Book excerpt: The basic purpose of this study was to determine the current status of principal evaluation in Illinois high school districts and to compare them with best practice as articulated by the Personnel Evaluation Standards. The six research questions that prompted this study were: (a) What is the purpose of the evaluation system set up for principals? (b) What type of criteria is used? (c) Are standards set for each of the criteria? (d) What data (instruments/evidence) are used in the process? (e) Who is involved in the evaluation process? and (f) How do the evaluation systems compare with the Personnel Evaluation Standards as articulated by the Joint Committee on Standards for Educational Evaluation? Data were collected via a written closed-choice questionnaire sent to all of the 108 high school districts in Illinois. Eighty-nine respondents submitted usable questionnaires, providing an 82% response rate. Results were analyzed in terms of size and district location (urban, suburban, and rural) using the chi-square statistic and frequencies were reported for the response categories. The following are conclusions based on the findings of this study: (a) Districts should explicitly state the purpose of their evaluation system to reflect the district's purposes, needs and context; (b) districts should examine, identify, and define their criteria and develop clear levels of performance to measure it; (c) districts should consider the use of multiple sources of data, along with the use of reliable and valid instruments; (d) procedures related to disciplinary steps and termination should be reviewed to address due process concerns; (e) districts should review Personnel Evaluation Standards to develop appropriate evaluation systems; (f) Administrator Academies and higher learning institutions may want to incorporate the use of Personnel Standards within their seminars; (g) studies should be conducted to determine the type of criteria used and the use of multiple sources of input; and (h) qualitative studies should be conducted to allow for more in-depth understanding of evaluation practices. The findings of this study should prove valuable to the Illinois State Board of Education, to districts, and to researchers as it provides the groundwork for comparisons among districts.

Book excerpt: In a very short period during the spring and summer of 2012, researchers at the University of Chicago Consortium on Chicago School Research (ccsr) and the Illinois Education Research Council (ierc) collected data from respondents in five districts across Illinois to examine how school districts in the state approach designing and implementing new teacher evaluation systems. Drawing on research in these districts, which are located in north, central, and southern Illinois, this report describes the challenges experienced across the districts. In addition, the authors present strategies the districts used to address these challenges as they occurred and their reflections on lessons learned: (1) Cultivating Buy-In and Understanding; (2) Using Evaluations for Instructional Improvement; (3) Reducing the Burden on Principals; and (4) Incorporating Student Growth into Teacher Evaluation Systems. For all that has been accomplished by these case study districts, teacher evaluation, in all cases, remains a work in progress. Many in their interview sample described ongoing issues and some complicated problems. The report synthesizes these issues and raises some key questions for districts to consider around three common themes: teacher and principal support, communication, and buy-in; ensuring that ratings are accurate and consistent; and developing high-quality student assessments. Twenty-two merit plans were collected and analyzed in view of their written components. A four cell typology was developed. Telephone interviews with the supervisor and three principals from 12 of the 22 identified districts were conducted. The congruency between the written plans and their implementation was studied. The perceptions of the supervisors and the principals in view of six rationales for merit pay were analyzed. It was shown that the plans had a variety of components. Generally, larger districts have more components which were more quantitative in nature. Smaller districts tend to have plans that are more qualitative in nature with fewer components. Merit occurs more frequently in larger districts that are near or above the mean spending level for similar districts. To only study the written plans was not enough to understand actual usage. It was clear that the individual implementing the plan shaped the plan to some degree. When the perceptions of the supervisors and principals regarding six rationales for merit pay were analyzed, it was found that supervisors had a more positive perception than principals. Neither group felt that their plan promoted loyalty. Both were relatively strong regarding their plan's ability to grade performance, provide motivation, enhance accountability, and serve as a political justification for salaries. Several additional findings emerged. The importance of the interpersonal skills of the supervisor, the surprisingly high degree to which money was a motivation, the high degree of usefulness of a structured goal-setting process, and a lack of support for tying student test scores to the principal's evaluation were found. Recommendations were promoted for those districts desiring to develop a merit-linked evaluation plan for their principals. Such a system may be problematic and must take into account a variety of factors.
