In this regard, this report provides national information and answers such questions as: (1) How many prospective teachers were enrolled in teacher preparation programs during Academic Year (AY) 2009-10?; (2) What was the demographic composition of these enrollees?; (3) What are the teacher preparation program enrollment trends over the last decade?; (4) How many teacher preparation program enrollees were successful program completers?; (5) What type of teacher preparation program, traditional or alternative route, did the completers attend, and in what proportions?; (6) What state standards and policies guided teacher preparation program development and evaluation?; (7) Which teacher preparation programs have states reported as low-performing or as at risk of being identified as low-performing?; (8) What state requirements and assessment criteria underpin initial teacher credentialing?; (9) How many prospective teachers took state assessments in AY 2009-10 compared to the previous year?; and (10) How many initial credentials were awarded by states to new teachers in AY 2009-10 compared to the previous year? The following are appended: (1) Higher Education Act of 1965, as amended (HEA), Sections 205-208; and (2) Title II State Report Card on the Quality of Teacher Preparation. In this regard, this report provides national information and answers questions such as: (1) How many prospective teachers were enrolled in teacher preparation programs, and what was the demographic composition of these enrollees?; (2) How many prospective teachers successfully completed a teacher preparation program, and did they attend a "traditional" or "alternative route" type of program?; (3) What state standards and policies guide teacher preparation program development and evaluation?; (4) Which teacher preparation programs have states reported as low-performing or as at-risk of being identified as low-performing?; (5) What state requirements and assessment criteria underpin initial teacher certification or licensure?; (6) How many new teachers were certified or licensed by states each year from 2000-01 through 2008-09?; (7) What proportion of teachers assigned to classrooms were reported as not fully certified or licensed by their states from 2003-04 through 2007-08?; and (8) What was the percentage of teachers reported as not fully certified or licensed by states in high-poverty school districts compared to all other districts for 2007-08, the last year the data were collected? The findings from the state reports are organized into five chapters. Each chapter contains figures and tables following most of the bulleted statements to provide a graphic view of the data and display national data trends, when available. What we know is that assessments are designed and implemented in educational settings (both university-based teacher preparation and school-based teacher practice in school classrooms) that serve to inform and guide teaching and learning. We also know that there is a dichotomy between assessment of learning (summative) and assessment for learning (formative) that is recognized on a global level in teacher preparation. Importantly, the reported research examines assessment and the application of professional judgment guided by assessment for learning in contrast to the more normalizing assessment of learning that currently pervades the nature of assessment in teacher preparation and practice. There is a need in the “work of teaching” for assessments that focus on cultural competence and relational sensitivity, communication skills, and the combination of rigor and imagination fundamental to the teaching and learning practices in classrooms. Each chapter focuses on assessment and the preparation and practice of teachers who will enter classrooms to instruct the next generation of students. Chapter One opens the book with a focus on assessment and its relationship to teaching and learning in the classroom, providing the reader with an introduction to the book and an understanding of the role assessment plays in teacher preparation and practice. The authors of Chapters Two–Nine present field-based research that examines assessment in teacher preparation and practice. Each chapter offers the reader an examination of assessment in teacher preparation and practice based on formal research that provides the reader with insight into how the research study was conducted as well as equally important, the findings and conclusions drawn with respect to assessment and teacher preparation and practice. Finally, Chapter Ten presents an epilogue that focuses on the future of assessment in teacher preparation and practice.
