Book excerpt: In the wake of the Good Friday Agreement, the redevelopment of the former Girdwood Army Barracks in North Belfast was hailed as a ‘symbol of hope’ for Northern Ireland. It was a major investment in a former conflict zone and an internationally significant peacebuilding project. Instead of adhering to the tenets of the Agreement, sectarianism dominated the regeneration agenda. Throughout the process, politicians, community groups and paramilitaries wrangled over the site’s future, and territorial contest won out over housing need. After eleven years of negotiation and £11.7 million, the EU-funded Girdwood Community Hub opened its doors to the public in 2016, but its impact has been underwhelming. The Hub’s redevelopment is a microcosm of the peace process itself, and the ways in which post-Agreement politics have failed to deliver a ‘shared future’ for the people of Northern Ireland, twenty-five years on. This ethnography provides a lively account of Girdwood’s redevelopment and a wry critique of the fractious political context around it. Through flânerie and encounter, the author brings us across peace walls, into community meetings and behind the scenes of decision-making in Northern Ireland. Girdwood’s story also sheds light on how power, politics and territory intersect in divided cities globally.

In Contentious Rituals, Jonathan S. Blake focuses on one such controversial tradition: Protestant parades in the streets of Northern Ireland. Marchers say they are celebrating their culture and commemorating their history, as they have done for two centuries. Catholics see the parades as carnivals of bigotry and strident assertions of power. The result is heightened inter-communal friction and occasional violence. Drawing on over 80 interviews, an original survey, and ethnographic observations, Blake investigates why participants choose to march in parades that are known to be a primary source of sectarian conflict today. His analysis reveals their reasons for acting, the meanings supplied to them, and how they make sense of the contention that surrounds them. Ultimately, he discovers, many paraders are not interested in the politics of their actions at all, but rather in the allure of the action itself: the satisfactions of joining with others to express a collective identity and carry on a cherished tradition. It describes how the US rejection of further annexations, despite its rising power, set the stage for twentieth-century efforts to outlaw conquest. In contrast to conventional accounts of a nineteenth-century shift from territorial expansion to commercial expansion, Richard W. Maass argues that US ambitions were selective from the start. By presenting twenty-three case studies, Maass examines the decision-making of US leaders facing opportunities to pursue annexation between 1775 and 1898. US presidents, secretaries, and congressmen consistently worried about how absorbing new territories would affect their domestic political influence and their goals for their country. These leaders were particularly sensitive to annexation's domestic costs where xenophobia interacted with their commitment to democracy: rather than grant political representation to a large alien population or subject it to a long-term imperial regime, they regularly avoided both of these perceived bad options by rejecting annexation. As a result, US leaders often declined even profitable opportunities for territorial expansion, and they renounced the practice entirely once no desirable targets remained. In addition to offering an updated history of the foundations of US territorial expansion, The Picky Eagle adds important nuance to previous theories of great-power expansion, with implications for our understanding of US foreign policy and international relations.

However, the existing literature on territorial conflict rarely scrutinizes a pivotal, related question: what makes a state withdraw from an occupied territory, or entrench itself within it? In Understanding Territorial Withdrawal, Rob Geist Pinfold addresses this research gap. He focuses primarily on Israel, a unique but important milieu that offers pertinent lessons for other states facing similar policy problems. As Pinfold demonstrates, occupiers choose to either perpetuate or abandon an occupation because of three factors: their relations with the occupied, interactions with third parties, and the occupier's domestic politics. He argues that each withdrawal is the culmination of a gradual process of policy re-assessment. Critically, it is a combination of local violence and international pressure that causes popular and elite opinion within the occupier to endorse an exit, rather than perpetuate the status quo. To affirm this pattern, Pinfold constructs a generalizable framework for understanding territorial withdrawal. He then applies this framework to multiple case studies, which include: Israel's withdrawal from the Sinai Peninsula between 1974-1982; its "unilateral" withdrawal from southern Lebanon in 2000; and its "unilateral disengagement" from the Gaza Strip in 2005, as well as Israel's non-withdrawals from the West Bank and Golan Heights. Overall, Understanding Territorial Withdrawal delineates commonalities that manifested in each exit yet were absent in the cases of occupation without exit. A powerful analysis of a central concern for the study of international security, territorial conflict, and the Arab-Israel conflict alike, this book provides a critical intervention that identifies why occupiers either retain, or leave, occupied territory.
