The fourth coup of 1 February 2021 was the latest by the military to control those aspects of society it deemed essential to its own interests, and its perception of state interests. The military’s institutional power was variously maintained by rule by decree, through political parties it founded and controlled, and through constitutional provisions it wrote that could not be amended without its approval. This fourth coup seems a product of personal demands for power between Senior General Min Aung Hlaing and Aung San Suu Kyi, and the especially humiliating defeat of the military-backed party at the hands of the National League for Democracy in the November 2020 elections. The violent and bloody suppression of widespread demonstrations continues, compromise seems unlikely, and the previous diarchic governance will not return. Myanmar’s political and economic future is endangered and suppression will only result in future outbreaks of political frustration.

Book excerpt: Based on a decade of research in Indonesia, this book provides an in-depth account of the military's struggle to adapt to the new democratic system after the downfall of Suharto's authoritarian regime in 1998. Unlike other studies of the Indonesian armed forces, which focus exclusively on internal military developments, Mietzner's study emphasizes the importance of conflicts among civilians in determining the extent of military involvement in political affairs. Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. A lack of recognition of and clear mandates for the informal justice providers, along with the absence of coordination between these providers and the judiciary, present critical challenges to local dispute resolution and informal legal systems. This results in a high level of unpredictability and insecurity concerning the justice outcomes and in the underreporting of cases. The lack of jurisdictional clarity represents an even greater challenge in areas of mixed control and where numerous armed actors are present. Discussion of reform of the justice sector in Myanmar and debates surrounding peace negotiations and the role of the ethnic armed groups in service provision are separated. This situation reinforces the divide between ceasefire areas and the rest of the country and raises concern that the improvement of justice systems will leave conflict-affected populations behind. Recognition of and support for community-based dispute resolution are crucial to reducing the escalation of conflict at the local level. Justice systems like those of ethnic armed groups can contribute significantly to stability and order at times when the official system has limited territorial reach and is mistrusted by civilians.

Book excerpt: Louise Michel was born illegitimate in 1830 and became a schoolmistress in Paris. She was involved in radical activities during the twilight of France’s Second Empire, and during the Franco-Prussian War of 1870 and the siege of Paris. She was a leading member of the revolutionary groups controlling Montmarte. Michel emerged as one of the leaders of the insurrection during the Paris Commune of March-May 1871; and French anarchists saw her as martyr and saint – The Red Virgin. When the Versailles government crushed the Commune in May 1871, Michel was sentenced to exile in New Caledonia, until the general amnesty of 1880, when she returned to France and great popular acclaim and support from the working people of the country. Michel was arrested again during a demonstration in Paris in 1883 and sentenced to six years in prison. Pardoned after three years, she continued her speeches and writing, although she spent the greater part of her time from 1890 until her death in 1905 in England in self-imposed exile. It was during her prison term from 1883 to 1886 that she compiled her Memoires, now available in English. These memoirs offer readers a view of the non-Marxist left and give an in-depth look into the development of the revolutionary spirit. The early chapters treat her childhood, the development of her revolutionary feelings, and her training as a schoolteacher. The next section describes her activities as a schoolteacher in the Haute-Marne and Paris and therefore contains much of interest on education in 19th-century Europe. Her chapters on the siege of Paris, the Commune, and her first trial show those events from the point of view of a major participant. Of particular interest is a chapter on women’s rights, which Michel saw as part of the search for the rights of all people, male and female, and not as a separate struggle. The Red Virgin: Memoirs of Louise Michel will be useful to both scholars and students of 19th-century French history and women’s studies.

Book excerpt: Ever since Myanmar regained her independence in January 1948, the Tatmadaw (Myanmar Armed Forces) has been crucial in restoring and maintaining law and order. It is one of the most important institutions in Myanmar politics. Various aspects of the Tatmadaw have been studied. The most notable area of study has been the political role of the military. This study looks at the organizational development of the Myanmar armed forces. It analyses four different aspects of the Tatmadaw: military doctrine and strategy, organization and force structure, armament and force modernization, and military training and officer education. It sets out security perceptions and policies, charting developments in each phase against the situation at the time, and also notes the contributions of the leading actors in the process. Since early 1990s, the Tatmadaw has implemented a force modernization programme. This work studies rationales and strategy behind the force modernization programme and examines the military capabilities of the Tatmadaw. Drawing extensively from archival sources and existing literature, this empirically grounded research argues that, while the internal armed security threat to the state continues to play an important role, it is the external security threat that gives more weight to the expansion and modernization of the Tatmadaw since 1988. It also argues that, despite its imperfections, the Tatmadaw has transformed from a force essentially for counter-insurgency operations into a force capable of fighting in limited conventional warfare.
