Book excerpt: This thesis seeks to analyse the goals for resettlement from the perspective of the agencies which implement the programmes and of the refugees who are the clients. Khmer refugees resettled in Canada were the focus of this case study. The study begins with a discussion of the root causes of refugee movements, and the historical/political context of Cambodian refugee movements. Since resettlement goals are examined in the Canadian context, a description of Canadian government policies on immigration and settlement is then provided. The first part of the fieldwork, conducted in Thailand, includes a description of life in the Thai refugee camps. Past and present orientation programmes are examined, the latter being based on participant observation. The second part of the fieldwork is a summary of interviews with Khmer refugees and settlement workers in Edmonton, Canada. Questions were asked pertaining to the Khmer refugees' experience of and preparation for resettlement to Canada. The hypothesis is then re-examined in the light of the data from the fieldwork and recommendations are made based on the findings of this research. (Based on author's abstract).

Refugee stories which are based on real experiences are intended to exemplify the challenges faced by resettled refugees. The guide is the result of the MORE Project, a Finnish-Irish EU-funded development project on resettled refugees.

Book excerpt: Realities of a multilingual, multiethnic workforce and the services available in the current employment and training system are discussed in this report, which outlines the main Federal programs that provide employment and training for the foreign-born. Also highlighted are issues raised by participants in the Immigrant Policy Project's regional meetings in 1992-93. The main Federal programs that provide employment and training services are the Job Training Partnership Act (JTPA) for disadvantaged adults and youth and the Job Opportunities and Basic Skills (JOBS) program. Participation by immigrants is hard to track, because these programs track participants by ethnicity. Two programs within the Department of Health and Human Services, the State Legalization Impact Assistance Grants and the Office of Refugee Resettlement, also provide employment, job training, and educational services for immigrants and aliens legalized under the Immigration Reform and Control Act. These and other programs reflect the projection that immigrants will become a significant proportion of the nation's workforce. Programs that have been successful should become the basis for additional efforts to meet the needs of the growing immigrant population. (Contains 28 references.) (SLD)
