Although few countries have been immune, Africa has been particularly susceptible. Weak institutions, porous borders, inadequately trained or ill-equipped security forces, historical grievances and a lack of economic opportunities have created conditions for extremist ideologies to grow and persist in parts of the continent. This report explores the correlation between the drivers of violent extremism and the different activities undertaken throughout a mining project’s life cycle in order to identify potential risks and opportunities. It examines the role of the mining sector in actions to address violent extremism, identifying preliminary lessons and best practices from the research. Finally, it provides recommendations for mining companies, the industry, governments and communities on approaches to engage mining companies in P/CVE efforts.

Book excerpt: This book examines how African states can build the institutional capacity to better prevent, manage and cope with the new security challenges posed by violent religious extremism. Despite the evidence that violent religious extremism is exacerbated by underlying social, political, economic and governance factors, many states have focused their efforts only on reactive and coercive response strategies, overlooking more long-term measures. This comparative study of Nigeria and Kenya reflects on why insurgency in Kenya has not escalated to full blown terrorism as it has with Boko Haram in Nigeria, in spite of the similarities in relatively weak institutions of governance and colonial legacies across the two countries. The book interrogates the policy and institutional responses that have been put in place in both countries to address security challenges, and the extent of their efficacy in light of the intricate networks of politics, governance, corruption, poverty and violence and the relative fragility of state institutions. The authors highlight the areas of convergence and divergence in institutional capacities and recommend policies to enhance the capacity of institutions to manage violent religious extremism. This book will be of interest to scholars of African politics, Security, Peace studies and Terrorism.

Australian mining companies are engaged across the continent in Mali, Burkina Faso, Kenya and many other countries where there have been high-profile terrorist attacks and kidnappings of foreign nationals, including Australians. Those threats already affect the way Australian mining companies approach their operations on the continent. With rising risks to Australian nationals, businesses and foreign investment through the mining industry, violent extremism in Africa is a direct threat to Australian national interests. Drawing on the findings of a newly published in-depth report, Preventing and countering violent extremism in Africa: The role of the mining sector, this paper examines how the Australian mining sector should step up efforts aimed at preventing and countering violent extremism (P/CVE) in Africa. While the report notes that mining projects present risks that can exacerbate some of the drivers of violent extremism, it also highlights the potential to leverage the work of mining projects as a bulwark against violent extremism. This paper shows that there’s scope for further cooperation and engagement with the Australian Government in the mining sector. The potential of the private sector in P/CVE remains underexplored. Consequently, the mining sector has an opportunity to lead by example in this field.

Based on focus group and interview research with some 250 participants in Canada, France, Germany, the Netherlands and UK in 2015 and 2016, it offers insights from communities affected by radicalisation and violent extremism. It introduces the concept of gendered radicalisation, exploring how the multiple factors of paths to violent extremist groups – social, local, individual and global – can differ for both men and women, and why. The book also offers a critical analysis of gender and terrorism; a summary of current policy in the five countries of study and some of the core gendered assumptions prevalent in interventions to prevent violent extremism; a comparison of Jihadi extremism and the far right; and a chapter of recommendations. This book is of use to academics, policy-makers, students and the general reader interested in better understanding a phenomenon defining our times.

Book excerpt: Women can make a unique and valuable contribution to countering terrorism and violent extremism. Their participation in the wider fight against terrorism and violent extremism is essential. This is why NATO continues to encourage its allies and partners to engage more systematically on the nexus between gender and counter terrorism. This book presents edited contributions presented at the NATO Advanced Research Workshop (ARW) Enhancing Women’s Roles in International Preventing and Countering Violent Extremism Efforts, held in Madrid, Spain, from 19 – 21 March 2018, organized by Hedayah and the Fundación para el Análisis y los Estudios Sociales (FAES). The workshop was aimed at building on existing good practice and recommendations from the fields of countering violent extremism (CVE) and women, peace and security (WPS), recognizing that while many women facilitate acts of terrorism, willingly support terrorist groups and perform terrorist acts, they can also play a key role in preventing the violent extremism. The fight against terrorism requires a whole-society approach in which women’s participation is essential. Contributors to this volume explore the extent to which terrorism and violent extremism are gendered activities. They also discuss the importance of women’s social and political participation in helping to counter acts of terror and violence. Evidence-based research is used to identify how women can be empowered to enhance the fight against terrorism, and to identify opportunities for substantive, meaningful roles across a wide spectrum of counter terrorism activities. Given current and emerging threats, the book focuses in particular on NATO countries & partners in the Middle East and North Africa, and will be of particular interest to all those involved with security and gender issues.

