It does not, however, address many world political issues that now concern us deeply, such as terrorism, global financial crises, climate change, the impact of the internet revolution, deep-rooted racial inequalities, and violence against women. Moreover, while the development of International Relations as an academic subject has consolidated the status of the 'English School' as one of the principal approaches to the study of world politics, and The Anarchical Society as its key text, significant limitations in Bull's approach have also been identified. This volume examines how far The Anarchical Society continues to illuminate world politics and how well Bull's method and argument stand up today. The volume argues that although many of Bull's substantive judgements require updating, his approach remains valuable, not only for thinking about enduring problems of violence and security, but also, as a starting point, for thinking about many issues that Bull himself neglected. However, the contributors also develop important criticisms of Bull's approach and identify ways in which it could be strengthened. A key insight is that although The Anarchical Society is famous for explicating the concept of 'international society', there is more to it than that. Indeed, the contemporary relevance of Bull's work is clearest when we recognize the often overlooked potential of his concept of the 'world political system', referring to the global network of interactions of which modern international society is only a part.

Book excerpt: Focusing on four East European polities-Bosnia, Serbia, Bulgaria, and Romania—this book examines the dynamics and implications of processes of commercialization of security that have occurred following the collapse of communist regimes. These processes have been central to post-communist liberalization, and have profoundly shaped those states and their integration into European institutional structures and global economic and political circuits. They have also affected — and been shaped by— the behaviour and power of regional and global actors (e.g. European institutions, regional, and global corporations) in Eastern Europe. By virtue of the fact that they combine in complex ways local, national, regional, and global dynamics and actors, processes of security commercialization in the former Eastern bloc can be seen as instances of 'glocalization'. Several aspects of security commercialization are particularly important. To begin with, private actors —specifically private security companies (PSCs)— have been reconstituted as partial agents of public power. As such, they have come to be systematically involved in performing security practices traditionally associated with the state. In addition, a potent commercial logic has come to permeate public security institutions. This has led to redefinition of the relationship between the state and its population in ways that defy conventional wisdom about the role of the state, and pose difficult normative challenges. More broadly, processes of security commercialization in Eastern Europe, which involve important performative dimensions, have led to the emergence of complex, hybrid networks of security providers that transcend domestic/international, public/private boundaries and behave, in many ways, as entrepreneurs.

However, the main focus of the literature so far has been on IOs created by democratic states and comprised mostly of democracies, for examples the European Union. In contrast to existing studies, this book focuses on another group of regional IOs, referred to as 'non-democratic IOs' which are organizations founded by autocracies. How do these newly emerged organizations interrelate and interact with the outside world? How do they counteract and confront the danger of democratization in their own member states and neighboring states? This book aims to address these questions by developing a new theory of authoritarian regionalism, and by combining both quantitative and qualitative analysis to test it. The quantitative analysis uses a large dataset of all regional organizations worldwide for the post-World War II period, with the aim of defining historical trends in development and the modification of regionalism over the last seven decades (1945-2015). Qualitative analysis refines and develops the argument by looking at the case of post-Soviet Eurasia.
