Up to date, the US has launched the famous "Section 301 investigations" since 1991 against China, specifically probing into the areas of unfair trade barriers, intellectual property rights and clean energy. During these investigations (in the past), both countries have naturally turned to tariffs as their means of retaliation. Nonetheless, these conflicts ended up being resolved through diplomatic means (such as using WTO's dispute settlement mechanism to settle a compromise).Before the most recent round of investigation that triggered the current wave of eruptions, the last investigation was done in September 2010. The Obama administration began an investigation into China's subsidy policies as well as the investment in green technologies following a petition filed by the United Steelworkers. This investigation targeted subsidies given to over 150 Chinese companies in solar energy, wind energy, alternative fuel vehicles and high-performance batteries, which were (allegedly) in violation of World Trade Organization's policies. Before the investigations escalated into a trade war, the US did apply for consultations within WTO's dispute framework in December 2010, and China accepted to revise the subsidy policies. When Donald Trump assumed office, the White House evidently took a tough stance on trade policies; this was even before the trade war between China and the US broke out. In June 2017, President Trump started investigations on the import of aluminum and steel- as always, for 'national security reasons.' Given the huge aluminum and steel production capacity in China, there are enough reasons to believe that the investigation and the subsequent extra tariffs were initiated to target China. In 2018, the trade disagreements between China and the US increased in both scale and frequency, with the US repeatedly imposing anti-dump duties or tariffs on Chinese imports. In March 2018, President Trump signed an executive memorandum, which launched a 'section 301 investigation' into the intellectual property practices of China and threatened to issue additional tariffs on the country's imports. Many internationalist businesses changed sides after experiencing disappointments on economic fronts including China's non-compliance with some of its WTO obligations; China's acquisition of foreign technology at lower-than-expected prices; and the serious inadequacies in the WTO's governance of global trade. Many of the disillusioned internationalists have given too much weight to the contribution of globalization to negative developments in the US labor market, and too little weight to the role of powerful capital-biased technological changes and to the inadequacies of state-provided programs for social insurance and human capital formation. Resolution of the trade war and prevention of its frequent occurrence will become more likely when (a) China adopts much greater reciprocity in its economic engagement with the advanced countries despite its status as a developing country under WTO rules; and (b) US stops equating geostrategic competition with economic competition; recognizes that economic dynamism and economic resilience comes from strengthening indigenous innovation capability rather than from holding China back technologically; and institutes social programs to significantly reduce the trauma that is created by frequent job changes. Deep reform of WTO is urgently needed but is unlikely to happen in the medium run. For the medium-run, the US should mobilize country cooperation in regional settings (like the TPP) to introduce policy innovations to serve as templates for a re-designed WTO architecture, and to harness collective market power to be used in future negotiations on WTO reform.

Business groups that once counseled against U.S. government actions that might be perceived by the Chinese as provocative have changed their tunes. The term “trade war” is no longer taboo. The media have portrayed the United States as a victim of underhanded Chinese practices, including currency manipulation, dumping, subsidization, intellectual property theft, forced technology transfer, discriminatory “indigenous innovation” policies, export restrictions, industrial espionage, and other ad hoc impediments to U.S. investment and exports. Indeed, it is beyond doubt that certain Chinese policies have been provocative, discriminatory, protectionist, and, in some cases, violative of the agreed rules of international trade. But there is more to the story than that. U.S. policies, politics, and attitudes have contributed to rising tensions, as have rabble-rousing politicians and a confrontation-thirsty media. If the public's passions are going to be inflamed with talk of a trade war, prudence demands that the war's nature be properly characterized and its causes identified and accurately depicted. Those agitating for tough policy actions should put down their battle bugles and consider that trade wars are never won. Instead, such wars claim victims indiscriminately and leave significant damage in their wake. Even if one concludes that China's list of offenses is collectively more egregious than that of the United States, the most sensible course of action -- for the American public (if not campaigning politicians) -- is one that avoids mutually destructive actions and finds measures to reduce frictions with China.

The net result may be an involuntary reduction of trade between them, which lowers the aggregate welfare in both countries. It will be lose-lose. Moreover, the most likely net outcome of these new country-specific tariffs is the substitution of imports from China by imports from other countries on the part of U.S. importers. Thus, while the U.S. trade deficit with China falls, its trade deficit with other countries will rise. The overall U.S. trade deficit with the rest of the world will not be significantly altered. Almost all economists agree that the aggregate U.S. trade deficit with the rest of the world cannot be reduced without a corresponding reduction in the U.S. investmentsaving imbalance, taking the U.S. real GDP as given. However, there is an exception: if there is an autonomous (unanticipated) increase in the demand for exports from the U.S. which increases the real GDP of the U.S. in the process, it is possible for the U.S. trade deficit to be reduced. Indeed, huge potential exists for the U.S. to substantially increase its exports of agricultural commodities, energy, and education and tourism services to China. Finally, we address the question of what constitutes “fair trade”. There does not seem to be a generally accepted economic definition of “fairness”. Any completely voluntary and non-coercive trade at the prevailing market price should be regarded as “fair”
