Book excerpt: This report is prepared annually by the State Board of Education and the Commissioner of Education in accordance with the Public Education Governance Reform Act (1984). It sets forth performance goals established for Tennessee school systems in accordance with the Education Improvement Act (1992) and provides a summary of data needed to evaluate progress under the Board's Master Plan. The Master Plan defines an environment in which local school systems and the state can work together for improvement. The plan provides a blueprint to achieve a seamless system of education from pre-kindergarten through higher education. The plan identifies nine Key Result Areas (KRAs), sets goals for those areas, specifies strategies to achieve the goals, and notes measures of progress for each goal. Strategies in each of the nine key areas are aligned so that the overall goal of student learning can be accomplished. The plan identifies new costs to implement the strategies and proposed improvements in the Basic Education Program funding formula. The Master Plan targets five priority areas where focused action can bring about important and sustainable improvements that will impact student learning: Early Childhood Education; Reading; Meeting the Needs of Diverse Learners; Teaching Quality Enhancement; and School Leadership.

In 1988, The Tennessee Task Force on the Supply of Minority Teachers issued several recommendations--most of which were implemented--to increase the number of minority teachers. In 1989, House Joint Resolution 36 also requested an annual report on the status of minority teachers be submitted to the Senate and House K-12 Education Sub-Committee of the Tennessee General Assembly. Legislation was adopted in 1993 urging each local board of education to establish reasonable, incremental goals for the recruitment, employment, and retention of African-American teachers in numbers which reflect the percentage of African-Americans within the community served by the local education agency. The Department of Education prepares the annual report, collecting information from the Tennessee Higher Education Commission, Tennessee Student Assistance Corporation, Tennessee Education Association, public and private colleges and universities with teacher licensure programs, and local school systems. This report is included in this document. The Board annually reviews the report with regard to the "Master Plan for Tennessee Schools" and the priorities of the "Teacher Education Policy." The Board has worked with others to streamline the scholarship loan programs for minority teachers and with the help of the General Assembly has achieved full funding of the program. The next step is to improve funding for the minority education grant program as called for in the "Master Plan." Appended are: (1) Supply of Minority Teachers Statistical Summary Tables; and (2) Minority Matching Grants Awardees. (Contains 16 tables.) Time after time, promising education reforms fall short of their goals and are abandoned as other promising ideas take their place. In Learning to Improve, the authors argue for a new approach. Rather than “implementing fast and learning slow,” they believe educators should adopt a more rigorous approach to improvement that allows the field to “learn fast to implement well.” Using ideas borrowed from improvement science, the authors show how a process of disciplined inquiry can be combined with the use of networks to identify, adapt, and successfully scale up promising interventions in education.
