Book excerpt: Part of OECD Water Policy and Finance Set - Buy all four reports and save over 30% on buying separately! In both OECD and non-OECD countries the water sector is facing the challenges of increased competition for water resources, deteriorating water quality, and the effects of climate change and poor management. In this context, how can countries ensure access to adequate, sustainable and affordable water and sanitation services for all? Pricing water-related services is an essential part of the answer. This report compiles reliable and comparable data on pricing water and on water supply and sanitation services across OECD countries. It sheds additional light on such policy issues as the choice of tariff structures for water services, cost recovery for water services and affordability. Available in PDF, EPUB and Kindle. Book excerpt: There is no question that water pricing and public-private partnership can improve water management practices in the future. However, this concept is neither the cure-all many proponents argue, nor the disaster its opponents forecast. Providing a comprehensive and objective assessment of what does and does not work, where, why and under what circumstances, this informative collection assesses the social, economic, equity and institutional implications. This cohesive set of carefully selected essays, the result of The Third World Centre for Water Management and the Inter-American Development Bank's decision to objectively and critically assess the experiences in these areas, transcends the current dogmatic debate on these complex issues. Providing an in-depth analysis and assessment of the main issues and constraints of water pricing, private sector participation and their affect on water supply, the collection draws on illustrative case studies from Argentina, Brazil, the USA and Western European countries amongst others. This is a special issue of the Journal of Water Resource Development.

Available in PDF, EPUB and Kindle. Book excerpt: "Although procedures for pricing "retail" distribution have been established for a long time, methods for pricing bulk or "wholesale" water supplies are still evolving." How to finance the infrastructure and service of bulk water supply, and how to use pricing to achieve efficient allocation and use of water as a resource are the central issues that emerge from discussions about bulk water pricing. Efficiency will lead to allocating water resources better, reducing water losses caused by poor maintenance of the supply systems, and increased monitoring of water quality. At first glance, Brazil may not appear to be a relevant country from which to draw lessons in distributing scarce water resources, since it contains 12 percent of the world's fresh water supply. However, with its vast territory and issues of regional drought and population explosion, Brazil provides a unique environment in which to demonstrate how adequate pricing of bulk water on a regional level can help allocate water efficiently. This paper offers a framework for bulk water pricing reform and examines the lessons from recent analytical work and practice in Brazil, as well as relevant international experience. It then offers recommendations for the development of both water pricing and allocation policies to facilitate continued implementation of bulk water pricing in Brazil.

Book excerpt: This book focuses on participation of the public and private sectors in urban water management and on the role of water pricing. It discusses in-depth topics such as public choices of urban water service management; dynamics of privatization and regulation of water services; adoption of water demand instruments; impacts of price and non-price policies on residential water demand; quality of water services; lessons from not-for-profit public-private partnerships; and critical examinations of models and projections of demands in water utility resource planning in England and Wales. Appropriateness of water prices and tariffs in achieving socially desirable outcomes is also analyzed and a global survey of urban water tariffs is approached with a focus on sustainability, efficiency and fairness. This book was originally published as a special issue of the International Journal of Water Resources Management.

Book excerpt: This manual and the free downloadable costing tool is the outcome of a project identified by the Water, Sanitation and Health Programme (WSH) of the World Health Organization (WHO) faced with the challenge of costing options for improved access, both to safe drinking water and to adequate sanitation. Although limited in scope to the process of costing safe water supply technologies, a proper use of this material lies within a larger setting considering the cultural, environmental, institutional, political and social conditions that should be used by policy decision makers in developing countries to promote sustainable development strategies. Costing Improved Water Supply Systems for Low-income Communities provides practical guidance to facilitate and standardize the implementation of social life-cycle costing to “improved” drinking-water supply technologies. These technologies have been defined by the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation, as those that, by the nature of its construction, adequately protect the source of water from outside contamination, in particular with faecal matter. The conceptual framework used has also been conceived to be applied to costing improved sanitation options. To facilitate the application of the costing method to actual projects, a basic tool was developed using Microsoft Excel, which is called a water supply costing processor. It enables a user-friendly implementation of all the tasks involved in a social life-cycle costing process and provides both the detailed and the consolidated cost figures that are needed by decision-makers. The scope and the limits of the costing method in a real setting was assessed through field tests designed and performed by local practitioners in selected countries. These tests were carried out in Peru and in six countries in the WHO regions of South-East Asia and the Western Pacific. They identified practical issues in using the manual and the water supply costing processor and provided practical recommendations. Book excerpt: Bringing together 14 papers previously published in refereed journals, The Price of Water provides information that many readers would not otherwise have access to through their professional and academic libraries. The basic disciplines of the articles are economics and philosophy, built upon by discussion of hydrology, civil engineering, water law and water resource planning. The scope of the book is broad, dealing with a diverse range of subjects such as regional and catchment planning and integrated water resources management. Topics considered include: both water quantities and qualities, drought management, the ‘virtual water’ controversy, farmers’ water-rights, the economic demand for water, the design of abstraction charges, the cost and use of irrigation water, the design of effluent charges, the ‘willingness-to-pay’ methodology. The Price of Water aims to link up economics with the other dominant water resource disciplines, establishing an economics of the real world, rather than an academic abstraction - the hydrosocial balance. In providing a new and practicable basis for planning outsream water investments, as well as understanding the baseline situation, the development and use of the hydrosocial balance to modelling water resources supply and use at the regional (or river basin) scale delivers this link.

