Book excerpt: This book advances research into the government-forced labor used widely in colonial Kenya from 1930 to 1963 after the passage of the International Labor Organization’s Forced Labour Convention. While the 1930 Convention intended to mark the suppression of forced labor practices, various exemptions meant that many coercive labor practices continued in colonial territories. Focusing on East Africa and the Kenya Colony, this book shows how the colonial administration was able to exploit the exemption clause for communal labor, thus ensuring the mobilization of African labor for infrastructure development. As an exemption, communal labor was not defined as forced labor but instead justified as a continuation of traditional African and community labor practices. Despite this ideological justification, the book shows that communal labor was indeed an intensification of coercive labor practices and one that penalized Africans for non-compliance with fines or imprisonment. The use of forced labor before and after the passage of the Convention is examined, with a focus on its use during World War II as well as in efforts to combat soil erosion in the rural African reserve areas in Kenya. The exploitation of female labor, the Mau Mau war of the 1950s, civilian protests, and the regeneration of communal labor as harambee after independence are also discussed.

Using multisited archival sources and oral histories focused on the western Rift Valley, Seeing Like a Citizen makes three fundamental contributions to our understanding of African and Kenyan history. First, it challenges the widely accepted idea of the gatekeeper state, revealing that state control remained limited and that the postcolonial state was an internally varied and often dissonant institution. Second, it transforms our understanding of postcolonial citizenship, showing that its balance of rights and duties was neither claimed nor imposed, but negotiated and differentiated. Third, it reorients Kenyan historiography away from central Kenya and elite postcolonial politics. The result is a powerful investigation of experiences of independence, of the meaning and form of development, and of how global political practices were composed and recomposed on the ground in local settings.

Book excerpt: "This dissertation studies the role of water in colonial statecraft in late-colonial Kenya. While the economic and political basis of colonial development after World War Two has been fully established, much of the work looking at the implementation of these projects focuses on large-scale projects such as the Tanganyikan Groundnut Scheme. My work reorients this through a close historical study of irrigation schemes in eastern and northern Kenya, bringing to light the coercive nature of development implementation and its impact on rural communities. In the arid and semi-arid landscapes of Kenya, the colonial government invested thousands of pounds in expanding water access into the hinterland to spur agricultural production. Creating productivity required the coercion and redirection of numerous rivers and streams, while creating hundreds of boreholes and dams that pockmarked the landscape. Further, the development of productive areas in these regions necessitated the legislative erasure of the native populations that inhabited arid areas, groups whose subsistence was deemed too primitive or antithetical to the cash crop empire that the colonial state hoped to erect after 1945. The dismissal of tribal claims to lands and resources served to create a hierarchy that justified state intervention on behalf of settled, export-oriented production. My research thus focuses specifically on these landscapes and these regions, revealing the coercive and exclusionary nature of water provision in rural areas the devastating impact this had on communities and landscapes. These narratives and these experiences are critical in evaluating the implementation of colonial development policies, as well as providing an important human and environmental perspective to a topic often dominated by top level political and economic analyses. Studying water, and the ways it has historically been used to subjugate or evict rural populations from potentially agricultural lands, is an essential intervention for the social and environmental history of Kenya. The project studies three separate irrigation projects in Kenya between 1934 and 1963, and takes into account the array of social, ecological, and political effects of water development in this era. Although each of these case studies is linked by the threads of resource exclusion and the dispossession of rural tribes, they represent very different experiences. While large scale irrigation projects like the Tana River Irrigation Scheme imposed dramatic social and economic impingements on the local community, other aspects of late-colonial irrigation acted in different ways. The expansion of groundwater resources in Kitui District sought to improve grazing pastures for local pastoralists, yet in reality these new resources were only made available to those who could pay. Making essential resources dependent on financial means thus exacerbated social cleavages, leading to ecological decay in the reserves and ultimately the destruction of precious irrigated grazing lands. Finally, the case of the Ewaso Ng'iro river in northern Kenya reveals the decisive cleavage between settler dominance and pastoral African needs. As an outpost of empire, colonial water development in northern regions centred on boreholes designed to keep nomadic communities in place, but these proved insufficient for local need. Water shortages for African communities were exacerbated by European settler's overuse of river water for their own irrigation, leaving water courses downstream in African areas parched and famine ridden. Taken collectively, the case studies demonstrate the myriad ways that development policies could impact rural communities, and the ways that the colonial state sought to mitigate environmental limits in their pursuit of economic growth. The politics of water and its distribution is thus critical in understanding how rural populations experienced the last years of colonial rule, and the fundamental impact it had on their livelihoods"--Author's abstract.
