The two must go together; but herein precedence is given to principles which the facts exemplify. This treatment of the subject calls for less remembering, but for more thinking. If the thinking be well done, the remembering will take care of itself. Memory never fails with those who think. But thinking is naught with those who can do nothing but remember. The one thing needful in our schools is that the pupils be got out of the rut of merely remembering, and be induced to try their powers in the broad field of thought. To effect this, we must have teachers who can do something besides listen. They must know how to think and how to teach others to think. They must know - or must be able to learn - something outside of the text-book. No textbook can contain all that should be taught of a given subject. The author believes that the efforts which have been made within the last few years by public school authorities, and what is more important, by the teachers themselves, to raise the professional standard of teaching, have been fruitful in good results. Especially is this true of a textbook upon Civil Government, since the subject has been already so well treated in the various works now in daily use. Probably no one at this time doubts the propriety of giving the study of Civil Government a prominent place in our schools. Some of the pupils in the school rooms to-day will, in a few years, be occupying public positions of responsibility and power; and while these maybe comparatively few in number, yet in this country every citizen has political duties to perform, and should therefore be familiar with the plan and workings of the government which imposes them. Hence it remains only a question as to the manner in which the subject may be most effectively presented for the purposes of instruction. Those who, as teachers, have heard their classes in Civil Government complain that the subject was dry and uninteresting, need only consult their own recollections to know the justice of such complaints. It certainly is not possible to invest the subject with the charms of romance, or give it the thrilling interest of a History of the Crusades or the Conquest of Mexico. But it has seemed possible for a text-book upon Civil Government to be made so readable that it will invite and hold the attention of the pupil, instead of being the passive object of compulsory study. To accomplish this has been the aim in the preparation of this work. Our government being representative, the popular will controls, through these channels of representation, the intermediate political subdivisions, and finally asserts itself in the power of the Federal Government. This word does not admit of comparison: one state cannot be more sovereign than another; and a small state, in this respect, stands on an equality with a large one. The sovereignty of a state consists in the absolute right to control its own members, and in the absolute right to resist any inter ference in its affairs by any other state. The first of these rights constitutes its internal sovereignty; the second, its external sovereignty. From these state ments it will be seen that Boston is not a state, that Massachusetts is not a sovereign state. The United States is a sovereign state or nation. Great Britain and Russia are both sovereign states. Having now defined a state, we are prepared to define civil government as control by law exercised by the state over its members as such. The plan is designed, furthermore, to tell only what cannot readily be observed, the purpose being to stimulate observation and inquiry. It is intended that a substantial basis of knowledge shall be gained before general reflections are indulged in. It will be seen, therefore, that the farther we go away from the home of the pupil, the greater the detail of information given him. The questions in the earlier chapters are intended to supply the place of text. The pupil is, accordingly, required by observation and inquiry to build up his own text. The questions in succeeding chapters are more in the nature of questions on the text. The teacher is, of course, expected to enlarge upon these questions indefinitely. It is assumed that the teacher will be progressively more exacting in the answers required of the pupils. The repetition of questions in the book will thus serve as a means both of review and of extending the knowledge of the subject-matter. Thus, on the topics of elections and suffrage, the pupil will get his first rudimentary knowledge from the election of school trustees; this knowledge will be enlarged and reinforced by successively studying the methods and conditions of elections in city, county, State, and nation. Similarly, again, in regard to taxation. These two topics, especially, are regarded as of fundamental importance, and should be insisted upon and developed with the utmost care, patience, and perseverance.
