Book excerpt: This is the INCB's annual report on the trends and patterns in the diversion of and trafficking in precursors used in the manufacture of drugs. During the reporting period the Board and governments have continued to give priority to maintaining practical and effective mechanisms for the rapid verification of transactions with precursors, particularly through the system of pre-export notifications. From March 2006 these notifications can be exchanged electronically via the PEN Online system. This report also includes estimates of countries' legitimate needs for precursors which can be used in the illicit manufacture of metamphetamine, amphetamine and ecstasy. Such estimates can be used to determine the legitimacy of shipments of precursor chemicals.

This book was released on 2004-03 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: To prevent the diversion of precursor chemicals for use in the illicit manufacture of drugs, governments must have adequate legislation in line with the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances as well as effective working mechanisms and procedures for information feedback between the authorities involved in the control of precursor chemicals. The International Narcotics Control Board in its report for 2003 examines actions taken recently and highlights both successful results and shortcomings that have been identified. The report focuses on major international operations launched with the assistance of the Board. It is divided into four parts, including treaty adherence and reporting by governments; prevention of diversion; overview and analysis of illicit traffic; and the annexes.
Book Synopsis Drug Precursor Developments in the European Union by :
Download or read book Drug Precursor Developments in the European Union written by and published by . This book was released on 2019 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: MDMA, amphetamine and methamphetamine are produced in the European Union in illicit laboratories to satisfy the demands of European consumers, and in the case of MDMA in particular, increasingly to supply consumers in other regions of the world. To produce these illicit drugs, chemical starting materials called drug precursors are needed. These chemicals may also have legitimate uses, necessitating a regime of regulation at the global level to prevent their diversion for illicit use and thereby limiting the supply of illicit drugs. A set of EU regulations provide an implementing framework for precursor trade within the European Union and between the European Union and the rest of the world. In order to avoid regulatory regimes, producers of illicit synthetic drugs have introduced alternative chemicals that are not listed in the precursor regulations. These chemicals, which are normally imported, are converted into drug precursors that are then used for synthetic drug production. Because alternative chemicals are not controlled, they are cheaper than drug precursors and can be traded with little risk of interdiction or heavy penalties. The emergence of these new substances is a serious challenge to the international precursor control system.

Book excerpt: In response to the rising concern of the American public over illegal bombings, the Bureau of Alcohol, Tobacco, and Firearms asked the National Research Council to examine possible mechanisms for reducing this threat. The committee examined four approaches to reducing the bombing threat: addition of detection markers to explosives for pre-blast detection, addition of identification taggants to explosives for post-blast identification of bombers, possible means to render common explosive materials inert, and placing controls on explosives and their precursors. The book makes several recommendations to reduce the number of criminal bombings in this country.

This book was released on 2016-03-10 with total page 307 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mental, neurological, and substance use disorders are common, highly disabling, and associated with significant premature mortality. The impact of these disorders on the social and economic well-being of individuals, families, and societies is large, growing, and underestimated. Despite this burden, these disorders have been systematically neglected, particularly in low- and middle-income countries, with pitifully small contributions to scaling up cost-effective prevention and treatment strategies. Systematically compiling the substantial existing knowledge to address this inequity is the central goal of this volume. This evidence-base can help policy makers in resource-constrained settings as they prioritize programs and interventions to address these disorders.

Laboratory and Scientific Section and published by . This book was released on 2011 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first United Nations Office on Drugs and Crime (UNODC) Guidelines for the Safe Disposal of Chemicals used in the illicit manufacture of Drugs (STNAR/36) was published in 2006. At the 33rd meeting of the Heads of Law Enforcement Agencies (HONLEA) Asia and Pacific, in Bali, Indonesia in 2010, Member States noted the significant increase in precursor chemicals discovered regionally and expressed concern about the difficulties encountered in storing and disposing of precursor chemicals in a safe and environmentally friendly manner. The present Guidelines reflect the discussions of the experts at the Expert Group Meeting on Safe and Environmentally-Responsible Disposal of Chemicals Used in the Illicit Manufacture of Drugs held in Bangkok, Thailand, from 20 to 22 September 2010, and the elaboration of practical methods for the safe handling and disposal of seized chemicals in situations where a waste management infrastructure may not be available.
