The primcipal of this essay of the relation between economic growth and employment in the people’s republic of China is that China has succeeded in providing greater employment opportunities for a large and rapidly growing labour force, with much of this absorption of labour occurring in agriculture. China’s economy has growth rapidly, though at times erratically, since the creation of the People’s Republic in 1949 by economic reform and its open-door policy. Mao Zedong declared the formation of the People’s Republic of China in October 1, 1949. (Gamer 2003) In addition to the expansion of production both in aggregate and in per capita values, this growth process has brough with it important changes in economic structure, in technology, and in the level of economic welfare enjoyed by the Chinese people. Changes in the structure of the economy formely dominated by agriculture and handicrafts with industry contributing only a small and isolated segment of total output have pushed the industry ahead of agriculture as the largest contributor to China’s gross domestic product. Massive growth of output in energy, metallurgy, engineering, and other basic industries has enabled China to supply itself with the most of the commodities needed to support its economic expansion. The country’s demography and labor dynamics are changing, after benefitting in past decades from ample cheap labor. So far, the labor market appears to be resilient, even as growth slows, driven in part by expansion of the services sector. Migrant flows and possible labor hoarding in overcapacity sectors may also help explain this. Yet, while the latter two factors help serve as shock absorbers— contributing to labor market stability in the short term—if they persist, they may delay the needed adjustment process, contributing to an inefficient allocation of resources and curtailing productivity gains. This paper quantifies to what extent structural trends and the reform pace affect employment growth under the new normal. Delays in reform implementation would weaken growth prospects in the medium term, running the risk that job creation will fall below policy targets, leading to labor market pressures in the future. In contrast, successful transition might require faster reforms, including in the overcapacity and state-owned enterprise sectors, supported by well targeted social safety nets.

Much has been written about the successes of China's growth and its economic reforms, but little is known about the concurrent social and labour market changes. The Lewis Model and the Harris-Todaro Model as well as the Neo-Schumpeterian theories regarding technological progress and searching-matching approaches supply theoretical framework for analyzing the causes of unemployment in China. A typical dual economic structure determines a large scale of migration from rural to urban areas with the significant development of agricultural economy and industrialization. In the process of transformation from centrally planed economy to market economy, a large number of redundant workers were released from the state owed enterprises. Due to the peak of labour force population, young labour entrants additionally enhanced the pressure of employment. In essence, The Chinese economic development has been in an unprecedented period of large scale structural adjustment. Technological progress is regarded as the motivation of economic growth and structural adjustment. A so-called "creative destruction effect" enhanced mismatching between labour supply and labour demand, which induced increasing in unemployment in the modern labour market. Therefore, economic growth does not necessarily bring about employment growth, but even increases the level of unemployment in a certain period. In a medium- and long term, the issue of unemployment in China is mainly caused by structural factors.

Whereas the land market reform primarily benefits the agricultural households, this reform's primary beneficiaries are the rural households currently sending temporary migrants to the city. By reducing the implicit tax on temporary migrants, Hukou reform boosts their welfare and contributes to increased rural-urban migration. The combined effect of both factor market reforms is to reduce the urban-rural income ratio dramatically, from 2.59 in 2007 under the authors' baseline scenario to 2.27. When viewed as a combined policy package, along with WTO accession, rather than increasing inequality in China, the combined impact of product and factor market reforms significantly reduces rural-urban income inequality.