Available in PDF, EPUB and Kindle. Book excerpt: An arc of instability stretching across Africa’s Sahel region, an area of strategic interest for the United States and its allies, is plagued by violent extremist organizations (VEOs). These organizations, including Boko Haram, al Qaeda, and other terror groups, have metastasized and present a serious threat to regional stability. Now these VEOs are transitioning. Under sustained pressure from French and regional security forces, and reeling from the loss of senior leaders, many of these groups feel backed into a corner. Despite setbacks, these groups continue to plague the region. To enhance policymakers’ understanding of these threats and how to respond to them, CSIS experts from the Africa Program and Transnational Threats Project conducted field-based and scholarly research examining the broad range of factors at play in the region. This research provides little ground for optimism. Chronic underdevelopment, political alienation, failed governance and corruption, organized crime, and spillover from Libya help foster and sustain violent extremists throughout the Sahel.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades, the rapid emergence and spread of both local and transnational extremist organisations has become a primary source of insecurity in Africa. Extremist organisations represent the fluid and variable nature of conflict systems today and are at the heart of some of Africa's most enduring conflicts. Moreover, the inability of African states to contain the threat of extremism, or of heavy-handed security responses, has led to the loss of thousands of lives, displaced millions, and deeply impacted the continent's democratisation and development goals. This is the second anthology published by Good Governance Africa (GGA) on the topic of extremism and political violence in Africa. Extremisms in Africa, one of the first anthologies of its kind on this topic to be authored - and published - on the African continent, provided an account of how extremist groups arose in Africa and the various ways in which they have harnessed their global agendas to local conflict dynamics and structural challenges, enabling them to exploit the grievances of individuals and communities for their cause. This anthology, Extremisms in Africa Volume 2, looks forward, giving special attention to the ways in which emergent trends, global geopolitics and conflict dynamics merge to impact upon the African continent. To this end, we have sought to engage diverse topics ranging from ecological concerns surrounding climate change and migration, the implications of such human movement for modern-day trafficking and slavery, and the roles of women and youth. State responses to extremisms on the African continent are not uniform; the capacity of individual states to detect/identify, police, investigate and prosecute is highly variable. At the most fundamental level, extremisms are ripe to arise in contexts where governments are failing, especially when democracy is on the wane. This anthology identifies some of the most pressing challenges in addressing extremisms today and provides chapters that could offer actionable policy insights to governments and civil society. Given the nature of Africa's geopolitical landscape, state and security services alone cannot prevent extremism. It will take a 'whole-of-society' approach, where government, civil society, academia, communities, families, and individuals collaborate to better understand the local dynamics of recruitment and radicalisation and develop context-specific strategies in response. This anthology will hopefully provide practitioners with improved insight into some of the key challenges and potential solutions in preventing extremism, while also being of interest to the general reader.

Available in PDF, EPUB and Kindle. Book excerpt: The conservative, literalist Islamist current known as Salafism is often synonymous with extremism and militancy. In fact, Salafism is an adaptive, diverse and dynamic outlook that has emerged as a major social and political force across the Middle East, especially in the countries of the Arab Maghreb--Mauritania, Morocco, Algeria, Tunisia and Libya--a vitally important region that impacts the security and politics of Europe, sub-Saharan Africa and the broader Middle East. Through extensive interviews and fieldwork, Middle East scholars Frederic Wehrey and Anouar Boukhars explore the many roles and manifestations of Salafism in the Maghreb, to include its relationship with the Maghreb's ruling regimes, with competing Islamist currents, increasingly youthful populations, and communal groups like tribes and ethno-linguistic minorities. Particular attention is paid to how the boundaries between different Salafi currents--pro-regime "quietists," politically active "politicos" who participate in elections, and militant jihadists like al-Qaeda and the Islamic State, is increasingly blurred, demonstrating how seemingly immutable Salafi ideology is often shaped by local contexts and opportunities. Similarly, the authors show how Maghrebi Salafism is uniquely reflective of each country's political institutions, history, and social makeup and how the much-touted notion of Salafism as a monolithic Saudi or Gulf "export" is undermined by local realities. Informed by rigorous research, deep empathy, and unparalleled access to Salafi adherents, clerics, politicians, and militants, Salafism in the Maghreb offers a definitive account of this important Islamist current that is at once granular and accessible.
