Scientists with expertise in food safety, nutrition, pharmacology, psychology, toxicology, and related disciplines; medical professionals with pediatric and adult patient experience in cardiology, neurology, and psychiatry; public health professionals; food industry representatives; regulatory experts; and consumer advocates discussed the safety of caffeine in food and dietary supplements, including, but not limited to, caffeinated beverage products, and identified data gaps. Caffeine, a central nervous stimulant, is arguably the most frequently ingested pharmacologically active substance in the world. Occurring naturally in more than 60 plants, including coffee beans, tea leaves, cola nuts and cocoa pods, caffeine has been part of innumerable cultures for centuries. But the caffeine-in-food landscape is changing. There are an array of new caffeine-containing energy products, from waffles to sunflower seeds, jelly beans to syrup, even bottled water, entering the marketplace. Years of scientific research have shown that moderate consumption by healthy adults of products containing naturally-occurring caffeine is not associated with adverse health effects. The changing caffeine landscape raises concerns about safety and whether any of these new products might be targeting populations not normally associated with caffeine consumption, namely children and adolescents, and whether caffeine poses a greater health risk to those populations than it does for healthy adults. This report delineates vulnerable populations who may be at risk from caffeine exposure; describes caffeine exposure and risk of cardiovascular and other health effects on vulnerable populations, including additive effects with other ingredients and effects related to pre-existing conditions; explores safe caffeine exposure levels for general and vulnerable populations; and identifies data gaps on caffeine stimulant effects.

In their place he puts forward an alternative neo-Durkheimian view of the possibility of non-violent revolutionary change, based on the development of such social and cultural continuities as already exist within each plural society. But he warns that -this is an age of passionate commitment to violence in which vicarious killers abound in search of a Vietnam of their own.- The aim of this groundbreaking and challenging book is to create theoretical perspectives in which to view the racial conflict of plural societies. Written in the turbulent early 1970s, the book demonstrates the inadequacy of then prevailing views such as Marxist interpretations of racial conflict as class struggle, and the Fanon a priori rejection of non-violent techniques of change, which Kuper holds responsible for the acceptance of what he calls -the platitudes of violence.- The book concludes with more personal sections focusing on the author's struggles with the then prevailing South African society, critiques of that, and censorship of his attempts to make these public. In the light of subsequent changes in South Africa many decades later, this book serves not only as an important work of political sociology but as a personal testament to the fight against racism in South Africa. Leo Kuper was professor of sociology and director of the African Studies Center at the University of California, Los Angeles. A South African by birth, he was one of the first writers on genocide as well as other aspects of African studies and urban sociology. His major book, Genocide (Penguin, 1981), remains in print. The Leo Kuper Foundation is a non-governmental organization dedicated to the eradication of genocide through research, advice, and education. It was created in Washington, DC in 1994 following the death of Leo Kuper, with the aim of improving measures to prevent genocide. The main area of work for the past five years has been in support of the creation of an International Criminal Court. Hall uncovers new evidence that supports the belief that U.S.-Latin American relations during this period were frequently a two-way street, with the United States reacting to Latin American initiatives just as frequently as Latin Americans responded to American initiatives. Both Eisenhower and Kennedy used sugar quota legislation as a foreign policy tool. At the same time, the Trujillo regime played upon Washington's fear of communism in response to the Cuban revolution to obtain an expanded sugar quota. Drawing heavily on U.S. and Dominican government documents, this study argues that the U.S. initiated economic sanctions against Trujillo to gain hemispheric support against Castro's Cuban revolution. Kennedy expanded those sanctions in an attempt to push the Dominican Republic along the path toward democracy. Although Juan Bosch's election at the end of 1962 and the allotment of a generous sugar quota indicated the apparent success of U.S. foreign policy toward the Dominican Republic, the overthrow of Bosch in 1963 indicated that the path toward democracy was longer than American policy makers had anticipated. This case study in the role of economic coercion in U.S.-Latin American relations during the Cold War tries to present a balanced account of both sides of the story.

Book excerpt: Most studies of Puerto Rico’s relations with the United States have focused on the sugar industry, recounting a tale of victimization and imperial abuse driven by the interests of U.S. sugar companies. But inPuerto Ricans in the Empire, Teresita A. Levy looks at a different agricultural sector, tobacco growing, and tells a story in which Puerto Ricans challenged U.S. officials and fought successfully for legislation that benefited the island. Levy describes how small-scale, politically involved, independent landowners grew most of the tobacco in Puerto Rico. She shows how, to gain access to political power, tobacco farmers joined local agricultural leagues and the leading farmers’ association, the Asociación de Agricultores Puertorriqueños (AAP). Through their affiliation with the AAP, they successfully lobbied U.S. administrators in San Juan and Washington, participated in government-sponsored agricultural programs, solicited agricultural credit from governmental sources, and sought scientific education in a variety of public programs, all to boost their share of the tobacco-leaf market in the United States. By their own efforts, Levy argues, Puerto Ricans demanded and won inclusion in the empire, in terms that were defined not only by the colonial power, but also by the colonized. The relationship between Puerto Rico and the United States was undoubtedly colonial in nature, but, as Puerto Ricans in the Empire shows, it was not unilateral. It was a dynamic, elastic, and ever-changing interaction, where Puerto Ricans actively participated in the economic and political processes of a negotiated empire.
