Investments to improve food safety in developing countries can reduce the burden of disease and remove the barriers to fresh food product exports, providing another source of income for the rural sector. International disputes over sanitary and phytosanitary (SPS) measures influence the ability of developing countries to compete in export markets. These countries need to evaluate their interest in the SPS agreement under the World Trade Organisation (WTO); participate more fully in international agencies responsible for harmonisation; develop the capacity to assess equivalence for process standards, which are increasingly used for fresh food products; and resist the imposition of inappropriate standards.

Beyond Compliance: A Production Chain Framework for Plant Health Risk Management in Trade provides a series of decision support tools that can be used to manage and demonstrate plant health risk management. The tools, developed within a production chain framework and Systems Approach, were developed using real trade cases in Southeast Asia. The project aimed to support national plant protection organisations and trade negotiators seeking to ensure safe trade with more risk-proportionate and suitable risk management plans. Book excerpt: Every year, large quantities of pesticides are used in Cameroon for agricultural production. However, without proper management of pesticides and associated waste, accumulation of stocks of obsolete pesticides has led to contamination of sites. In this context, the project ‘Disposal of POPs and Obsolete Pesticides and Strengthening Sound Pesticide Management in Cameroon’ was launched to address the problems of stocking, and to develop alternatives to the use of chemical pesticides. Project activities were found to be well defined and appropriate, aligning with the country’s priorities and needs. The evaluation, however, also notes that there are substantial delays in the implementation of activities due to slow decision-making and lack of regular monitoring. Therefore it recommends the urgent need for developing an implementation strategy for the remaining activities. In addition, meetings should be held in a more timely manner to enable members to monitor and accelerate the implementation of activities.

Book excerpt: The People’s Republic of China (China) has been one of FAO’s main partners in the promotion of South-South and triangular cooperation. In terms of cooperation among developing countries, China upholds the principles of equality and mutual trust, building equal partnerships with parity of ownership and responsibility, mutual benefit and win–win cooperation, which are highly valued by FAO. Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. After more than two decades of increasing collaboration in supporting flows of technical assistance between developing countries, FAO and China established in 2009 the FAO-China South-South Cooperation Programme, supported by a Chinese Trust Fund of USD 80 million. This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.
