Book excerpt: Western politicians, pundits, and the public were wholly unprepared for the violent conflicts erupting in eastern and central Europe and the former Soviet Union after the end of the Cold War. The governments emerging from communism lack both the authoritarian control to suppress domestic differences and the democratic power to manage them. Old conflicts resurfaced and new ones were kindled in virulent form from Bosnia to Chechnya. The stability of governments and the status quo of borders have been thrown into question. Actual and threatened disintegration of states in the area is widespread. No reference points have emerged to replace the cold war paradigm. Nor is there a way of knowing which conflicts can be contained within accepted borders and which may spill over. The prospect not only of widening conflict, but also of new precedents challenging old certainties of international life, causes deep concern in western Europe and the United States. Europe has many experienced international organizations under whose umbrella states organize to achieve common purposes. This book asks how they have performed that function. How are these organizations attempting to deal with the many forms of internal conflict that are both the cause and the result of the end of communism and the East-West confrontation? Despite significant organizational and financial resources, the results have been meager. The authors show how difficult it is to achieve effective joint action on a sustained basis. They contend that a concerted effort to discover how to achieve joint action is the necessary next step in mobilizing international organizations for preventing ethno-national conflict. Book excerpt: Despite dramatic increases in poverty, unemployment, and social inequalities, the Central and Eastern European transitions from communism to market democracy in the 1990s have been remarkably peaceful. This book proposes a new explanation for this unexpected political quiescence. It shows how reforming governments in Poland, Hungary and the Czech Republic have been able to prevent massive waves of strikes and protests by the strategic use of welfare state programs such as pensions and unemployment benefits. Divide and Pacify explains how social policies were used to prevent massive job losses with softening labor market policies, or to split up highly aggrieved groups of workers in precarious jobs by sending some of them onto unemployment benefits and many others onto early retirement and disability pensions. From a narrow economic viewpoint, these policies often appeared to be immensely costly or irresponsibly populist. Yet a more inclusive social-scientific perspective can shed new light on these seemingly irrational policies by pointing to deeper political motives and wider sociological consequences. Divide and Pacify contains a provocative thesis about the manner in which political strategy was used to consolidate democracy in post-communist Hungary, Poland, and the Czech Republic. Pieter Vanhuysse develops a tight argument emphasizing the strategic use of welfare and unemployment compensation policies by a government to nip potential collective action against it in the bud. By breaking up social networks that might otherwise facilitate protest, through unemployment and induced early retirement, governments were able to survive otherwise difficult economic circumstances. This novel argument linking economics, politics, sociology, and demography should stimulate wide-ranging debate about the strategic uses of social policy.

The results of the first years of transition were uneven. All countries suffered high inflation and major recessions as prices were freed and old economic linkages broke down. But the scale of output losses and the time taken for growth to return and inflation to be brought under control varied widely. Initial conditions and external factors played a role, but policies were critical too. Countries that undertook more front-loaded and bold reforms were rewarded with faster recovery and income convergence. Others were more vulnerable to the crises that swept the region in the wake of the 1997 Asia crisis.

Book excerpt: All fourteen major peacebuilding missions launched between 1989 and 1999 shared a common strategy for consolidating peace after internal conflicts: immediate democratization and marketization. Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace. A more sensible approach to post-conflict peacebuilding would seek, first, to establish a system of domestic institutions that are capable of managing the destabilizing effects of democratization and marketization within peaceful bounds and only then phase in political and economic reforms slowly, as conditions warrant. Peacebuilders should establish the foundations of effective governmental institutions prior to launching wholesale liberalization programs. Avoiding the problems that marred many peacebuilding operations in the 1990s will require longer-lasting and, ultimately, more intrusive forms of intervention in the domestic affairs of these states. This book was first published in 2004.
