While still being a matter of concern for most governments, this issue is of paramount importance for developing countries, where most of the world's impoverished live, and where a large proportion of the population suffers severe and often multi-dimensional deprivations. The incidence of poverty varies greatly between countries and regions, but generally South Asia and sub-Saharan Africa are the regions most plagued both in terms of severity and proportion of the population affected. According to statistics a fifth of all people on earth live on less than $1 a day, and almost half of them are in South Asia.1 India, being a part of one of the most poverty-stricken regions of the world, is not spared the fate of its neighbours. Estimates of the number of people below the poverty line vary between 260 and 400 million, making India the country with the largest number of poor people in the world. For most of them poverty is both severe and prolonged. Many spend the better part of their lives impoverished, and some even die without ever knowing the delights of financial security, having suffered deprivations in all aspects of their existence all life long.

Poverty and Social Exclusion in India focuses on social exclusion, which has its roots in India’s historical divisions along lines of caste, tribe, and the excluded sex, that is, women. These inequalities are more structural in nature and have kept entire groups trapped, unable to take advantage of opportunities that economic growth offers. Culturally rooted systems perpetuate inequality, and, rather than a culture of poverty that afflicts disadvantaged groups, it is, in fact, these inequality traps that prevent these groups from breaking out. Combining rigorous quantitative research with a discussion of these underlying processes, this book finds that exclusion can be explained by inequality in opportunities, inequality in access to markets, and inequality in voice and agency. This report will be of interest to policy makers, development practitioners, social scientists, and academics working to foster equality in India.

Can ‘development beyond neoliberalism’ offer the strategies required to challenge such persistent forms of poverty, particularly through efforts to promote citizenship amongst poor people? Drawing on case-study evidence from Africa, Latin America and South Asia, the contributions critically examine different attempts to ‘govern’ chronic poverty via the promotion of particular forms and notions of citizenship, with a specific focus on the role of community-based approaches, social policy and social movements. Poverty is seen here as deriving from underlying patterns of uneven development, involving processes of capitalism and state formation that foster inequality-generating mechanisms and particularly disadvantaged social categories. Sceptics tend to deride the emphasis under current ‘inclusive’ forms of Liberalism on tackling poverty through the promotion of citizenship as inevitably depoliticising and disempowering for poor people, and our cases do suggest that citizenship-based strategies rarely alter the underlying basis of poverty. However, our evidence also offers some support to those optimists who suggest that progressive moves towards poverty reduction and citizenship formation have become more rather than less likely at the current juncture. The promotion of citizenship emerges here as a significant but incomplete effort to challenge poverty that persists over time. This book was published as a special issue of the Journal of Development Studies.

Fortunately, government initiatives wield much needed hope in this battle for securing social and financial equality. The high correlation between social exclusion and poverty should be adequately represented at the highest policy making level and propel the right action plan in the near to the long term. Book excerpt: The Report notes that chronic poverty continues because almost all past growth-mediated poverty-reducing strategies have bypassed various historically marginalised groups and deprived regions. Persistent spatial backwardness and inequality have led to concentration of poverty in certain parts of the country, so there is a geographical dimension to poverty. Additionally, since poverty remains especially prevalent among certain occupational groups, there is a sociological dimension to its persistence. It summarises the debates around the measurement of poverty in India and suggests that while there are differences with regard to measuring poverty, longitudinal tracking of households through panel data enables analysis of the dynamics of poverty. Poverty dynamics recognises the existence of processes through which the poor either escape from poverty or fail to escape it and the non-poor either remain non-poor or become poor. Through analysis of a rural panel dataset covering about 3,000 households across the country it draws attention to the significant scale of incidence of chronic poverty; of non-poor households falling into poverty; and of a proportion of those who are poor managing to escape from it.
