However, the changes required to comply with EU directives in the environment sector involve sustained high levels of investment and significant uncertainty about the timing and nature of the associated benefits."The European Commission's Opinion on Poland's application for EU membership acknowledges the severity of the environmental problems in Poland and comments on the challenges the country will have to face, especially in the areas of wastewater treatment and air pollution. The Opinion concludes that while full transposition of the environmental acquis in Poland could be expected in the medium term, effective compliance with a number of pieces of legislation would require sustained high levels of investment and considerable administrative effort. Full compliance in areas such as drinking water and certain aspects of waste management could be achieved only in the long term and will necessitate increased levels of public and private investment.This paper aims to address some of the issues involved in planning compliance with EU environmental directives. The paper has three principal objectives: Highlight major issues that Poland is likely to face in implementing the requirements; Estimate the total costs of compliance for the public sector in certain key sectors, and outline possible options for reducing those costs; and Assess where the burden of those costs is likely to fall, and the options for financing the investments.

From that 95%, about 55% (on average) of the animal is used for edible products and the remaining 45% is inedible by-products. The world production of ABPs derived from the meat and animal production industries is approximately 60 million tons per year. It has been estimated that more than 10 million tons of products not destined for direct human consumption, derived from healthy animals, are produced in the EU every year.A lot of ABPs are commonly used in important productive sectors, such as in the pharmaceutical, feed, wool and leather industries but, notwithstanding, new technologies have widened the possible use of ABPs and derived products. Consequently a wide range of ABPs are not utilized and are destined to disposal. Further studies are required to hone accuracy and to find and define the appropriate application for the countless substances present in the animal reproductive organs.

At the personal invitation of the Programme Committee, 17 individuals, each of whom have different professional backgrounds and nationalities, prepared a paper and met for a symposium in Elsinore, Denmark, in September of 1990. Some of the authors revised their original papers as a result of the discussions during the symposium. After peer review and editing, the contributions were printed in this book in versions that express the authors' personal convictions and priority environmental concerns. The authors contributed to the symposium by delivering papers and participat ing in stimulating and sometimes provocative discussions. The Programme Committee is grateful for the professional inspiration provided and for the spiritual and warm, social atmosphere in which the symposium took place.
