Quinze intervenants, chercheurs ou praticiens de l'aide au développement, examinent l'influence sur les États actuels d'Afrique subsaharienne des conceptions du pouvoir héritées du passé : l'hypothèse de base est que les évolutions ressenties depuis 1960 sont largement conditionnées par la culture politique africaine ancienne, ce qui permet de mieux comprendre l'écart entre le fonctionnement des États et leurs constitutions libérales. Est d'abord abordée la décolonisation du Sénégal. Puis sont présentés des États de l'Afrique d'autrefois (royaumes akan, Fouta-Djalon, Adamawa), où les dirigeants cultivaient le consensus dans les modalités de la prise de décision, tout en étant soumis à divers contre-pouvoirs. On étudie ensuite les cas de Madagascar, la Côte d'Ivoire, le Mali, en période de parti unique puis de multipartismes. Plusieurs articles sont consacrés aux thèmes des armées, de la justice, des conférences nationales. Des rapprochements sont faits avec d'autres espaces (Maroc, Pacifique sud).
