Book excerpt: Balance sheet recessions have been a drag on activity after the Global Financial Crisis, underscoring the important role of balance sheet adjustment for resuming sustained growth. In this paper we examine private sector deleveraging experiences across 36 advanced and emerging economies countries since 1960. We consider the common features and divergent experiences of deleveraging episodes across countries, and analyze empirically the impact of different aspects of deleveraging during the bust phase of leverage cycles on subsequent medium-term growth. The results suggest that larger and quicker unwinding of non-financial sector debt overhangs is associated with sizable medium-term output gains, and that policies should focus on facilitating up-front balance sheet adjustment.

Structural reforms were the main available policy tool to mend Portugal’s accumulated imbalances. Portugal’s macroeconomic toolbox was severely constrained by monetary union membership and spillover considerations. This paper discusses what structural reforms were supposed to achieve at the firm level. It documents a few stylized facts about Portuguese firms and describes the structural reform agenda. The paper also reports the results of a firm survey on the perceived effectiveness of the structural reforms.

Book excerpt: Drawing on an expanded data set covering emerging markets and low-income countries as well as advanced economies, this issue examines the extent and makeup of global debt and asks what role fiscal policy can play in facilitating the adjustment. The analytical framework explicitly models the interlinkages between private and public debt in analyzing the role of fiscal policy in the deleveraging process. Country case studies provide useful insights on what fiscal policy should and should not do to facilitate deleveraging while minimizing the drag on the economy.

Available in PDF, EPUB and Kindle. Book excerpt: IT IS A WONDERFUL STORY, but time after time in the decades since Independence, it stops short midway. India is poised for growth. The GDP is rising. The lumbering elephant is turning into a tiger. But the leap doesn't quite happen. There has been enormous change, but alongside the problems have also been rising. And for a large mass of people, it remains a future of brutal poverty. If India is to meet the needs of its people, it has to consistently generate enough jobs for the millions of youth who enter the job market every year, and build up an infrastructure in which there is enough to go round for education, health and security of its population. Nikhil Gupta, chief economist with a leading brokerage, has been a close observer of the policies and factors that help India grow. As he puts it, an economy consists of four participants-households, corporate, government and external-and just three activities: consumption, savings/investment and external trade. However, the lack of attention to the finances of the household sector and the unlisted corporate sector is shocking. As too the gap between the real and the financial economy. It is these and other gaps in this complicated scenario that Gupta tries to bridge. The Eight per cent Solution presents Gupta's version of a grand unified theory that brings in the neglected but important elements to show how India can finally achieve that elusive target of a higher phase of growth.

Available in PDF, EPUB and Kindle. Book excerpt: Global growth prospects have deteriorated in 2016. Emerging market and developing economies are facing increased external headwinds, including softer growth in advanced economies. Commodity exporters are struggling with particularly challenging conditions, while commodity importers are thus far showing greater resilience. Global growth is expected to gradually accelerate in 2017-18 but risks to the outlook are increasingly more pronounced. In addition to discussing global and regional economic developments and prospects, this edition of Global Economic Prospects includes two Special Focus essays of critical importance for emerging and developing economies: an analysis of the buildup of private debt in emerging and frontier markets and a quantitative study of uncertainties surrounding global growth. This year marks the 25th anniversary of the Global Economic Prospects. The Global Economic Prospects is a World Bank Group Flagship Report that has, since its inception in 1991, examined international economic developments and prospects, with a special focus on emerging market and developing economies. It has also included analytical essays on a wide range of topical macroeconomic, financial, and structural policy challenges faced by these economies. It is published on a semiannual basis (in January and June). The January edition includes in-depth analyses of topical policy challenges, while the June edition contains shorter analytical essays.

Book excerpt: The global financial crisis has left a large private sector debt overhang and high levels of non- performing loans (NPLs) in several European countries. Small and medium-size enterprises (SMEs) represent a significant and weak segment of the nonfinancial corporate sector. SMEs face a number of legal, financial, and regulatory challenges to restructuring that differ from those of larger corporates, such as a rigid and costly insolvency regime, a higher fixed cost to loan restructuring, and the lack of alternative sources of financing. Given SMEs’ large presence and close links to the banking system, addressing the SME loan problem in Europe will be critical for strengthening bank and corporate balance sheets and supporting a more robust and sustained recovery.

Book excerpt: Economics is a social science concerned mainly with description and analysis of the production, distribution, and consumption of goods and services. Beyond the various theories and models, however, economics has close relationship with day to day life. This book reviews the economic journey of India over the last seventy years, and seeks to stimulate the readers’ thinking on some major issues and potentialities facing the Indian economy. Five main themes flow through the book – India’s potential to be the World’s third largest economic power by 2030, the challenges of socio-economic equity that India faces, the several opportunities that India has in that journey, the critical role of governance, leadership, management and administration, and the importance of mindset changes to power India’s futureeconomic growth. A special focus is laid on the role of government policies and projects in socio-economic development. The book sensitises the readers, including college students in general, and students of economics in particular, to the happenings around us which have significant economic import. The book makes all through its seventy chapters several suggestions to power India’s growth as a global economic superpower, on a plank of socioeconomic equity. This book serves as an expansive thought primer and focussed execution guide for an economically independent and resurgent India.

Book excerpt: Addressing the buildup of nonperforming loans (NPLs) in Italy since the global financial crisis will remain a challenge for some time and be important for supporting a sustained, robust economic recovery. The buildup reflects both the prolonged recession as well as structural factors that have held back NPL write-offs by banks. The paper discusses the impediments to NPL resolution in Italy and a strategy for fostering a market for restructuring distressed assets that could support corporate and financial restructuring.

Available in PDF, EPUB and Kindle. Book excerpt: Stagnant global trade, subdued investment, and heightened policy uncertainty marked another difficult year for the world economy. A subdued recovery is expected for 2017, with receding obstacles to activity in commodity exporters and solid domestic demand in commodity importers. Weak investment is weighing on medium-term prospects across many emerging markets and developing economies (EMDEs). Although fiscal stimulus in major economies, if implemented, may boost global growth above expectations, risks to growth forecasts remain tilted to the downside. Important downside risks stem from heightened policy uncertainty in major economies. Global Economic Prospects is a World Bank Group Flagship Report. On a semiannual basis (January and June), it examines global economic developments and prospects, with a special focus on developing countries. The report includes analysis of topical policy challenges faced by developing countries through in-depth research in the January edition and shorter analytical pieces in the June edition.

Available in PDF, EPUB and Kindle. Book excerpt: The global economy has experienced four waves of rapid debt accumulation over the past 50 years. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

Book excerpt: The current report finds that, despite an improvement in economic prospects in some key advanced economies, new challenges to global financial stability have arisen. The global financial system is being buffeted by a series of changes, including lower oil prices and, in some cases, diverging growth patterns and monetary policies. Expectations for rising U.S. policy rates sparked a significant appreciation of the U.S. dollar, while long term bond yields in many advanced economies have decreased—and have turned negative for almost a third of euro area sovereign bonds—on disinflation concerns and the prospect of continued monetary accommodation. Emerging markets are caught in these global cross currents, with some oil exporters and other facing new stability challenges, while others have gained more policy space as a result of lower fuel prices and reduced inflationary pressures. The report also examines changes in international banking since the global financial crisis and finds that these changes are likely to promote more stable bank lending in host countries. Finally, the report finds that the asset management industry needs to strengthen its oversight framework to address financial stability risks from incentive problems between end-investors and portfolio managers and the risk of runs due to liquidity mismatches.