Book excerpt: Part of OECD Water Resources and Sanitation Set - Buy all four reports and save over 30% on buying separately! Water is a key prerequisite for human and economic development, and for maintaining ecosystems. However, billions of people lack access to water and sanitation services, mainly due to poor governance and inadequate investment and maintenance. The situation is becoming more urgent due to increasing pressure, competition and even conflict over the use of water resources. The OECD has been working over the last two years to address these challenges. The results are summarised in this report, which emphasises the economic and financial aspects of water resources management and water service provision, the need for an integrated approach (including governance considerations) to address these complex policy challenges, and the importance of establishing a firm evidence base to support policy development and implementation. This report examines: strategic financial planning for water supply and sanitation that balances the key sources of revenues for the water sector – the “3Ts” of taxes, tariffs and transfers; the design and implementation of water pricing strategies that balance financial sustainability with other policy objectives; recent developments in private sector participation in the water sector; and trends and the future outlook of water use in agriculture. It considers both developing and OECD countries and offers concrete recommendations and checklists for action. The report is an invaluable resource for policy makers, academics, NGOs and all others interested in the challenges facing the water sector today.

Available in PDF, EPUB and Kindle. Book excerpt: Substantially reducing the number of human beings who lack access to clean water and safe sanitation is one of the key Millennium Development Goals. This book argues and demonstrates that this can only be achieved by a better integration of the technical and social science approaches in the search for improved organization and delivery of these essential services. It presents a historical analysis of the development of water and sanitation services in both developed and developing countries, which provides valuable lessons for overcoming the obstacles facing the universalization of these services. Among the key lessons emerging from the historical analysis are the organizational and institutional diversity characterizing the development of water and sanitation internationally, and the central role played by the public sector, particularly local authorities, in such development. It also explores the historical role played by cooperatives and other non-profit institutions in reaching rural and peri-urban areas, as well as the emergence of new forms of organization and provision, particularly in poor countries, where aid and development agencies have been promoting the self-organization of water systems by local communities. The book provides a critical exploration of these different institutional options, including the interaction between the public and private sectors, and the irreplaceable role of public funding as a condition for success. The book is divided into two parts: the first reviews theoretical and conceptual issues such as the political economy of water services, financing, the interfaces between water and sanitation services and public health, and the systemic conditions that influence the provision of these services, including the diversity of organizational and institutional options characterizing the governance and management of water and sanitation services. The second section presents a number of country or regional case studies, each one chosen to highlight a particular problem, approach or strategy. These case studies are drawn from Africa, the Americas, Asia and Europe, covering a wide range of socio-economic and political contexts. The book will be of great interest to advanced students, researchers, professionals and NGOs in many disciplines, including public policy and planning, environmental sciences, environmental sociology, history of technology, civil and environmental engineering, public health and development studies.

Book excerpt: Part of OECD Water Policy and Finance Set - Buy all four reports and save over 30% on buying separately! The provision of water supply, sanitation and wastewater services generates substantial benefits for public health, the economy and the environment. Benefits from the provision of basic water supply and sanitation services such as those implied by the millennium development goals are massive and far outstrip costs. Benefit-to-cost ratios have been reported to be as high as 7 to 1 for basic water and sanitation services in developing countries. Wastewater treatment interventions can generate significant benefits for public health, the environment and for certain economic sectors such as fisheries, tourism and property markets, although these benefits may be less obvious to individuals and more difficult to assess in monetary terms. Finally, protecting water resources from pollution and managing water supply and demand in a sustainable manner can deliver clear and sizeable benefits for both investors in the services and end water users. Investments in managing water resources are going to be increasingly needed in the context of increasing water scarcity at the global level. The full magnitude of the benefits of water services is seldom considered for a number of reasons. Non-economic benefits that are difficult to quantify but that are of high value to the concerned individuals and society, i.e. non-use values, dignity, social status, cleanliness and overall well-being are frequently under-estimated. In addition, benefit values are highly location-specific (depending on the prevalence of water-related diseases or the condition of receiving water bodies, for example) and cannot be easily aggregated.
