Historically, universities were run by their academic communities but as mass higher education has taken root, as university research has become a critical element in national economies and as the demand for more accountability both financial and in academic performance has grown, pressure has mounted for a ‘modernisation’ of governance structures. One aspect of ‘modernisation’, particularly important in many European systems, and in Japan, has been the decision by governments to give institutions greater autonomy, more control over their budgets and legal responsibility for the employment of their staff. International trends to introduce greater competition between institutions, to encourage greater institutional differentiation and give greater play to market forces has led to an emphasis on leadership, a more systematic involvement of external stakeholders and a more ‘corporate style of governance. At the same time this has often led to a sense of loss of collegiality, a redistribution of authority and a growing gap between the ‘centre’ and the ‘periphery’ within universities. This book analyses governance change in nine major higher education systems, Australia, Finland, France, Germany, Italy, Japan, Norway, the UK and the USA, each account being the result of independent research by a leading authority in the field and describes how a convergence of governance structures has been mediated by the historical, cultural, political and social characteristics of the different systems. Michael Shattock is a leading authority on university governance; this study offers the most up to date account of governance reform in a range of higher education systems, an analysis of the common trends and an assessment of their impact on the idea of a university. It will be essential reading for academics, postgraduates and practitioners in higher education.

In an era of upheaval and civil war, rival authorities clashed in the universities, where the conflicts and complexities of early modern state formation were regularly laid bare. The encroachment of the Stuart monarchy beyond England into Scottish and Irish academe stimulated broader resistance from Scottish and Irish authorities, while prompting the founding of institutions of higher learning among expatriate communities beyond the British Isles, especially in New England. In these spaces, universities were viewed as institutional bulwarks against external intrusions that promoted localised, competing visions of the godly church and state amid the conflicts and complexities of early modern state formation. This book provides new insight into the contested nature of higher education in the British Atlantic world between the Reformation and the Enlightenment and corrects outmoded notions about the universities' purported insularity and intellectual poverty. Rather, the image that emerges of these universities is one of genuine academies of strategic importance, employed to serve the agendas of ruling powers in Scotland, Ireland, and New England. Trinity College, Dublin, Harvard College, and the Scottish universities existed on the frontiers of a deteriorating composite monarchy with a centralizing impulse, becoming battle grounds of the mid-seventeenth-century's intellectual, political, and religious conflicts. Yet it tends to be assumed that the concepts which were valid for the dozen or so universities and the tens of thousands of students of the 1900's are still valid for the fifty universities and the hundreds of thousands of students of today. Sir Sydney Caine was Director of the London School of Economics from 1957-67. Before that he had been for four years Vice-Chancellor of the University of Malaya and had served for twenty-five years in the Civil Service – in the Colonial Office, in the Colonial Service as Financial Secretary of Hong Kong, and in the Treasury. He is thus equipped to give a balanced assessment of the state of British universities today when their almost complete financial dependence on the state makes the relationship between the universities and the Government one of the central topics in any such discussion. The book examines a number of inter-related questions which are seldom asked. What are the objectives of a university? Is there a proper balance between teaching and research? Is it right that secondary school curricula should be to so great an extent determined by university entrance requirements? With the increase in their numbers are graduates any longer in any sense an élite? What are the underlying causes of the current malaise among students? What is the value of university education to the society which provides it, and should there be a special tax on graduates' earnings? What is the role of universities in relation to other forms of further education? How and to what extent should teachers – and students – participate in university government? Can alternative methods of financing universities be found which will give students a greater sense of responsibility and lead to the loosening of wasteful rigidities of organisation – in degree patterns, length of courses etc? Much of the confusion of purpose evident in higher educational policy today has risen because these and related questions have not been asked. Sir Sydney Caine examines them fairly and thoroughly, weighting the need to respect academic independence against the public interest. The result is a most stimulating discussion on a topic of vital concern for the future of Britain.

Book excerpt: The book interrogates the disciplinary biases and firewalls that inform mainstream international relations today, and problematises the several tropes that have come to typify the strategic histories of post-colonial societies such as India. Questioning a range of long-held cultural representations on India, the book challenges such portrayals and underscores the centrality of context and contingency in any cultural explanation of state behaviour. It argues for a historico-cultural understanding of power and critiques IR’s tendency to usher in a selective ‘return of history’. Taking two contrasting case studies from medieval Indian history, the book assesses the success and failure of the grand strategy pursued by the Mughal empire under Akbar. The study emphasises his grand strategy of accommodation, defined by the interplay of critical variables such as distance and the vast military labour market. The book also looks at his conscious attempt to indigenise power by projecting himself as the personification of the ideal Hindu king. This case study helps to contextualise the many critical transitions that occurred in international relations: from medieval empires to the modern state system, and from an indigenised, experiential understanding of power to its absolute, abstract manifestations in the colonial state.
