Book excerpt: Two papers by the Asian Development Bank: (1) Poverty Estimates in India: Provides an overview of the methodologies used by the Indian Planning Comm. in the past 30 years. Using the Planning Comm. poverty line, the paper computes poverty & inequality indices & demonstrates that the intertemporal changes in the poverty ratio has been more influenced by the changes in per capita consumption rather than class distribution. Also discusses the importance of non-income indicators such as infant mortality rate & school enrollment in the assessment of living standards. (2) Practices of Poverty Measurement & Poverty Profile of Bangladesh: Findings indicate that the incidence of poverty has declined over the years. Illustrations.

Book excerpt: Reviews the poverty measuring practices, available measures of poverty, and economic growth figures of Nepal. The poverty rates for FY 1976-77, 1984-85, and 1995-96 are found to be not comparable due to change in methodology over time. The three poverty rates average 40%. Nepal has experienced high economic growth during the 7th (1985-86 to 1989-90) and 8th (1992-93 to 1996-97) Plan periods with no strong evidences of poverty reduction. This incompatible result is partially explained by comparing growth of the agricultural sector with the role of the sector in providing employment and income generation at the household level, and by comparing social indicators particularly literacy rate with the growth of the nonagricultural sector. Book excerpt: "Reducing poverty is the central development challenge in Bangladesh. This poverty assessment addresses several basic "counting the poor" questions: Who are the poor? How numerous are they? Where do they live? What are the characteristics of poor households? How should we measure poverty? Has poverty declined? Has inequality increased? In answering these questions this poverty assessment constructs a poverty profile for Bangladesh."Although poverty has declined in Bangladesh in the 1990s, the remaining challenges are enormous. This report is part of a long-term process of capacity building and mainstreaming of poverty analysis in Bangladesh. Its findings suggest five pillars of a possible poverty reduction strategy: • Accelerating economic growth • Promoting education for the poor • Investing in poor areas • Improved targeting of public expenditures and safety nets • Forming further partnerships with NGOs Discussions with stakeholders, NGOs, the government, poverty researchers, and other donors in Bangladesh arising from this report will help to build support for an action plan and more detailed policy and institutional changes for faster poverty reduction.

Book excerpt: Poverty comparisons - such as whether poverty has increased, or where it is greatest, are typically clouded in conceptual and methodological uncertainties. How should individual well-being be assessed in deciding who is poor? Is a household survey a reliable guide? Where should the poverty line be drawn, and does the choice matter? This monograph surveys the issues that need to be considered in answering these questions, providing an accessible introduction to the most recent literature. The strengths and weaknesses of past methods are discussed, and a summary of methodological recommendations is given. A number of new analytical tools are described which can greatly facilitate poverty comparisons, recognising the uncertainties involved.

Available in PDF, EPUB and Kindle. Book excerpt: Although poverty lines are widely used as deflators for intergroup welfare comparisons, their internal consistency is rarely given close scrutiny. A priori considerations suggest that commonly used methods cannot be relied on to yield poverty lines that are consistent in terms of utility, or for capabilities more generally. The theory of revealed preference offers testable implications of utility consistency for "poverty baskets" under homogeneous preferences. A case study of Russia's official poverty lines reveals numerous violations of revealed preference criteria--violations that are not solely attributable to heterogeneity in preferences associated with climatic differences. This paper--a product of the Poverty Team, Development Research Group--is part of a larger effort in the group to improve poverty measurement methodology.

Available in PDF, EPUB and Kindle. Book excerpt: When India became independent in 1947 after two centuries of colonial rule, it immediately adopted a firmly democratic political system, with multiple parties, freedom of speech, and extensive political rights. The famines of the British era disappeared, and steady economic growth replaced the economic stagnation of the Raj. The growth of the Indian economy quickened further over the last three decades and became the second fastest among large economies. Despite a recent dip, it is still one of the highest in the world. Maintaining rapid as well as environmentally sustainable growth remains an important and achievable goal for India. In An Uncertain Glory, two of India's leading economists argue that the country's main problems lie in the lack of attention paid to the essential needs of the people, especially of the poor, and often of women. There have been major failures both to foster participatory growth and to make good use of the public resources generated by economic growth to enhance people's living conditions. There is also a continued inadequacy of social services such as schooling and medical care as well as of physical services such as safe water, electricity, drainage, transportation, and sanitation. In the long run, even the feasibility of high economic growth is threatened by the underdevelopment of social and physical infrastructure and the neglect of human capabilities, in contrast with the Asian approach of simultaneous pursuit of economic growth and human development, as pioneered by Japan, South Korea, and China. In a democratic system, which India has great reason to value, addressing these failures requires not only significant policy rethinking by the government, but also a clearer public understanding of the abysmal extent of social and economic deprivations in the country. The deep inequalities in Indian society tend to constrict public discussion, confining it largely to the lives and concerns of the relatively affluent. Drèze and Sen present a powerful analysis of these deprivations and inequalities as well as the possibility of change through democratic practice.

Book excerpt: The study of poverty dynamics is important for effective poverty alleviation policies because the changes in income poverty are also accompanied by changes in socioeconomic factors such as literacy, gender parity in school, health care, infant mortality, and asset holdings. In order to examine the dynamics of poverty, information from 1,212 households in 32 rural villages in Bangladesh was collected in December 2004 and December 2009. This book reports the analytical results from quantitative and qualitative surveys from the same households at two points of time, which yielded the panel data for understanding the changes in situations of poverty. Efforts have been made to include the most recent research from diverse disciplines including economics, statistics, anthropology, education, health care, and vulnerability study. Specifically, findings from logistic regression analysis, polychoric principal component analysis, kernel density function, income mobility with the help of the Markov chain model, and child nutrition status from anthropometric measures have been presented. Asset holdings and liabilities of the chronically poor as well as those of three other economic groups (the descending non-poor, the ascending poor, and the non-poor) are analyzed statistically. The degrees of vulnerability to poverty are examined by years of schooling, landholding size, gender of household head, social capital, and occupation. The multiple logistic regression model was used to identify important risk factors for a household’s vulnerability. In 2009, some of the basic characteristics of the chronically poor were: higher percentage and number of female-headed households, higher dependency ratio, lower levels of education, fewer years of schooling, and limited employment. There was a low degree of mobility of households from one poverty status to another in the period 2004-2009, implying that the process of economic development and high economic growth in the macroeconomy during this time failed to improve the poverty situation in rural Bangladesh.

Recent growth in Bangladesh has been relatively low in a country where it needs to be relatively high to avoid an increase in the number of poor.
