Book excerpt: AB STRACTChris Meadows, POSITIVE BEHAVIORAL INTERVENTIONS AND SUPPORTS AT A NC PUBLIC CHARTER SCHOOL: A PROGRAM EVALUATION (Under the direction of Dr. Marjorie Ringler). Department of Educational Leadership, December 2020.Positive Behavioral Interventions and Supports (PBIS) is a multi-tiered framework utilized in over 26,000 schools across the United States, to create a school culture consisting of a positive learning environment and successful student (Sugai & Horner, 2020). This study sought to determine the effectiveness of PBIS at a North Carolina public charter school in regards to three major indicators: student attendance; student academic achievement; and student discipline. The rise of charter schools in both the US and NC is discussed along with charter school advocate and critic perceptions. To gain a greater understanding of the effectiveness or ineffectiveness of PBIS at this charter, many topics were detailed to mirror the charter's student population. At the time of the study, the study site was predominately African American and high poverty. Because of the predominate student population of the study's site, African American and high poverty student issues and concerns are discussed based on numerous educational theorist's ideas and their respective research. Determining the effectiveness or ineffectiveness of PBIS at the charter occur through data collection procured through various PBIS documents from the three years at the charter, equating to the first year (2017-18) of PBIS implementation, the second year (2018-2019) of PBIS implementation, and the third year (2019- 2020) of PBIS implementation. The three years of data included student proficiency on NC End of Grade (EOG) assessments, student suspension data, and student attendance rates. Qualitative data was obtained from charter school staff responses of semi-structured interview questions. The evaluation of this this program was completed with the CIPP (Context; Input; Process; and Product) method. The program evaluation was favorable overall in the fidelity of PBISimplementation and generated the following findings: academic growth in each of the three years of PBIS implementation; a decrease in student short-term suspensions in each of the three years of PBIS implementation; and a steady and remarkable increase in student attendance rate in each of the three years of PBIS implementation.

Book excerpt: A revolution in working with difficult students began during the 1980s, with a dramatic shift away from dependence on simply punishing bad behavior to reinforcing desired, positive behaviors of children in the classroom. With its foundation in applied behavior analysis (ABA), positive behavior support (PBS) is a social ecology approach that continues to play an increasingly integral role in public education as well as mental health and social services nationwide. The Handbook of Positive Behavior Support gathers into one concise volume the many elements of this burgeoning field and organizes them into a powerful, dynamic knowledge base – theory, research, and applications. Within its chapters, leading experts, including the primary developers and researchers of PBS: (1) Review the origins, history, and ethical foundations of positive behavior support. (2) Report on applications of PBS in early childhood and family contexts, from Head Start to foster care to mental health settings to autism treatment programs. (3) Examine school-based PBS used to benefit all students regardless of ability or conduct. (4) Relate schoolwide PBS to wraparound mental health services and the RTI (response to intervention) movement. (5) Provide data and discussion on a variety of topics salient to PBS, including parenting issues, personnel training, high school use, poorly functioning schools, and more. This volume is an essential resource for school-based practitioners as well as clinicians and researchers in clinical child, school, and educational psychology.

Book excerpt: The Virginia Tiered Systems of Support (VTSS) represents the merger of the behavioral side Positive Behavioral Supports (PBIS) and the academic side Response to Interventions (RtI) (Mann & Leutscher, 2014). VTSS is the Commonwealth of Virginia's adaptation of the federally required systemic response program schools are expected to adopt to address the behavioral and academic needs of students (Landers, Courtade, & Ryndak, 2012; Prasse et al., 2012). The development of specific implementation guidelines has been assigned to local levels of leadership. Thus, VTSS programming differences are common between both districts and schools. The purpose of this study is to assess the implementation levels of the behavioral components of three middle schools within the same school district. Three middle schools were selected for this study. The schools operate in the same school district and are separated by approximately ten miles. The study revealed that the schools varied greatly in their interpretation and facilitation of VTSS despite having access to similar resources and external supports. The degrees of behavioral programming implementation and the types of behavioral interventions varied by school location, and these differences are related a variety of different variables: from each school-based VTSS teams' diverse interpretation of VTSS objectives to insufficient faculty buy-in of VTSS-recommended interventions. Additionally, the study revealed that the schools desire to correct the implementation issues and seek to have more central office-driven standardization in programming among their locations.

With mounting pressure from school district administrations, state and federal government agencies, and the communities in which these schools reside, teachers often struggle to determine the best path to achieve consistent student engagement. When inappropriate behaviors are not managed effectively, academics suffer. Positive behavior interventions and supports (PBIS) have been shown to be effective in reducing such behaviors. Professional Learning Communities (PLC) have also become very common in schools as teachers are organized into teams to collaborate and plan learning opportunities and methods for the instruction and assessment of students. The present study examined the effects of PBIS implementation through the PLC on the teaching staff in 7 elementary school classrooms. This is a case study in which selected teachers were observed and interviewed to determine their level of and concerns regarding implementation and subsequent adoption level. Results indicate that the teachers all have unique experiences with PBIS and related interventions that either reduce their use or support their belief that it is an effective system. Their PLC collaboration is also discussed as it was proposed to be the medium and data catalyst for implementation. Limitations and implications of this study for researchers and practitioners are discussed.

