Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

The contributions introduce the problems of rural development and show that effective rural development is assisted by investment in education and secure access to credit; that equity is important for incentives but not directly related to poverty; and that technical and institutional reform are essential, but require careful design and implementation.

As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 2, namely "End hunger, achieve food security and improved nutrition and promote sustainable agriculture" and contains the description of a range of related terms, to allow for a better understanding and foster knowledge. Our planet produces enough food to feed everyone. Malnutrition and hunger are the result of inappropriate food production processes, bad governance and injustice. SDG 2 seeks to guarantee quality and nutritious food to ensure healthy life by adopting a holistic approach that involves various actions targeting different actors, technologies, policies and programs. These initiatives have to face challenges coming from extensive environmental degradation, loss of biodiversity and the interrelated effects of climate change. Similarly, the rural poor population is quite diverse both in the problems they face and the possible solutions to those problems. This book examines nature and characteristics of rural poverty and how it develops, its persistence, and how it has caused destruction to environmental resources. The quest for global stability and peace has placed poverty issues at the centre of deliberation. In the year 2000, the eight Millennium Development Goals (MDGs) directly addressed the problem of poverty and its alleviation. Natural resources degradation is usually understood in terms of over use of scarce non-renewable and potentially renewable resources. It entails damage or destruction of key natural resourcessuch as soils and forestsand the subsequent production of wastes. Low-income rural dwellers have much lower levels of consumption than middle and upper income groups, but occupy much more land per person than middle and upper income groups. Yet, low income groups consume less food and generally have diets that are less energy and land intensive than higher income groups. However, low income populations deplete natural resources for settlements, farming and extraction of resources for many urban dwellers. This book has created the linkages between poverty in rural areas and environmental resources degradation. It draws conclusions from examples from all over the world and emphasises on a case study in rural Ghana. This book is recommended for academicians, rural development professionals, environmentalists and the general public.
