Book excerpt: To support the Government's efforts to design effective poverty reduction strategies and interventions, the Bank undertook this Risk and Vulnerability Assessment. Within the framework of social risk management, this report aims to 1) better understand the poverty trends and implications for the poor's vulnerability, as revealed from a quantitative analysis of the priority surveys for 1994 and 1998; 2) supplement the quantitative analysis of poverty and vulnerability with a participatory pilot survey in four villages, in order to identify the key economic and social risks and coping strategies of the poor and vulnerable (particularly women) at the village level, drawing on people's perception of risks and vulnerability; 3) to the extent data permitted, to review the present safety net programs and assess the extent to which they are designed to address the main risks experienced by poor people, the adequacy of such publicly-funded response mechanisms, and identify gaps and/or suggest improvements in the present programmatic interventions; and 4) based on the quantitative and qualitative work, to discuss policy perspectives bearing on the many ways to address risk and vulnerability issues in Burkina Faso. The report is organized as follows: After the introduction, Chapter 2 provides a conceptual framework for analysis of risk and vulnerability. Chapter 3 provides an overview of the country background and the major shocks experienced by the Burkina population in the recent period. Chapter 4 then provides a quantitative analysis of poverty trends and vulnerability to various risks. Chapter 5 provides a qualitative analysis of poverty and vulnerability, based on the findings of participatory surveys done in four villages. This is followed by an overview of existing publicly funded safety net programs and their interface with risks and vulnerabilities of poor households in Chapter 6. finally, based on the quantitative and qualitative analysis and the review of programs, the last chapter -Chapter 7 -provides some policy perspectives on how to improve the risk management capabilities of poor households via appropriate public action.

The capital city is Ouagadougou. The country has a tropical climate with two very distinct seasons: dry and rainy. In the rainy season which lasts from May/June to September, the country receives between 600 an d900 mm of rainfall in the south, but less than 600 mm in the Sahel in the north. Despite the hard climate the country has agricultural and livestock-breeding potential that represents around a quarter of GDP (2010-2014) and provide a living for more than 80 percent of the population. Burkina Faso is the top cotton producer in Africa. The principal subsistence crops are sorghum, millet, corn, and rice. The secondary sector accounts for one-fifth of GDP, and mining in particular plays an important role in the Burkina Faso economy. The tertiary sector, comprising many microenterprises, accounts for 45 percent of GDP. While Burkina Faso has been successful in reducing poverty, this phenomenon is still high in the country. The objective of this report is to review the state of knowledge of the profile and dynamics of poverty and to assess the tangible achievements of Burkina Faso in the fight against poverty over the past decade, highlighting the major issues and obstacles in the march towards the twin goals.

In Burkina Faso, poverty reduction strategies remain primarily driven by studies of its monetary aspects. Empirical analysis using a factor approach shows that the incidence of poverty is high, particularly for multidimensional basic needs poverty and subjective poverty. A cumulative analysis of the set of poverty kernels indicates that 37.7% of households experience all three forms of poverty following a simple intersection method, whereas only 12.3% are in poverty according to the factor analysis, identifying the hard core of poverty. Government should promote policies targeting each dimension of poverty emphasizing rural development through access to basic social services.

While insurance and credit markets, combined with widespread social security, provide an important cushion against poverty in rich countries, the need for immediate survival may lock the poor into persistent poverty in developing countries.The poor in developing countries do have informal mechanisms to cope with risk and misfortune. These are based on income diversification, risk avoidance, self-insurance by saving together with family, and community-based mutual assistance. Nevertheless, the scope of these mechanisms remains limited. Repeated individual-specific shocks such as illness or pests, or covariate risks associated with drought, flood, or recession, undermine the ability of individuals and their families to cope withrisk.We now know much more about vulnerability to risk and how poor people cope. Even more importantly, we have learned much about the large long-term consequences of these risks, which condemns many to persistent poverty and excludes them from economic growth. But there is much that can be done. The micro-level studies that underpin this book offer new insights on how effective public action could be more effective in protecting the vulnerable against persistent poverty. Policy should focus onproviding a comprehensive menu of ex-ante and post-crisis protection mechanisms, including new forms of insurance, savings, safety nets, and the means to strengthen the poor's asset base. Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

This is the result of openness of mind and ability to adapt the analytical framework, the evaluation methods, and the interpretation of results in a constant interaction with the stakeholders. Such characteristics make evaluation a domain that can help understand better complex issues like poverty, inequality, vulnerability, and their interactions as well as propose a relevant and useful theory of change for public policies and projects to improve the plight of a large part of the world population in industrialized and developing countries alike.
