Book excerpt: Preservation is Overtaking Us brings together two lectures given by Rem Koolhaas at Columbia University's Graduate School of Architecture, Planning and Preservation, along with a response (framed as a supplement to the original lectures) by Jorge Otero-Pailos. In the first essay Koolhaas describes alternative strategies for preserving Beijing, China. The second talk marks the inaugural Paul Spencer Byard lecture, named in celebration of the longtime professor of Historic Preservation at GSAPP. These two lectures trace key moments of Koolhaas' thinking on preservation, including his practice's entry into China and the commission to redevelop the State Hermitage Museum in St. Petersburg, Russia. In a format well known to Koolhaas' readers, Otero-Pailos reworks the lectures into a working manifesto, using it to interrogate OMA's work from within the discipline of preservation.

Book excerpt: Point Reyes National Seashore has a long history as a working landscape, with dairy and beef ranching, fishing, and oyster farming; yet, since 1962 it has also been managed as a National Seashore. The Paradox of Preservation chronicles how national ideals about what a park “ought to be” have developed over time and what happens when these ideals are implemented by the National Park Service (NPS) in its efforts to preserve places that are also lived-in landscapes. Book excerpt: The present volume, with the exception of the introductory chapter, consists of papers delivered at the workshop entitled "The Impact of Supercomputers on the Next Decade of Computational Fluid Dynamics," The workshop, which took place in Jerusalem, Israel during the week of December 16, 1984, was initiated by the National Science Foundation of the USA (NSF), by the Ministry of Science and Development, Israel (IMSD), and co-sponsored by the National Aeronautics and Space Administration (NASA), the Office of Scientific Research of the U.S. Air Force (AFOSR), Tel Aviv University and Massachusetts Institute of Technology. The introductory chapter attempts to summarize what transpired at the workshop. The genesis of the workshop was an agreement between NSF and Il1S, signed in the spring of 1983, to conduct a series of bi-national work shops and symposia. This workshop represented the first activity spon sored under the agreement. The undersigned were selected by their respective national bodies to act as co-coordinators and organizers of the workshop. The first question that we faced was to decide upon a topic. In the past few years the field of CFD has mushroomed and consequently there have been many meetings, symposia, workshops, congresses, etc.

Book excerpt: Since the beginnings of international law, the law of the sea has been of paramount importance for international trade. Yet this area of law and international trade regulations have developed as two distinct areas with little interface with each other. As the GATT/WTO emerged in parallel to the LOS Convention since the 1970s, both bodies have made extensive efforts in international treaty making. However, the relationship between trade regulations and the law of the sea has hardly been explored. The author examines some key aspects of this relationship, in particular port entry, access to cargo in coastal shipping (cabotage) and access to cargo in international shipping. The inclusion of services in WTO law will render this relationship of great importance in the future as the agreement extensively covers maritime transport. It is just a matter of time until the current exclusion of maritime transport under special exemptions will be reviewed in future negotiations. The book provides the background and a normative basis for approaching some of the problems which members of the WTO will have to address in coming years. It also deals briefly with the problem of choice of law and competing jurisdictions between trade law and maritime law.
