Book excerpt: Authoritarian regimes maintain their grip on power primarily through preventive repression routinely exercised by specialized security agencies, with the aim of preventing any opposition from organizing and becoming public. We develop a formal model to analyze the moral hazard problems inherent in the principal-agent relationship between rulers and their security agents in charge of preventive repression. The model distinguishes two types of moral hazard: "politics," by which the agents (security agencies) can exert political influence to increase their payoff by decreasing the ruler's payoff, and "corruption," by which the agents can increase their payoff by engaging in rent-seeking activities that do not decrease the ruler's payoff. The surprising conclusion is that both the ruler and the security agent are better off when the only moral hazard problem available is politics rather than when the agent can choose between politics and corruption. We also show that the equilibrium probability of regime survival is higher when politics is the only moral hazard available to the agent. These findings lead to our central conclusion that opportunities for corruption undermine authoritarian regimes by distorting the incentives of the security agencies tasked with preventing domestic opposition.

Book excerpt: Who is targeted by preventive repression and why? In the Soviet Union, the KGB applied a form of low-intensity preventive policing, called profilaktika. Citizens found to be engaging in politically and socially disruptive misdemeanors were invited to discuss their behavior and to receive a warning. Using novel data from Lithuania, a former Soviet republic, in the late 1950s and the 1970s, we study the profile and behaviors of the citizens who became subjects of interest to the KGB. We use topic modeling to investigate the operational focuses of profilaktika. We find that profilaktika began as a way of managing specific threats or “known risks” that arose from the experience of postwar Sovietization. The proportion of “unknown risks” -- people without risk factors in their background or personal records -- increased by the 1970s. These people were targeted because of their anti-Soviet behaviour, which the KGB attributed to “contagious” foreign influences and the spread of harmful values.

Gohdes addresses these questions, providing an original and in-depth look into the relationship between digital technologies and state violence. Drawing on large-scale analyses of fine-grained data on the Syrian conflict, qualitative case evidence from Iran, and the first global comparative analysis on Internet outages, Gohdes makes the case that digital infrastructure supports security forces in their use of violent state repression. More specifically, she argues that mass access to the Internet presents governments who fear for their political survival with a set of response options. From a penal and legal perspective, however, it defines acts of bribery and unlawful intermediation. Hence, in curbing corruption, contemporary legislatures mainly choose two pathways-building strategies for preventive legal and political measures and penal repressive measures: raising public awareness, implementing a code of conduct at workplaces, abiding by the principles of transparency, increasing work efficiency and effectiveness, improving the executive, tax and penal regulations and practice, as well as designing penalties schemes and specific penal measures to prevent and deter the occurrence of this unlawful act. The starting point of this paper is the following thesis: adopting repression as the sole answer to corruption results only in elimination of the predicaments in individual cases, while the reasons, motives and circumstances leading to corruption remain untackled. Reflecting global trends in pursuing an effective preventive action against corruption, research indicates that curbing corruption should first and foremost be based on prevention, disclosing the reasons and circumstances leading to corruption, as well as their eradication, and resorting to repression merely as a corrective measure to be applied in individual cases.

And the source of that effectiveness is not just advanced technology like facial recognition AI and mobile phone tracking. These are important, but what matters more is China’s vast, labor-intensive infrastructure of domestic spying.
