Book excerpt: "Based on static partial equilibrium analysis, the "new brain drain" literature argues that, by raising the return to education, a brain drain generates a brain gain that is, under certain conditions, larger than the brain drain itself, and that such a net brain gain results in an increase in welfare and growth due to education's positive externalities. This paper argues that these claims are exaggerated. In the static case, and based on both partial and general equilibrium considerations, the paper shows that (1) the size of the brain gain is smaller than suggested in that literature; (2) the impact on welfare and growth is smaller as well (for any brain gain size); (3) a positive brain gain is likely to result in a smaller, possibly negative human capital gain; (4) an increase in the stock of human capital may have a negative impact on welfare and growth; and (5) in a dynamic framework, the paper shows that the steady-state brain gain is equal to the brain drain so that a "beneficial brain drain" cannot take place, and a net brain loss is likely during the transition.

Book excerpt: This paper models the evolution of the world distribution of income and shows that while the distribution of income per capita across economies in the world will be stable in the long run, the world distribution of population may be divergent. The paper then uses this model to analyze the impact of the current trend towards predominantly skilled emigration from poor to rich countries on fertility, human capital formation, and growth, in both the sending and receiving countries. It shows that in the long run, brain drain migration patterns may increase world inequality as relatively poor countries grow large in terms of population. In the short run however, it is possible for world inequality to fall due to rises in GDP per capita in large developing economies with low skilled emigration rates.

He finds that while emigration certainly cannot be stopped, and may be beneficial in some cases, unhindered high-skilled emigration —particularly in the case of sub-Saharan Africa —can have disastrous consequences. In examining the cases of Malawi, Tanzania, and Zimbabwe, Tanner finds striking trends. For instance, the outflow of physicians from Malawi may severely hurt AIDS prevention. Furthermore, sub-Saharan Africans tend not to return; remittances are erratic, have dwindled over time, and do not offset the costs of emigration. Tanner recommends specific policies where carefully targeted development measures could be used to mitigate the negative consequences of brain drain.

Industrialization has generally been associated, on the one hand with ever more rapid forms of trans portation and other forms of communication, a long-range rise in the per capita income, the exodus from the countryside to the cities and an enormous urbanization process, and the demand for improved social and economic security, on the other. But these characteristics tend to be more relative than absolute. It is not possible to make a distinct division between developed nations, and countries in various stages of development. All countries are constantly undergoing change and are in transition with respect to development. The constant migration of skilled workers and es pecially the search for better training and working conditions on the part of academically trained people is inseparable from this process of transition - i. e. from the phenomenon of long-range. permanent change. This paper presents estimates of emigration rates from 61 developing countries to OECD countries for three educational categories constructed using 1990 U.S. Census data, Barro and Lee’s data set on educational attainment, and OECD migration data. Although still tentative in many respects, these estimates reveal a substantial brain drain from the Caribbean, Central America, and some African and Asian countries.
