Book excerpt: The nature and role of paid foreign forces have altered considerably in the late twentieth century. ‘Military companies’ – private firms providing active military assistance, in some cases involving combat – have exploited the increasing reluctance of Western governments and multilateral organizations to intervene directly in civil conflicts. As a result, their influence has increased. David Shearer argues that the debate over the use of these companies – notably the South African firm Executive Outcomes (EO) – has not, however, kept pace with their development. Companies such as EO are widely seen as merely modern-day mercenary outfits exploiting violence for private gain. Shearer contends that the need to recast the debate on military companies is urgent. These companies are not a passing phenomenon; if anything, their influence and activities are set to increase in the next century as Western military retrenchment continues. Efforts to restrict the activities of military companies by drafting international or domestic legislation have to date been ineffective, and are likely to remain so. This paper – the first detailed analysis of the private military sector – argues that dismissing it as an unpleasant aberration is misleading and unhelpful. Military companies can claim success in achieving immediate strategic objectives. The author cites two examples at length – EO’s operations in Angola in 1993–94, and in Sierra Leone in 1995–96 – and suggests that military force can stabilize a crisis. Engagement with military companies may create possibilities for them to complement international and regional peacekeeping efforts. Traditional UN peacekeeping is flawed in terms of its speed of mobilization and lines of authority, and is hampered by interference from contributing countries. The private sector may avoid many of these difficulties. Private Armies and Military Intervention concludes that transparency of operations and business relationships is a crucial first step towards ensuring the accountability of the private military sector. However, a coherent policy towards military companies has yet to be formulated. Current frameworks under international law are insufficient and inappropriate. Characterizing the activities of military companies as ‘mercenary’ offers few useful means to tackle the issue within a framework of international policy. What is required is a more pragmatic approach that assesses the effectiveness of – and engages with – private armies.

Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. This book addresses the United Nation's use of private security and military companies. The study looks into the characteristics of this practice and subsequently provides some explanations for the pattern and rationale thereof. The systematization of compiled data on 32 contracts between the UN and private security and military companies (PSCs and PMCs) reveals that three main categories of services are supplied; Security services, logistic and support services, and what is here collectively termed expert services.The analytical framework deployed focuses both on enhanced need on part of the UN, and on enhanced offer from the private sector. The role of the private security and military industry has evolved substantially since the beginning of the 1990s when the phenomenon was first paid attention to in academic writing. In order to explain the UN's use of these companies, both the UN organization and the industry as such is subject to examination. A twofold analytical framework is thus presented. Interviews and official documents are used to examine the validity of five propositions derived from the analytical framework. The propositions regarding UN demand suggest both radicalized external operating environments and internal organizational capacities have contributed to the UN deploying PSCs and PMCs. On the supply side, the last set of propositions indicate that comprehensive image refinement efforts on part of the industry have added to the UN deploying these companies, while quantitative expansion of the industry does not appear to influence UN PSC/PMC contracting in a direct manner.This book thus argues that the UN's use of PSCs and PMCs can be explained by the UN simultaneously facing more difficult premises for its operations, enhanced expectations for action, and proportionally deteriorated internal capacity. The private security and military industry on its part has detected the UN potential market and strive to accommodate to the demands of this potentially very profitable market.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
