Book excerpt: Excerpt from Principles of Social Economics: Inductively Considered and Practically Applied, With Criticisms on Current Theories This is mainly due to the fact that the accepted theories belong to the hand-labor conditions of the seventeenth and eighteenth centuries, which have very little relation to the factory conditions of the nineteenth century. Nor should this be a matter of surprise, since it is entirely consistent with the law of industrial evolution. In its development society has assumed several distinct and essentially different industrial phases, which have each changed the economic structure of society, shifting the centre of industrial move ment and the point of view of economic study. Under feudalism, for instance, the land-owning class was the centre of all social and industrial movement. Economic policy therefore was considered from the standpoint of a land-owning class. With the development of manufacture and trade however, came a radical change in economic relations. Serfs became wage receivers, and the cultivation of the land passed to tenant farmers, which change transferred the distribution of wealth from the domain of authority, to that of economic law. By this transition the social basis of industrial prosperity was broadened, and the centre of economic movement was shifted from the industries required to supply the needs of a small land-owning class to those required to supply the demands of a relatively large commercial class, whose interests were more varied and extensive. In proportion as new conditions developed, the narrow paternal policy which was adapted to the old regime became inimical to the welfare of the community, and a reconstruction of economic doctrine from a new point of view became necessary. The efforts of two centuries to supply this need culminated in the Wealth of Nations, which really marks the advent of middle-class political economy, whose influence has practically moulded the economic thought of the present century. So much is his book an English book, that even where he attacks the conclusions of these masters, it is largely on the ground of facts taken from the economic development of their own country. In the matter of Economy England leads the vanguard of the nations; and it is therefore on her experience that all forward-looking eyes are fixed; while, by the thoroughness of her investigations and the accuracy of her statistics, she has opened a mine of information to which we go for the material of our economic studies, just as we go for coal to Newcastle or Cardiff, for iron to Stockton, for steel to Sheffield, for engines to Birmingham, for cloth to Leeds, for cottons to Manchester, for ships to the Thames, the Clyde, and the Mersey. In France we are as yet far behind. In spite of the labours of a few clear-sighted and honest thinkers, like Jean Baptiste Say and Bastiat, we are still ruled for the most part by what Buckle called "the protective spirit;" what the Italian Menzotti calls "Colbertism." It would be saying too much if we were to charge the memory of Colbert with the whole responsibility of a system not of his invention, and which in his day was more or less recognised and practised in every country in Europe; but it was undoubtedly he who organised and consolidated it, expounded its theory, and attempted a rigorous and extended application of it. The system perfectly corresponded with the monarchic ideal of Louis Quatorzc. Regarding himself as being, by Divine investiture, the absolute master of his subjects, the king claimed to direct all their actions social, intellectual, and religious. If there were perfect agreement as to the true principles of economics, it would only be necessary for the writer to postulate those principles, and then show that the possibility of effecting, by social action, a more equitable distribution of wealth than now prevails, was in accord with them, illustrating his thought by reference to some special line or lines of social readjustment. The fact being, however, that there is not entire agreement as to the true principles of economic theory, it becomes necessary, for one who would appeal to such principles in support of his social doctrine, to set forth that which he regards as the true economic theory. The outline of economic theory thus required, the writer has endeavored to keep within the bounds which its subordination to the purpose of the essay requires; and he has accordingly confined himself in the main to such a brief statement of the most general principles as should be consistent with an adequately suggestive presentation of the point of view. That he should be entirely successful in giving to each element of economic theory to which reference is made its due prominence, and no more, is hardly to be expected. In large measure he believes his economic theory to be in accord with that generally accepted by economists, and he has therefore felt at liberty to pass over the field very lightly, and to present in briefest outline so much of it as it seemed necessary to present at all; but at certain points - as in his explanation of interest, which differs somewhat from that of any other writer - he has felt obliged to speak with greater fullness.
