The symposium was coordinated primarily by students in the Urban Studies Program. Urban governments face almost every weakness in the national economic and social systems: widespread unemployment, racial segregation, and income inequality. Rather than deal with the problems themselves, government attempts to deal programmatically with the resultant pathologies: crime, housing abandonment, and fiscal insolvency. These pathologies are collectively entitled the "urban crisis." Events such as these seem to occur with some regularity in the United States. In only a decade, we have had an energy crisis, a constitutional crisis (Watergate), and now a tax crisis. Yet these events, as the urban crisis, are the disruptive and shocking results of long-neglected problems: unplanned development and use of energy resources, the growth of presidential power, and an outdated and inequitable taxing structure. If we are to deal with the urban crisis, the national government must provide the resources, leadership, and planning to combat the problems connected with race and poverty in the cities.