Book excerpt: The primary objective of this study was to substantiate implementation fidelity of the Positive Behavioral Interventions and Support program (PBS) employed by a school district. The investigation utilized a mixed-method theory-based evaluation to examine the extent to which the PBS program had been implemented in comparison to predetermined goals and objectives. The evaluative measures were employed within a three-phase framework (pre-adoption, delivery and post-delivery) to systematically monitor program implementation. Quantitative and qualitative findings, both formative and summative, provided on-going guidance for the program. PBS is the application of a broad range of systemic and individualized behavior approaches to achieve socially important behavior change and learning outcomes while preventing problem behavior with all students. District stakeholders chose to implement school-wide PBS in an effort to maximize academic achievement and to create and sustain safe and orderly environments in a unified and common system by identifying, adopting, and sustaining research-validated behavior management practices, policies and systems. Classroom specific behavior management was enhanced with the integrated implementation of selected content from the Classroom Organization Management Program (COMP). Results demonstrated a successful first year of program implementation. A substantial quantity of items central to school-wide PBS had been adequately established. The value of theory-driven program evaluation was supported. Collectively, findings indicated that both the planned intervention and implementation support system were satisfactorily implemented. Specific items for which reservation was experienced were identified for action planning by team leaders. District stakeholders committed to the model and began to experience the benefits of their program in terms of developing and maintaining a positive school environment for all students. The PBS provided the opportunity for more effective teaching and the provision of more support to individual students with challenging behavior. Suggestions regarding next steps for the PBS field of study and appropriate courses of action for the immediate district were offered. Findings from this study may contribute to the school-wide behavioral support knowledge base by demonstrating theory-based program evaluation and enhancing our understanding of the procedures pertinent to PBS program implementation.

Book excerpt: This research study examined the effectiveness of a Tier I Response to Intervention (RtI) program for school-wide positive behavior support (SWPBS) in an urban northeastern school. It was designed to ascertain the effectiveness of this character program in promoting positive behavior growth of middle school students. In addition, it evaluated the perceptions of faculty regarding the implementation and effectiveness of this program as a school-wide positive behavior support model. The research questions that guided this study were: 1."To what extent" did the application of the positive behavior support program impact behavioral performance of middle school students at a northeastern, United States public school? 2. What were the perceptions of the staff regarding the impact of the positive behavior support program on students' behavior? An evaluation research design was used, and data were collected from office discipline referrals before and during implementation using a quantitative approach. The second question was answered using a combination of quantitative and qualitative approaches, which included a survey with a Likert-type scale with open-ended responses. T-tests and Cronbach's alpha were used during statistical analysis. Key findings of this study include that the program supports positive behavioral growth; however, the integrity of the implementation of the program influences its effectiveness. Although this study was conducted at a suburban middle school, the findings may be useful to school systems seeking to implement a school-wide positive behavioral support model in their school.

Book excerpt: The purpose of this quantitative, causal-comparative study was to determine the effect of School-Wide Behavioral Interventions and Supports (SWPBIS) on students’ academic success, specifically in reading and math. There is a growing problem with accountability on teachers to ensure their students’ success. However, one of the many barriers of ensuring this success is the behavioral aspects of the student. This study took a look at one particular framework, Positive Behavioral Interventions and Supports (PBIS), designed to help students overall academic success to determine if there is a relationship between the framework and student achievement data (Mississippi Academic Assessment Program) by conducting a Multivariance analysis of variance, or MANOVA. PBIS is a framework designed to meet the needs of students behaviorally, to enhance the overall academic success of students. This study took a look at five schools (both with and without full, school-wide PBIS implementation), 398 third grade students’ academic success of reading and math Mississippi Academic Assessment Program (MAAP) scale scores in the southern region of the state. Also, there were previous studies conducted to demonstrate the success rate of students in terms of discipline, not specifically targeting students’ academic success. This study found that there is a difference in academic scores of students who participated in PBIS than those that did not. However, recommendations for conducting this study in the future will include the researcher to include more regions of the entire state, conduct study post Covid-19, add additional grade levels, and separate the two content areas.

Available in PDF, EPUB and Kindle. Book excerpt: A heated debate is raging over our nation’s public schools and how they should be reformed, with proposals ranging from imposing national standards to replacing public education altogether with a voucher system for private schools. Combining decades of experience in education, the authors propose an innovative approach to solving the problems of our school system and find a middle ground between these extremes. Reinventing Public Education shows how contracting would radically change the way we operate our schools, while keeping them public and accessible to all, and making them better able to meet standards of achievement and equity. Using public funds, local school boards would select private providers to operate individual schools under formal contracts specifying the type and quality of instruction. In a hands-on, concrete fashion, the authors provide a thorough explanation of the pros and cons of school contracting and how it would work in practice. They show how contracting would free local school boards from operating schools so they can focus on improving educational policy; how it would allow parents to choose the best school for their children; and, finally, how it would ensure that schools are held accountable and academic standards are met. While retaining a strong public role in education, contracting enables schools to be more imaginative, adaptable, and suited to the needs of children and families. In presenting an alternative vision for America’s schools, Reinventing Public Education is too important to be ignored.
