Patent protection has been expanded in order to stimulate higher levels of private investment. Intellectual property rights held by public organizations and researchers are now increasingly transferred to private organizations to accelerate the diffusion and enhance the value of knowledge produced by public agencies and universities. Additionally, new institutions such as university offices of technology transfer, venture capital markets, and a variety of consortia in knowledge-intensive industries are being established throughout the United States and in other parts of the world. These changes have led to a repositioning of the state in systems of innovation and an increase in the proprietary character of technical information. The purpose of this book is to review and analyze i) contemporary transitions in agricultural knowledge generation and extension arrangements from an empirical perspective, and ii) emerging and contradictory perspectives as to how knowledge systems can be assessed effectively. The authors aim to provide the reader with a better understanding of the implications of new biotechnologies and new intellectual property rights regimes on public-private relations in science, the extent to which benefits from scientific knowledge are being appropriated by private sector actors, the diversity and possible outcomes of privatization initiatives in extension, and prospects for public goods production and ecological sustainability given contemporary trends. The book presents contrasting views on the degree of complementarity and substitution between private and public sector investments in research and extension. Recognizing that the labels `public' and `private' are incomplete and at times misleading descriptions of the structure and function of coordinating bodies in social systems, the analyses highlight ways in which public and private spaces and modes of functioning combine. In addition to illustrating a broad range of analytic methodologies useful for studying organizational questions in knowledge systems, the authors identify the implications of a range of past and potential institutional innovations.

Agricultural "development" in Iraq (and simultaneously, in Afghanistan) was conducted differently than previous such projects-largely by contractors rather than USAID employees, and in close coordination with the occupying military forces. The motivation behind this book is to address the challenges of biotic and abiotic stresses facing the farming community; to increase farmers income through low-cost skills and technology applications in agriculture; to upscale knowledge by integrating primary, secondary and tertiary sectors of agriculture. The food processing sector in India is still in a nascent stage with only 8 per cent of the produce being processed as against 80-98 per cent in case of high-income countries (Government of India, 2008, 2010). The food processing sector is now receiving the boost with the annual growth of 13.2 per cent in registered food processing units during 2004-10 (Government of India, 2011). Against this backdrop, there is a strong need to strategically handle the situation in order to facilitate a self-sustainable and long-run growth of the sector, which is felt possible by focusing on Secondary Agriculture. Though not a panacea for all ailments of the primary sector, but it can definitely drive the growth.
