Book excerpt: Urban transport systems are essential for economic development and improving citizens' quality of life. To establish high-quality and affordable transport systems, cities must ensure their financial sustainability to fund new investments in infrastructure while also funding maintenance and operation of existing facilities and services. However, many cities in developing countries are stuck in an "underfunding trap" for urban transport, in which large up-front investments are needed for new transport infrastructure that will improve the still small-scale, and perhaps, poor-quality systems, but revenue is insufficient to cover maintenance and operation expenses, let alone new investment projects. The urban transport financing gap in these cities is further widened by the implicit subsidies for the use of private cars, which represent a minority of trips but contribute huge costs in terms of congestion, sprawl, accidents, and pollution. Using an analytical framework based on the concept of "Who Benefits Pays," 24 types of financing instruments are assessed in terms of their social, economic and environmental impacts and their ability to fund urban transport capital investments, operational expenses, and maintenance. Urban transport financing needs to be based on an appropriate mix of complementary financing instruments. In particular for capital investments, a combination of grants †“from multiple levels of government†“ and loans together with investments through public private partnerships could finance large projects that benefit society. Moreover, the property tax emerges as a key financing instrument for capital, operation, and maintenance expenses. By choosing the most appropriate mix of financing instruments and focusing on wise investments, cities can design comprehensive financing for all types of urban transport projects, using multi-level innovative revenue sources that promote efficient pricing schemes, increase overall revenue, strengthen sustainable transport, and cover capital investments, operation, and maintenance for all parts of a public transport system, "from the sidewalk to the subway."

Available in PDF, EPUB and Kindle. Book excerpt: This is an economic analysis of pricing and subsidy policies for urban roads and urban public transit in Ontario. Professor Frankena demonstrates the benefits of evaluating the economic merits of policy alternatives, and attempts to determine whether existing policies waste resources or lead to undesirable income transfers among different groups in the population. He concludes that resources are being wasted because the use of urban roads is substantially underpriced during periods of peak demand. He also finds that while there are sound economic justifications for substantial public transit subsidies, the allocation of subsidies by the Ontario government on the basis of capital expenditures can be expected to waste resources, as can the maximization of ridership which is likely to lead to detrimental fare and service policies. In conclusion, Frankena suggests improvements in the systems for charging people for the use of roads and public transit and in the ways that governments provide subsidies.

Available in PDF, EPUB and Kindle. Book excerpt: This book sets out a road map for the provision of urban access for all. For most of the last century cities have followed a path of dependency on car dominated urban transport favouring the middle classes. Urban Access for the 21st Century seeks to change this. Policies need to be more inclusive of the accessibility needs of the urban poor. Change requires redesigning the existing public finance systems that support urban mobility. The aim is to diminish their embedded biases towards automobile-based travel. Through a series of chapters from international contributors, the book brings together expertise from different fields. It shows how small changes can incentivize large positive developments in urban transport and create truly accessible cities.

Book excerpt: By 2050, two-thirds of the world’s population will live in cities. To thrive, they will need efficient and sustainable forms of transport, but to achieve this, the financial incentives guiding urban transport operation must change – and change rapidly. Urban transport plays a critical role in determining the social, environmental and economic shape of cities. Improving Urban Access: New Approaches to Funding Transport Investment provide innovative ideas on how we might reorganize transport finance to ensure that it is suited to serving the social, environmental and economic principles that must guide future urban living. Continuing the work begun by its predecessor, Urban Access for the 21st Century, the authors assess the complexity of implementing new finance approaches and suggest ways to make positive and radical changes. Although the range of revenue raising options remain limited to users, indirect beneficiaries, and the general public, these can be recast to transform the way transport is paid for and therefore how its services are delivered. New finance models only succeed when they are intrinsically linked to the economic, social, cultural and political forces that create urban life. Together these volumes provide a starting point for the deeper research and policy design needed to successfully create urban transport finance systems that can address the challenges that 21st century cities present.

Available in PDF, EPUB and Kindle. Book excerpt: This new edition of the seminal textbook The Economics of Urban Transportation incorporates the latest research affecting the design, implementation, pricing, and control of transport systems in towns and cities. The book offers an economic framework for understanding the societal impacts and policy implications of many factors including congestion, traffic safety, climate change, air quality, COVID-19, and newly important developments such as ride-hailing services, electric vehicles, and autonomous vehicles. Rigorous in approach and making use of real-world data and econometric techniques, the third edition features a new chapter on the special challenges of managing the energy that powers transportation systems. It provides fully updated coverage of well-known topics and a rigorous treatment of new ones. All of the basic topics needed to apply economics to urban transportation are included: Forecasting demand for transportation services under various conditions Measuring costs, including those incurred by users and incorporating two new tools to describe congestion in dense urban areas Setting prices under practical constraints Evaluating infrastructure investments Understanding how private and public sectors interact to provide services Written by three of the field’s leading researchers, The Economics of Urban Transportation is essential reading for students, researchers, and practicing professionals in transportation economics, planning, engineering, or related disciplines. With a focus on workable models that can be adapted to future needs, it provides tools for a rapidly changing world.

Available in PDF, EPUB and Kindle. Book excerpt: With all levels of governments currently, and for the foreseeable future, under significant fiscal stress, any new transit funding mechanism is to be welcomed. Value capture (VC) is one such mechanism, which involves the identification and capture of a public infrastructure-led increase in property value. This book reviews four major VC mechanisms: joint development projects; special assessment districts; impact fees; and tax increment financing; all of which are used to fund transit in the United States. Through the study of prominent examples of these VC mechanisms from across the US, this book evaluates their performance focusing on aspects such as equity, revenue-generating potential, stakeholder support, and the legal and policy environment. It also conducts a comparative assessment of VC mechanisms to help policy makers and practitioners to choose one, or a combination of VC mechanisms. Although the book focuses on the US, the use of the VC mechanisms and the urgent need for additional revenue to fund public transportation are world-wide concerns. Therefore, an overview of the VC mechanisms in use internationally is also provided.
