Book excerpt: Author's abstract: The nationwide focus on student achievement and school accountability has resulted in an effort at the federal and state levels to identify and turn around the nation’s lowest-performing schools. States and districts are desperately searching for solutions for failing schools. As a result, they are focusing on Comprehensive School Reform (CSR) models to generate changes in student achievement. Due to their ability to improve student achievement over time, these models are often chosen as a solution. A review of the literature indicated that the involvement of the principals who are responsible for the implementation of the CSR model have not always been a focus. Therefore, this phenomenological study was designed to gain the perception of principals who lead a CSR because of this nationwide focus. Using individual interviews with South Georgia high school principals of low-performing schools who are implementing a CSR, this study explored what these principals perceive as their impact on CSR and how they are supporting their teachers in implementing school reform. In addition, leadership practices, strategies, and professional development opportunities were identified. This phenomenological inquiry revealed the thoughts, beliefs, attitudes and perceptions of the high school principals involved with a CSR in South Georgia.

Book excerpt: Author's abstract: During the study, the researcher investigated the role perceptions of Georgia elementary school principals after the implementation of A+ Education Reform Act of 2000. Principals are being held accountable for making significant changes withiin their schools. The reform movement may make the principal's job more demanding since new responsibilities have been added and few or none have been taken away. Demands that are now being placed on principals are such that few people are willing to step up and take on those responsibilities. Principals, as building administrators, have firsthand knowledge of the positive and negative impacts A+ Education Reform Act of 2000 has had on the effectiveness of the school and should be given the opportunity to express this information in the midst of education reform. A descriptive research study was developed to gather data from Georgia elementary principals across the state. From those surveyed, 187 responded to the survey. The researcher addressed role perceptions on both general and specific components of the A+ Education Reform Act of 2000. The researcher gathered both qualitative and quantitative data. The results from this study clearly showed that principals have a strong understanding of A+ Education Reform Act of 2000 as it pertains to their roles as building administrators as well as possession of skills needed to handle conflict with different stakeholders. Of the eleven components studied, three components reported to be "very valuable," with four more components proved to be "valuable." Four components were reported to be of "little or no value." The researcher's findings strengthened data previously gathered in a recent study to impact policy makers and educators for planning, implementing and changing present and future educational reform.

The role of principal is important in an effective school where student achievement is occurring. The perceived implications of the principals. roles may also impact how efficiently they can improve student achievement in their schools. Principals. perceptions of their roles, and their perceived changes in their roles, may have an effect on how they address achievement in their school. The purpose of this study was to gain an understanding of Georgia high school principals. awareness and perceptions of their role in addressing the requirements of NCLB who had been in that position at least 5 to 7 years. A qualitative method was used to conduct the research. Procedures for this study involved employing a research instrument of 10 questions designed to elicit responses relating to three research sub-questions. The researcher interviewed five Georgia high school principals, one principal recently retired from public education. The study allowed the participants to articulate their experiences as they reflected upon the impact of NCLB on their roles as high school principals and how their roles evolved over their tenures. The interviews were recorded, transcribed, and coded for recurring patterns and themes by the researcher. This information supports the conclusion that the requirements of NCLB mandates have had an impact on the role of Georgia high school principals in the selected regions. Principals have seen an evolution in their roles and responsibilities since the law has been enacted. Therefore, the answer to the overarching question is that Georgia high school principals are aware of their roles and perceive that NCLB mandates have affected their roles and responsibilities by requiring them to rely on their human relations and communications skills in developing teacher leaders and being more data driven in their instructional leadership. This research points to a definite evolution in the role of the high school principals studied as a result of NCLB.

Book excerpt: Author's abstract: The study explored the perceptions of the Georgia elementary principals as high-stakes testing is utilized in the theme of accountability. The study examined 335 principals personal and professional demographics and perceptions of the implementation of high-stakes testing. The study employed a descriptive, survey approach to address the research questions. A self-designed survey questionnaire was developed to explore principals perception of high-stakes testing, and included both a qualitative and quantitative orientation. Findings indicated that the majority of the 335 Georgia elementary principals who responded to the survey were 46-55 year old females who worked in suburban areas of the state. They typically held the Education Specialist degree, have an average of two years of experience as principal, and made AYP for the 2005-06 school year. Respondents believed that they could use high-stakes testing results to improve student achievement. At the same time, the principals expressed concern that factors beyond the control of the principal influenced student achievement yet were not considered with the findings from the test results. 2 Principals supported the purpose of high-stakes testing as the improvement of student achievement and indicated that although the results were consistently used for that purpose high-stakes testing did not improve education for all students. A majority of principals indicated that high-stakes testing appropriately held them accountable for student achievement as measured by the tests, but did not evaluate their school leadership abilities.

Book excerpt: Author's abstract: The 21st Century has brought about an increased need for creative strategies to improve student achievement. As school districts across the nation implement innovative methods for meeting the challenge of raising academic performance, each district is also faced with balancing the budget to fund academic needs while maintaining the daily operations associated with running a school district. More specifically, in some states each school district is required to spend 65 percent of the operational budget on direct classroom instruction and using the remaining 35 percent to meet all other needs of the school district. Across the nation this is known as the 65 percent rule, an idea created by business man Patrick Byrnes. In 2006, Georgia became one of the states taking legislative action to mandate the 65 percent rule for each of its 180 school districts. Senate Bill 390 (SB 390), legislation known as Classrooms First for Georgia Act, required school districts to follow the 65 percent rule starting with fiscal year 2008. There is little empirical data to support or discount the concept of the 65 percent rule. For this study five Superintendents and five Principals were interviewed to gain insight on the positive aspects and the problematic concerns of SB 390. The participants were selected from large and small school districts in Georgia's First District Regional Service Area (FDRESA). Student achievement and demographic data from school districts in FDRESA were also collected in this study. Data analysis indicates that Principals perceive SB 390 as an overall benefit to the school district. Superintendents perceive SB 390 as having little to no benefits. Student achievement data collected from the Georgia Department of Education shows no consistent outcomes of increased student achievement as a result of increased funds spent on direct classroom instruction. Demographic data show no unique benefits or problems with SB 390 as a result of district size.

Book excerpt: Author's abstract: This study was conducted to identify Georgia high school principals' perceptions of student diversity. The student demographics of many Georgia school districts and schools are chnaging rapidly, while some school districts and schools have not experiencced much, if any, demographic change. As a result, it is important for principals to be aware of what other principals perceive as advantages and disadvantages, the types of policies/programs that impact principals in regard to student diversity as well as to be familiar with artifactual evidence that may represent an appreciation or awareness of student diversity. The data displayed in this study was gathered through the use of qualitative methodology. The primary instrument used for this investigation consisted of in-depth interview questions and a participant observer perspective used to gather evidence. In the actual transcripts of the respondents, the data recognized preparing students for the real world as the primary advantage of student diversity and, according to respondents, the primary disadvantage was the problem between homogeneous groups that lead to proplems between heterogenous groups. The appreciation or awareness of student diversity was documented through the use of reviewing relevant school and district documentation as well as the taking of photographs at each school. This investigation found that all participants knew and documented the federal laws in regard to equal opportunity; however, the researcher did document, by way of digital photographs, an awareness or appreciation for diversity that showed little effort was being made to address student diversity in the respondents' schools. The results of this study were viewed as being particularly important to other high school principals as well as policy makers.
