On 8 December he communicates his first annual message to Congress: peace between France and England is restored; a rise in population will increase revenue and help abolish internal taxes; the standing army can be done away with; "peace & friendship" prevail with Indian neighbors. He recommends two particular matters to the attention of Congress: a revision of the laws on naturalization and a review of the Judiciary Act. Two delegations of Indian nations hold conferences with Jefferson and Secretary of War Henry Dearborn in Washington. Jefferson observes that it is good for them to "renew the chain of affection." The president receives a "Mammoth Cheese" as a token of esteem from the citizens of Cheshire, Massachusetts, and the letter from the Danbury Baptists arrives. In his famous reply to the Baptists, Jefferson states that "religion is a matter which lies solely between man & his god." Shortly after legislators arrive in town for the opening of Congress, he begins to entertain at the President's House. He uses such occasions to bridge the divide between the executive and legislative branches and foster political understanding between Republicans and Federalists. As he moves into his second year as president, he is optimistic about his legislative program and the Republican majority in Congress.

As the world looks for an exit from this economic crisis – the worst in eight decades – the focus of attention is naturally on the causes, the factors that account for its wide reach and severity, as well as on strategies that might bring it to a closure. The quest for exit strategies is at the very centre of the issues and concerns explored in the present volume, produced by the IIAS. Like the preceding volumes, but even more emphatically, this volume, representing a collective endeavour of scholars and practitioners from many parts of the globe, finds cause to lay the blame, for our difficult predicament, on the institutional deficit, the policies, the practices and values that have followed in the trail of a highly misleading and erroneous model of governance. The «Market Model of Governance» as it is known, sought to reform, the structures and culture of administration and government in private sector ways. While instrumental values like efficiency and effectiveness were raised and praised profusely, those of democratic governance were discounted by comparison. In particular, integrity, the rule of law and due process, equity, legality and public service professionalism suffered a steep decline, in several parts of the world. Likewise, the invasion and the capture of public space, inevitably led to an unprecedented surge of greed, abuse and corruption that contributed directly to the crisis which is upon us. Looking for exit strategies, as its title aptly suggests, the present volume offers a rich menu of ideas drawn from the current experience of all the world ́s main regions. Not surprisingly, two concepts stand out throughout the book as necessary correctives, as well as pressing remedies to the world ́s ongoing malaise. They call for the recapture of our common administrative space and the reaffirmation of the values and virtues appropriate for democratic governance. To the IIAS, none perhaps are more important than public service professionalism and none other can contribute more effectively to the reform and consolidation of sound institutions for national, sub national, global and regional governance. For these reasons, at this juncture, the new volume like the others should be featured in every public library and become a vademecum of all scholars and practitioners of public administration and politics around the world.

Book excerpt: This book explores Palestinian women’s views of popular resistance in the West Bank and examines factors shaping the nature and extent of their involvement. Despite the signing of the Oslo peace accords in 1993 and 1995, the Occupied Palestinian Territories in the contemporary period have experienced tightened Israeli occupational control and worsening political, humanitarian, security, and economic conditions. Based on ethnographic fieldwork conducted with women in the West Bank, this book looks at how Palestinian women in the post-Oslo period perceive, negotiate, and enact resistance. It demonstrates that, far from being ‘apathetic’, as some observers have charged, Palestinian women remain deeply committed to the goals of national liberation and wish to contribute to an effective popular resistance movement. Yet many Palestinian women feel alienated from prevailing forms of collective popular resistance in the OPT due to the low levels of legitimacy they accord them. This alienation has been made stark by the gendered and intersecting impacts of expanding settler-colonialism, tightening spatial control, a professionalised and depoliticised civil society, reinforced patriarchal constraints, Israeli and Palestinian Authority (PA) repression and violence, and a deteriorating economy - all of which have raised the barriers Palestinian women face to active participation. Undertaking a gendered analysis of conflict and resistance, this volume highlights significant changes over the course of a long-running resistance movement. Readers interested in gender and women’s studies, the Arab-Israel conflict and Middle East politics will find the study beneficial.
