Traditional estimation methods provide a best estimate at the block scale based on available data. The pitfalls of histogram smoothing and conditional bias associated with these methods are well known. Quantifying local uncertainty is an alternative to estimation that avoids these issues. Multiple methods have been established for quantifying local uncertainty and are presented here. This thesis explores the local dependence of change of support methods as well as improves upon available post processing techniques associated with quantifying uncertainty for resource evaluation. Change of support parameters are examined through a simulation test. The advertised benefits and issues surrounding localization of uncertainty are evaluated and a flexible methodology for localization is demonstrated. Artifact reduction techniques are provided for improved localization when a single model is required. Lastly, a case study demonstrates practical implementation of geostatistical methods and post-processing for modeling block scale uncertainty and resource evaluation.

Book excerpt: The importance of monitoring networks for resource-management decisions is becoming more recognized, in both theory and application. Quantitative computer models provide a science-based framework to evaluate the efficacy and efficiency of existing and possible future monitoring networks. In the study described herein, two suites of tools were used to evaluate the worth of new data for specific predictions, which in turn can support efficient use of resources needed to construct a monitoring network. The approach evaluates the uncertainty of a model prediction and, by using linear propagation of uncertainty, estimates how much uncertainty could be reduced if the model were calibrated with addition information (increased a priori knowledge of parameter values or new observations). The theoretical underpinnings of the two suites of tools addressing this technique are compared, and their application to a hypothetical model based on a local model inset into the Great Lakes Water Availability Pilot model are described. Results show that meaningful guidance for monitoring network design can be obtained by using the methods explored. The validity of this guidance depends substantially on the parameterization as well; hence, parameterization must be considered not only when designing the parameter-estimation paradigm but also-importantly-when designing the prediction-uncertainty paradigm.

This book serves to bring this information together to inform those who are currently working in the field of HTA at the hospital, regional, national or global level. In addition, this book is intended for decision-makers and policy-makers with a stake in determining the uptake and decommissioning of new and established technologies in the hospital setting. HTA has traditionally been performed at the National/Regional level by HTA Agencies, typically linked to governments. Yet hospitals are the main entry door for most health technologies (HTs). Hospital decision-makers must undertake multiple high stakes investment and disinvestment decisions annually for innovative HTs, usually without adequate information. Despite the existence of arms-length HTA Agencies, inadequate information is available to hospital decision-makers either because relevant HTA reports are not yet released at the time of entry of new technologies to the field, or because even when the report exists, the information contained is insufficient to clarify the contextualized informational needs of hospital decision makers. Therefore, there has recently been a rising trend toward hospital-based HTA units and programs. These units/programs complement the work of National/Regional HTA Agencies by providing the key and relevant evidence needed by hospital decision makers in their specific hospital context, and within required decision-making timelines. The emergence of HB-HTA is creating a comprehensive HTA ecosystem across health care levels, which creates better bridges for knowledge translation through relevance and timeliness.

The fourteen research papers published in this Special Issue contribute significantly to the uncertainty assessment of operational hydrologic forecasting under changing environmental conditions and the promotion of water resources management by using the latest advanced techniques, such as AI techniques. The fourteen contributions across four major research areas: (1) machine learning approaches to hydrologic forecasting; (2) uncertainty analysis and assessment on hydrological modeling under changing environments; (3) AI techniques for optimizing multi-objective reservoir operation; (4) adaption strategies of extreme hydrological events for hazard mitigation. Non-point source (NPS) pollution in the vadose zone (simply defined as the layer of soil extending from the soil surface to the groundwater table) is a global environmental problem. Characteristically, NPS pollutants are widespread and occasionally ubiquitous in extent, thus making remediation efforts difficult and complex; have the potential for maintaining a relatively long active presence in the global ecosystem; and may result in long?]term, chronic health effects in humans and other life forms. Similar to other global environmental issues, the knowledge and information required to address the problem of NPS pollutants in the vadose zone cross several technological and subdisciplinary lines: spatial statistics, geographic information systems (GIS), hydrology, soil science, and remote sensing. Cooperation between disciplines and scientific societies is essential to address the problem. Evidence of such cooperation was the jointly sponsored American Geophysical Union Chapman/Soil Science Society of America (SSSA) Outreach Conference that occurred in October 1997, entitled “Applications of GIS, Remote Sensing, Geostatistics, and Solute Transport Modeling to the Assessment of Non-Point Source Pollution in the Vadose Zone.” The objective of the conference and this book, which was developed from the conference, was to explore current multidisciplinary research for assessing NPS pollution in soil and groundwater resources.
