Bush became the first American president to articulate in official policy the willingness of the United States to engage in preemptive warfare. This "Bush Doctrine" set off a significant debate among policymakers and moralists as to the nature of preemptive war and whether or not the United States' preparations to invade Iraq shortly thereafter were de facto preemptive or preventive. These debates often lacked clarity. The Bush administration and other policymakers frequently used the terms preemptive and preventive as if they were interchange, though they are not. Moralists frequently considered the morality of such action by reference to "the Just War Tradition" as if it was one, consistent voice throughout history, though it is not. This paper attempts to clarify these matters by differentiating between the theocentric and anthropocentric Just War traditions that developed in the West, clarifying the nature of preemptive and preventive warfare according to these traditions, and providing an historical analysis of the morality of preemption and prevention as articulated in the writings of major theocentric Just War theorists from the ancient to the early modern period. Because the author believes that the U.S. has consistently made decisions about the morality of war from the perspective of the theocentric Just War Tradition and that the invasion of Iraq was preventive rather than preemptive, which is prohibited by that tradition, he concludes that the Bush Doctrine should be abandoned."--Abstract.

Bush developed the ideological keystone for U.S. foreign policy for the beginning of the 21st century. The document is therefore often referred to as the Bush Doctrine. Its publication, and more so, its application in the American foreign policy agenda, has caused tensions among politicians, diplomats and citizens all around the globe. The consequences, however, may be more consequential than just a temporary low in the international political climate. The Bush Doctrine "[...] affirms the legitimacy of an American preventive strike and emphasizes the notion that 'If you are not with us, you are against us.' U.S. foreign policy, therefore, is [...] about shedding the multilateralism favored by the Clinton administration and pursuing a more active, unilateral approach" (Glazov 2002, 1). In the following, I intend to analyze what consequences the U.S. foreign policy issued in the 2002 NSS has on America itself and on the international community in general In particular, I will deal with the definition of prevention and preemption and the Administration's unilateral approach towards global politics. As both friends and enemies evaluate the meaning of the 2002 NSS, it becomes evident that great danger might lie in the ambiguous wording of the Doctrine. Preemptive use of force is designed to combat imminent and emerging threats and is widely recognized in international law specifically in Article 51 of the UN Charter. Preemptive has been defined to mean marked by the seizing of the initiative: initiated by ones own self. Preventive use of force is normally associated with depriving another their use of power or hope of acting or succeeding. The Bush Doctrine is both preemptive and preventive. The United Nations has been trying to enforce its resolutions against Iraq for over ten years and has made little progress. The Bush Doctrine has successfully completed a regime change in Afghanistan and Iraq via its military instrument. While the mission in Iraq is far from complete the Bush Doctrine has made more progress in ten months than the UN has made in ten years. The capture of Saddam Hussein was possible by the action of the Bush Doctrine. Until the United Nations makes a significant reformation on how it discharges its duties especially in the Security Council with regards to emerging threats such as Saddam Hussein the United States should continue to support the Bush Doctrine of preemption.

This work seeks to argue that while it was clear that the Bush Doctrine certainly qualified as a preventive war policy, it is apparent that the adoption of this strategy did not mark a total break with American tradition or earlier Administrations. Warren seeks to dispel arguments pertaining to the supposed "radical" nature of the Bush Doctrine – based on comparisons with previous National Security Strategies and previous Administrations’ penchant for prevention. However, the work also highlights that what was new and bold about the Bush Administration’s National Security Strategy of 2002, was its willingness to embrace reinvigorating a nuclear option that could ultimately be used in the context of preventive war. While Obama has struck bold rhetorical notes and promises in relation to limiting the role of nuclear weapons, he has stopped short of changing the status quo on critical issues that have lingered since the Cold War – such as tactical nuclear weapons and keeping missiles on alert.
