Book excerpt: Excerpt from Primer for Voters A Primer for Voters provides reliable and concise information regarding registration, the process of voting, elections, etc., and is a publication of which I approve. Primer for Voters is the title of a tabloid book on civics and the art of casting a ballot ... While it is a manual designed chiefly to instruct women, it may be read to advantage by all voters and kept as a book of reference. A Primer for Voters is short but extremely comprehensive. As a first aid to the new electorate of the State, the book fills a conspicuous need. A little booklet entitled a Primer for Voters commends itself to the average voter. It is a paper-covered brochure, small enough to be carried conveniently, but compendious enough to be a repository of information concerning civil government and any directions a voter may need. Book excerpt: Excerpt from To the Voters of the Fourth Congressional District They stupidly misjudge the people of Massachusetts, who think that they can marshal her parties, and carry her votes, and at the same time bid her be laggard and neutral while a great work of virtue and patriotism is going on. Her people love thrift. They ought to love it. But they who at home or abroad think to govern her through that impulse, have not read the primer of her history; they have not learned the alphabet of her char acter. There is a high prevailing integrity among her people. Nothing moves them like a great moral principle. At the last fall elections, forty thousand voters, more than a quarter of the whole number, stayed at home. Why did they so? Because there was wanting a sufficiently strong moral. Bond of union in the old organizations. In great part because on the fore most moral and political question of the age, one-of the leading parties was rotten to the core, and the other was not thought sufficiently its opposite. Book excerpt: Excerpt from A Political Primer for the New Voter Miss Beatty, whose work for human rights, and whose realizing sense of democracy are known and appreciated far beyond the boundaries of the Golden State, has performed a distinguished public service by the publication of this book. All who are interested in the great problems of the individual and of society, must first of all obtain a knowledge of the structure and functions of the government under which they live. This is infinitely essential, when, as in our case, people either govern themselves or at least are supposed to govern themselves. The volume is exactly what it claims to be - a Primer of Citizenship - clearly outlining the powers and limitations of State and National authority. As is natural in a book written by a woman, there is special but not undue emphasis placed upon the political and legal status of women. The clear and simple style in which the book is written, the admirable arrangement by chapters and by topics make it intelligible to every one capable of exercising the franchise, and it will doubtless prove of great value as a text book in the elementary schools. Its purpose is not to satisfy that desire but to stimulate it. The facts which it contains about the government have been selected mainly from one of Dr. Forman's books, "The American Republic." The introduction for the woman voter has been written by one whose supreme gifts are helping to bring about world recognition of the relationship between woman and government, Mrs. Carrie Chapman Catt, president of the International Woman Suffrage Alliance and of the National American Woman Suffrage Association. Book excerpt: Free to Vote Able to Vote Ready to Vote Anthony English, born in Canada, became a naturalized citizen of the United States of America on November 22nd, 1963, having been sworn in at the Los Angeles County Courthouse at almost the precise time that President John F. Kennedy was assassinated. This terrible and cataclysmic event was to influence forever his interest in his new country and his passion as a new citizen. This pivotal event drove his interest in his new country resulting in his consistently voting in every election since being sworn in as a citizen. While he voted, he was astonished that so few of the qualified voters bothered to go to the polls, and so many incompetents have been elected. As a result he has published this book in an effort to encourage everyone to exercise their earned privilege and their right as a US citizen to cast a ballot for our governing officials. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Election of Senators The present position of the United States Senate is one of strange contradictions. Never before has it been at once so berated and so extolled. The press teems with denunciations of the "usurpations" by which, it is alleged, the Senate has encroached upon the most distinctive powers of the President and of the House, arrogating to itself the appointment of officers and the making of treaties, and taking from the direct representatives of the people the power of the purse. On the other hand, in these days of centralization and expansion, if not of socialism, men of conservative temper find their chief ground for reassurance in the belief that upon the Senate, if upon nothing else, we may rely to restrain the expanding powers of the Executive, and to check the raw haste and partisanship of the rule-ridden House. Between the critics, hostile and friendly, there is one point of agreement: the acknowledgment that the Senate has become the dominant branch of Congress, the controlling influence in the government. Book excerpt: A brutal, bloody, and at times hopeful history of the vote; a primer on the opponents fighting to take it away; and a playbook for how we can save our democracy before it’s too late—from the former U.S. Attorney General on the front lines of this fight Voting is our most important right as Americans—“the right that protects all the others,” as Lyndon Johnson famously said when he signed the Voting Rights Act—but it’s also the one most violently contested throughout U.S. history. Since the gutting of the act in the landmark Shelby County v. Holder case in 2013, many states have passed laws restricting the vote. After the 2020 election, President Trump’s effort to overturn the vote has evolved into a slow-motion coup, with many Republicans launching an all-out assault on our democracy. The vote seems to be in unprecedented peril. But the peril is not at all unprecedented. America is a fragile democracy, Eric Holder argues, whose citizens have only had unfettered access to the ballot since the 1960s. He takes readers through three dramatic stories of how the vote was won: first by white men, through violence and insurrection; then by white women, through protests and mass imprisonments; and finally by African Americans, in the face of lynchings and terrorism. Next, he dives into how the vote has been stripped away since Shelby—a case in which Holder was one of the parties. He ends with visionary chapters on how we can reverse this tide of voter suppression and become a true democracy where every voice is heard and every vote is counted. Full of surprising history, intensive analysis, and actionable plans for the future, this is a powerful primer on our most urgent political struggle from one of the country's leading advocates.

