Book excerpt: The media in Greece and Turkey have played a crucial role in the political communication in their countries. Along with their main functions of monitoring the policies of the government on behalf of the public and providing news, the media in these two countries also served as key actors producing meanings through interpretative journalism. This study analyzes how Greek and Turkish newspapers’ columnists interpreted and framed military takeovers in their countries after the takeovers had happened. Refuting arguments in the literature asserting that Greek columnists kept their silence during the military regime due to censorship, while there was strong and open support in Turkey among newspaper columnists for the 12 September coup and the subsequent rule, this study argues that the situations in both countries were much more complex than these studies have claimed. It shows that important similarities existed between Greek and Turkish officers’ approach to the media in their countries during their respective periods of rule. In addition, Greek and Turkish columnists shared both similarities and differences in their framings and interpretations of the military’s takeover in their countries and the subsequent interregna.

Available in PDF, EPUB and Kindle. Book excerpt: Despite their common Ottoman heritage, Greece and Turkey have diverged widely in their modem history of civil-military relations. The armed forces have a long record of intervention in both countries, but there is a crucial difference: the military emerged as a roughly unitary, independent political actor in Turkey, whereas in Greece it remained divided into factions aligned with civilian political parties through patronage relationships. This empirical observation is then used as a basis for an attempt at theory building. Several countries exhibit a pattern of military interventions more similar to Turkey and others to those found in Greece. Societies which developed a strong parliamentary tradition early in the modernization process also acquired organized civilian political groups with clientelist networks extending into the armed forces. On the contrary, in countries with limited or weak parliamentary development and strong security pressures, political activism was often channeled through the military, which emerged as a hotbed of political thinking, predating and pre-empting any civilian party tradition. The former type of civil-military relations was more commonly found in Southern European and Latin American countries while the latter was predominant in non-Western societies that resisted Western colonization.

In military coups in some other countries, it is known that the CIA and other agencies of the U.S. government played an active role in encouraging and facilitating the takeover. The Colonels&’ coup, however, came as a surprise to the United States (which was expecting a Generals&’ coup instead). Yet the U.S. government accepted it after the fact, despite internal disputes within policymaking circles about the wisdom of accommodating the upstart Papadopoulos regime. Book excerpt: The Ottoman Empire was one of the main belligerent Powers in the First World War which ended the long nineteenth century and ushered in the modern era. Indeed, it would not be wrong to say that the Empire was among the major six Powers that fought over four years. The Ottomans fought at no less than twelve fronts in a vast geography extending from European theaters like Galicia to Mespotamia and the Canal. The war at the Caucasus and the abortive Allied landing on the Gallipoli Peninsula directly affected the causes of the October Revolution in 1917. The Ottoman Empire sued for armistice only ten days before Germany did so. Moreover, the results of the Ottoman engagement deeply affected the shape of the modern Middle East in a singular way. However, the role of the Ottoman Empire in the First World War has only rarely been studied in a scholarly fashion. Years of neglect ended up with the overbearing and simplistic notion that the Ottoman leadership was already pro-German and there was no way for the Entente Powers to stop them from aligning with Germany. As amply demonstrated in this study, this was not the case at all. All those crises that preceded the outbreak of the First World War, beginning from the Annexation Crisis of 1908, to the Libyan and Balkan Wars up to the Liman von Sanders Crisis just months away from August 1914, directly involved the Ottomans. Given the long history of Russo-Turkish wars, there was no way for the Ottomans to lightly discount the imminent danger they found themselves squarely facing in August 1914. Their fear that Tsarist Russia would not miss the opportunity arising in the midst of the great upheaval to settle once and for all the issue of Constantinople and the Straits, the crux of the age old Eastern Question was the dominant factor in their mind. Lobbying taking place at the CSOs level is and must be directly linked with the role of the EU institutions whilst evaluating the new approaches of the EU on climate change. Brussels based CSOs are particularly important whilst analysing their access to the decision-making mechanisms of the EU as well as the pressure mechanisms they impose on the EU-level policy changes. CSOs has some influence on the EU's energy related climate change policy decisions.
