Book excerpt: It is evident that considerable research and public policy effort has been devoted in recent years towards reform in traditional approaches to highway finance. This can be explained for the most part by the massive investments in road and street systems, at a time when most governments are struggling to control and reduce deficits. Highway cost allocation techniques are being used increasingly as a basis of road taxation. The literature reveals significant differences in existing cost allocation studies in terms of definitions of cost components, disaggregation of costs, cost measurement techniques and cost allocation methodologies. There appears to be considerable consensus in the literature as to the economic principles upon which highway finance policies should be based, particularly in the widespread support for cost-based road pricing. Despite this apparent consensus, these principles are not evident in many existing highway finance regimes. Furthermore, the literature reveals a significant divergence of opinions and controversy over the application (or misapplication) of these economic principles. The most common issues involve cost measurement, cost allocation and user charges; these areas are discussed in more detail in the report.