Book excerpt: Excerpt from Primary Elections: A Study of the History and Tendencies, of Primary Election Legislation The Fathers of the Republic grappled with the problem of establishing a form of government in which the holders of political power should be responsible to the political people, rather than to a king; and in this their labors were crowned with success. In the course of a few generations, how ever, the political party, unforeseen by the Fathers, grew up and, although an extra-legal body, over shadowed the regularly constituted agencies of government. One of the great problems of the last generation and of our own day is the establishment of a form of party government in which the holders of party power shall be responsible to the voters of the party, rather than to an autocrat or an oligarchy. To secure amenability of party authorities to the party will to establish a constitutional and demo cratic government within the party - this is a task at which the American people now labor. There is no more important chapter in the history of democracy than that which deals with the progress and the prospects of this great movement. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from A Contested Election in California Vs, Hon. C. N. Felton: Testimony of the Qualified Electors and Legal Voters of New Almaden At the general election held in California, November 2nd, 1886, Hon. Charles N. Felton and Frank J.Sullivan were rival candidates for election as members of Congress in the Fifth Congressional District. The official returns gave to Hon. Charles N. Felton a plurality of 118 votes, and the certificate of election duly issued to him. Sullivan afterwards inaugurated a contest for the seat. In this contest the vote of New Almaden precinct became a very conspicuous part. The majority against Sullivan in that precinct was 164, so that if Sullivan could have that precinct thrown out, or the votes cast for Mr. Felton counted for Mr. Sullivan, he might reasonably expect to unseat Mr. Felton and fill the place himself. The New Almaden precinct is the seat of the great New Almaden Quicksilver Mine, which for many years has been the principal quicksilver producer of the American Continent, and employs about 500 men in all capacities, of whom 156 were voters, and voted at the election in 1886. The total vote of the precinct was 256. The grounds of the attack upon the vote of New Almaden precinct by Sullivan were, that the voters of the precinct were coerced, intimidated, and held in a state of peonage or slavery and compelled to vote for Mr. Felton against their will. In support of this he attacked the method of conducting the mine, the system of trade at the mine, and the general condition of the miners; claiming that those who did not vote as pleased the management of the mine would be discharged. On behalf of Sullivan the testimony relating to Almaden was almost entirely hearsay so far as it could be in any sense pertinent to the issue; being generally a statement by witnesses that they had heard, or "it was generally understood" that so and so had happened at Almaden. On behalf of Mr. Felton a large amount of evidence was taken, very much of it at New Almaden. Of the 256 persons who had voted in that precinct in 1886, 243 were personally examined, the other 13 being dead or having removed to a distance, or for other reasons their attendance as witnesses being impracticable. Of the number examined there was not one but what testified in the clearest terms, that for more, than fifteen years past the subject of voting, or candidates, or elections had never been mentioned to any employee of the Company by any one in any way connected with the management of the mine; that the Superintendent of the mine was the only person in the precinct who voted the American ticket in 1886. That the voting employees of the mine consist very largely of natives of Mexico and Cornwall, England, who here, as elsewhere in California, vote the Republican ticket almost exclusively.
