Book excerpt: The National Oceanic and Atmospheric Administration (NOAA) uses precipitation data in many applications including hurricane forecasting. Currently, NOAA uses data collected from the Tropical Rainfall Measuring Mission (TRMM) satellite that was launched in 1997 by NASA in cooperation with the Japan Aerospace Exploration Agency. NASA is now making plans to launch the Global Precipitation Measurement (GPM) mission in 2013 to succeed TRMM, which was originally intended as a 3 to 5 year mission but has enough fuel to orbit until 2012. The GPM mission consists of a "core" research satellite flying with other "constellation" satellites to provide global precipitation data products at three-hour intervals. This book is the second in a 2-part series from the National Research Council on the future of rainfall measuring missions. The book recommends that NOAA begin its GPM mission preparations as soon as possible and that NOAA develop a strategic plan for the mission using TRMM experience as a guide. The first book in the series, Assessment of the Benefits of Extending the Tropical Rainfall Measuring Mission (December 2004), recommended that the TRMM mission be extended as long as possible because of the quality, uniqueness, and many uses of its data. NASA has officially extended the TRMM mission until 2009.

Book excerpt: Bi-spectral satellite thresholds for precipitation specification are explored with visual and infrared satellite data collocated with Service-A hourly observations for 137 surface stations in the southeastern United States. The data span the month of August 1979 and total 70,623 observations, including 538 daylight precipitation observations. The distributional and statistical differences of four satellite resolution sizes ranging from 484 to 2025 nmi2 are explored and determined to be significant in the representation of weather conditions. Precipitation and no-precipitation data can be statistically differentiated with the visual and infrared mean and standard deviation values. For overcast ceiling reports, a simple linear bi-spectral threshold based on a 50% probability of precipitation is defined as extending from albedo 1.00 to 0.60 with associated cloud top temperatures 290K and 210K, respectively. For overcast and broken ceiling reports, and albedo greater than 0.80 specifies a 50% probability of precipitation. (Author).

These investigations were made to supplement the limited knowledge available concerning precipitation lines, with particular attention to severe weather phenomena and heavy rainstorms. Data are presented to describe rainfall line characteristics such as movement, orientation, duration, size, and growth tendencies. It was found that severe weather and heavy rainfall lines were larger, persisted longer, moved faster, and rotated more than other lines.

This study was conducted to determine under what conditions an off-nadir experiment is feasible. The signal-to-clutter ratio, the signal-to-noise ratio, and the minimum detectable rain rate were investigated. Available models, used in previous studies, were used for the surface clutter and the rain echo. The study also considers the attenuation of the returns at X band. It was concluded that an off-nadir rain-measurement experiment is feasible only for rain rates greater than 10 mm/hr for look angles greater than 60 deg. For the range of look angles 5 less than theta(sub 1) less than 50, the rain rate required is very high for adequate signal-to-clutter ratio, and hence the feasibility of the experiment.
